AN ORDINANCE AMENDING CHAPTERS 20.06, 20.22, 20.24, 20.26,
20.30, 20.32 AND 20.37 OF THE SOUTH SAN FRANCISCO MUNICIPAL
CODE DEFINING BY REFERENCE "MASSAGE ESTABLISHMENTS", LISTING
SUCH USES AS REQUIRING USE PERMITS IN THE COMMERCIAL AND
INDUSTRIAL ZONING D~TRICTS AND DELETING PROVISIONS
PERTAINING TO MASSAGE PARLORS IN THE ADULT ENTERTAINMENT
OVERLAY DISTRICT REGULATIONS.
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES
ORDAIN AS FOLLOWS:
SECTION 1: Section 20.06.170 of the South San Francisco Municipal Code is hereby
amended to read as follows:
"20.06.170 "M."
(a) Main Building. See "Building, Main."
(b) Major Public Services. The Major Public Services use type refers to public
services which have substantial impact, but excludes uses classified under Essential Services
and Utility Services. Such uses may be conditionally permitted when the public interest
supersedes the usual limitations placed on land use and transcends the usual restraints of
zoning for reasons of necessary location and community-wide interest. Typical uses are
sanitary landfills, airports, or detention and correctional institutions.
(c) Manufactured Housing. A residential building, dwelling unit. or an
individual dwelling room or combination of rooms thereof, or building component, assembly,
or system manufactured in such a manner that all concealed parts or processes of
manufacture cannot be inspected before installation at the building site without disassembly,
damage, or destruction of the part, including units designed for use as part of an institution
for resident or patient care, which is either wholly manufactured or is in substantial part
manufactured at an off-site location to be wholly or partially assembled on-site in accordance
with building standards published in the State Building Standards Code and other regulations
adopted by the commission pursuant to California Health and Safety Code Section 19990.
Factory-built housing does not include a mobile home, as defined in Section 18211, mobile
accessory building or structure, as defined in Section 18213, a recreational vehicle, as
defined in Section 18215.5, or a commercial coach, as defined in Section 18218 of the Health
and Safety Code.
(d) Marquee. A permanent hood or roofed structure attached to and supported
wholly by a building and projecting from the wall of the building.
(e) Marquee Sign. Any advertising of any nature which is painted, printed, or in
any manner affixed or attached to a marquee.
(f) Massage. As defined in SectiOn 10.16.020 "Massage" as may be amended
from time to time.
(g) Massage Establishments. As defined in Section 10.16.020 "Massage
Establishments" as may be amended from time to time.

(h) Maximum Sign Area. The total sign area, being the aggregate sign area of
ail signs in any individual business establishment or any multi-tenant complex or facility with
a sign program, expressed in square feet.
(i) Maximum Surface Area. The maximum permissible sign area, expressed in
square feet, for an individuai sign.
(j) Medical Services. The Medicai Services use type refers to establishments
primarily engaged in the provision of personai health services ranging from prevention to
diagnosis and treatment, or rehabilitation services provided by physicians, dentists, nurses,
and other health personnel as well as the provision of medicai testing and anaiysis services,
but excludes those classified as any Civic use type. Typicai uses include medicai offices,
dental laboratories, health maintenance organizations, immediate care facilities, or sports
medicine facilities.
(k) Mixed-Use Development. The development of a building or structure
containing one or more Residentiai Use Types and one or more Civic, Commerciai, or
Industriai Use Types.
(1) Mobile Home. A structure transportable in one or more sections, designed
and equipped to contain not more than two dwelling units to be used with or without a
foundation system. Does not include a recreational vehicle or motor home.
(m) Mobile Home Park. The occupancy of a mobile home in any area or tract of
land where two or more mobile home lots are rented or leased or held out for rent or lease to
accommodate manufactured homes or mobile homes used for human habitation. The rental
paid for any such manufactured home or mobile home shail be deemed to include rental for
the lot it occupies.
(n) Monument Sign. A monument sign is a freestanding sign without a
supporting structure of poles, posts or braces which separate the body of the sign from the
ground. Although such a sign may have a foundation, its appearance is that of one
continuous slab or other form from the ground to the top of the sign.
(o) Motel. A group of attached or detached buildings containing individuai
sleeping or living units where a majority of such units open individuaily and directly to the
outside, and where a garage is attached or a parking space is conveniently located to each
unit, ail for the temporary use by automobile tourists. An establishment shail be considered
a motel when it is required by the Health and Safety Code of the state to obtain the name and
address of the guests, the make, year and license number of the vehicle, and the state in
which the license was issued.
(p) Multi-Tenant Facility or Complex. A complex consisting of a building or
buildings containing two or more independently operated businesses developed under one
comprehensive plan and being served by a common parking lot. The recording of a
condominium subdivision map shail not affect the status of multi-tenant facility or complex.
(q) Multi-Tenant Facility or Complex, Office-Warehouse. A multi-purpose
building which is divided by the lessor, not necessarily equaily, among two or more separate
businesses each of which further subdivides their space into office and warehouse activity
areas.
(r) Multiple Dwelling. See "Dwelling, Multiple."

SECTION 7: Section 20.37.030, subdivision (a)(6) [related to "massage parlor"] is
hereby deleted.
SECTION 8: Severability.
In the event any section or portion of this ordinance shall be determined invalid or
unconstitutional, such section or portion shall be deemed severable and all other sections or
portions hereof shall remain in full force and effect.
SECTION 9: Publication and effective date.
This ordiance shall be published once, with the names of those City Councilmembers
voting for or against it in the Enterprise-Journal, a newspaper of general circulation in the City
of South San Francisco, as required by law, and shall become effective thirty (30) days from
and after its adoption.
