WELCOME
If this is the first time you have been to a Commission meeting, perhaps you'd like to know a little about
our procedure.
Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject
not on the Agenda will have 3 minutes to discuss their item. The Clerk will read the name and type of
application to be heard in the order in which it appears on the Agenda. A staff person will then explain
the proposal. The first person allowed to speak will be the applicant, followed by persons in favor of the
application. Then persons who oppose the project or who wish to ask questions will have their turn.
If you wish to speak, please fill out a card (which is available near the entrance door) and give it, as soon
as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for
the record.

2. Complete Streets Leadership Academy - Update (Chris Espiritu, Senior Transportation
Planner)
• Committee Member Gore - Asked if there were alternatives to the issues on El Camino Real.
o Secretary Espiritu – Two lanes instead of three on El Camino Real would provide a protected
bike lane.
• Secretary Espiritu – Staff will pursue working with the town/city of Colma and San Bruno on
potential joint implementation.
• Committee Member Gore – Do the buses have any complaints on the temporary bike lanes?
o Secretary Espiritu – The bus pick-up and drop-off times have substantially decreased with
the installation of the temporary platforms.
• Committee Member Hingey – It would be more appealing to use for bikers if the bike lanes and
platforms were all painted the same color.
o Secretary Espiritu – If this were a permanent project, yes.
• Chair Guzman – Were there any kids on the “Every Kid Deserves a Bike Program” bicycles?
o Secretary Espiritu – Not that he could see, no white bikes.
• Committee Member Hingey – Police did a great job escorting the bike ride event.
• Committee Member Gore – Is it not possible to extend this project?
o Secretary Espiritu – No, the Encroachment Permit from Caltrans only covers the current
timeframe of 10 weeks.
o Committee Member Gore – Are there any other Grants currently available?
o Secretary Espiritu – Yes, we will keep pursuing new Grants.
o Committee Member Gore – Great to see bike lanes in places they have not been before.
• Chair Guzman – The speed limits are confusing, would like more signs.
o Secretary Espiritu – This would be proposing a lower speed limit on a state-owned highway;
Caltrans controls the signal timing.
• Committee Member Guzman – Asked about the other cities in this Grant project.
o Secretary Espiritu – Berkeley pulled out and San Leandro only had the temporary project up
and running for one day.
• Vice-Chair Yip – What happens now?
o Secretary Espiritu – The 10-week project will be taken down in October 2023.
ACTION: Informational: None taken, none required
COMMITTEE COMMENTS
• Vice-Chair Yip reported that a recent City Council meeting, the Utah Avenue overpass was approved,
Cost of the project would be the same as implementing all of Active South City’s recommended bike
and ped infrastructure. Vice-Chair Yip notes disagreement with staff responses and this project is not
on Active South City’s Final Plans, except for a line on a map. Expressed disappointment with Council
and failure to hear public comments,
o Secretary Espiritu acknowledged the comments and advised that further follow-up with Vice
Chair Yip would occur through the City Clerk’s and City Manager’s Office
• Committee Member Hollenback - Curious if BPAC can get involved with bicycle construction projects.
Chestnut, Grand Ave, and the entrance to Caltrans – the access from the sidewalk to these locations
are not great or functional due to construction; accommodations for bicyclist and pedestrians need to
be better.
• Chair Guzman – Did anyone from BPAC go to the EKDAB event last week?
o Secretary Espiritu – BPAC members were notified of the event through the City Manager’s
Office.
• Committee Member Hingey – Question – 2020 Study on the Colma Creek connector project, would
like a status update. Would also like an update on where the Active South City projects are currently.
o Secretary Espiritu – Will follow up in a future meeting as information is available.
• Chair Guzman – Would Engineering come and speak on current projects in SSF? Would like to know
the hard numbers regarding progress with bike/ped projects.

• Committee Member Gore – Sister City’s bike lanes – this was a great improvement. Are there any
plans to deal with Chestnut from Hillside down?
o Secretary Espiritu – No projects that we are aware of, currently.

• Committee Member Hingey introduced himself. BPAC members welcomed the new Committee
Member.

SUBJECT: Vehicle versus Pedestrian and Bicyclist Collision Information – 3nd Quarter of 2023
Overview
This report provides an overview of vehicle versus pedestrian, bicyclist, e-bicyclist and e-scooterist
collisions that occurred in South San Francisco during the 3rd quarter of 2023. The information provided
includes the date, time, location, and causes of the collisions. The causes are determined by factors
outlined in the California Vehicle Code.
There was a total of 10 collisions resulting in eight (8) minor injuries, and two (2) major injuries. The
collisions involved four (4) pedestrians, five (5) bicyclists, one (1) e-bicyclist, and one (1) e-scooterist. In
50% of the collisions the driver of the vehicle was found to be at fault for the primary collision factor.
In comparison to 2022, there was a total of 57 vehicle versus bicycle or pedestrian collisions, one of which
resulted in a fatality. The 3nd quarter of 2023 data indicates we are still on pace for a 30% reduction in
vehicle versus bicycle and pedestrian collisions.
7-26-23/ Vehicle vs. E-Bicycle Collision/ Hickey Blvd. @ Junipero Serra Blvd. / Case #23-4294
At approximately 1:38 PM, an e-bicyclist was riding westbound on the south sidewalk of Hickey
Boulevard, approaching Junipero Serra Boulevard (in the opposite direction of traffic). A vehicle was
stopped at the posted stop sign, eastbound on Hickey Boulevard, east of Junipero Serra Boulevard. After
coming to a stop and yielding to oncoming traffic, the vehicle proceeded east on Hickey Boulevard as the
e-bicyclist exited the sidewalk and rode in the crosswalk (northwest) in front of the vehicle. The e-
bicyclist was struck and sustained major, non-life-threatening injuries. The e-bicyclist was transported to
a local trauma center for treatment. The e-bicyclist was at fault for the collision for riding in the opposite
direction of traffic. As previously noted in prior reports, all bicyclists are required to follow the rules of
the road per 21200(a)(1) CVC.
The weather was clear at the time of the collision, and it occurred during daylight hours.
8-14-23/ Vehicle vs. Bicycle Collision/ Linden Ave. @ Airport Blvd. / Case #23-4614
At approximately 9:46 AM, a bicyclist was stopped at a red light in the left turn stack lane, east bound on
Linden Avenue at Airport Boulevard. A vehicle was stopped behind the bicyclist. When the light turned
green, the vehicle collided into the rear end of the bicycle, which caused the bicyclist to fall to the ground.

The bicyclist sustained a minor injury and declined medical treatment. The driver of the vehicle was at
fault for the collision for unsafe starting.
The weather was clear at the time of the collision, and it occurred during daylight hours.
8-15-23/ Vehicle vs. Bicycle Collision/ S. Linden Ave. @ Victory Ave. / Case #23-4651
At approximately 6:55 PM, a vehicle was making a left turn onto Victory Avenue from northbound South
Linden Avenue. A bicyclist was travelling southbound on South Linden Avene, failed to stop for the
posted stop sign at Victory Avenue, and collided broadside with the vehicle. The bicyclist sustained a
minor injury and declined medical treatment. The bicyclist was at fault for the collision for failing to stop
at the posted stop sign.
The weather was clear at the time of the collision, and it occurred during daylight hours.
8-16-23/ Vehicle vs. Pedestrian Collision/ McLellan Dr. @ El Camino Real (SR-82)/ Case #23-4665
At approximately 12:06 PM, a vehicle was stopped at a red light in the right turn lane of westbound
McLellan Drive at El Camino Real. A pedestrian in a wheelchair and a second pedestrian were crossing
the street (northbound) in the marked crosswalk. As they approached the stopped vehicle, the second
pedestrian observed the vehicle was partially blocking the crosswalk, which blocked the path of the
pedestrian in the wheelchair. The second pedestrian punched the vehicle multiple times, which resulted
in damage. While this was occurring, the vehicle rolled forward and struck the pedestrian in the
wheelchair. The pedestrian stood up out of the wheelchair and braced himself on the hood of the vehicle.
The driver reversed the vehicle which caused the pedestrian to fall to the ground. The pedestrian sustained
a complaint of pain. The driver of the vehicle fled the scene, was contacted a short time later, and was
interviewed. The driver of the vehicle was at fault for the collision for failing to yield to the pedestrian in
the crosswalk.
This case is being referred to the District Attorney’s Office for review for prosecution of the driver for hit
and run and for the second pedestrian for vandalism.
The weather was clear at the time of the collision, and it occurred during daylight hours.
8-19-23/ Vehicle vs. Bicycle Collision/ 300 block of S. Airport Blvd./ Case #23-4737
At approximately 11:11 AM, a bicyclist was riding southbound on South Airport Boulevard on the eastern
sidewalk (in the opposite direction of traffic). A vehicle was turning out of the driveway at 381 South
Airport Boulevard onto the roadway. The bicyclist rode in front of the vehicle and was struck. The
bicyclist sustained minor injuries and was transported to a local trauma center for treatment. The bicyclist
was at fault for the collision for riding in the opposite direction of traffic.
The weather was cloudy at the time of the collision, and it occurred during daylight hours.

08-23-23/ Vehicle vs. Bicycle Collision/ 1400 block of San Mateo Ave. / Case #23-4829
At approximately 5:20 PM, a bicyclist was riding southbound on the 1400 block of San Mateo Avenue.
A vehicle was traveling along side of the bicyclist and veered to the right to make a parking maneuver.
The bicyclist was struck and sustained a minor injury. The driver of the vehicle was at fault for the
collision for making an unsafe turning movement.
The weather was clear at the time of the collision, and it occurred during daylight hours.
9-8-23/ Vehicle vs. Pedestrian Collision/ Unit block Ponderosa Road / Case #23-5124
At approximately 3:34 PM, a vehicle was travelling westbound on Ponderosa Road, just west of El Camino
Real. A pedestrian ran northbound across Ponderosa Road outside of a marked crosswalk and collided
with the front fender of the vehicle. The pedestrian fell to the ground and sustained a minor injury. The
pedestrian was transported to a local trauma center for treatment. The pedestrian was at fault for the
collision for crossing the street outside of a marked crosswalk without yielding to oncoming traffic.
The weather was clear at the time of the collision, and it occurred during daylight hours. The nearest
crosswalk to the collision location was approximately 85 feet to the east.
9-12-23/ Vehicle vs. Pedestrian Collision (Hit & Run)/ Galway Pl. @ Westborough Blvd./ Case #23-
5183
At approximately 6:20 AM, a pedestrian was crossing the street in a marked crosswalk, northbound on
Galway Place across Westborough Boulevard. The green pedestrian signal was activated. A vehicle was
traveling southbound on Galway Drive and turned left (eastbound) onto Westborough Boulevard. The
vehicle struck the pedestrian and fled the scene. The pedestrian sustained minor injuries and was
transported to a local trauma center for treatment. The driver of the vehicle was at fault for the collision
for failing to yield to a pedestrian in a crosswalk. Extensive follow up was conducted by our traffic
division, however, the driver and the vehicle have not yet been identified.
The weather was clear at the time of the collision and the roadway was illuminated by streetlamps.
9-18-23/ Vehicle vs. Bicycle Collision (Hit & Run)/ Spruce Ave. @ Second Ln. / Case #23-5332
At approximately 7:12 PM, a bicyclist was traveling southbound on South Spruce Avenue approaching
Second Lane. The bicyclist signaled their intention to make a left turn, and then slowed down. A vehicle
travelling behind the bicyclist rear ended them and then fled the scene. The bicyclist sustained minor
injuries and declined transport to a local hospital. The driver was at fault for the collision for travelling at
an unsafe speed for conditions. The driver and vehicle have not yet been identified.
The weather was clear at the time of the collision and the roadway was illuminated by streetlamps.
9-28-23/ Electric Scooter vs. Pedestrian/ Centennial Way Trail / 23-5622
At approximately 6:45 hours, an e-scooterist was riding northbound on the Centennial Way Trail between
Tanforan Avenue and South Spruce Avenue. Two pedestrians were walking on the trail in front of the e-
scooterist. As the e-scooterist approached the pedestrians, he attempted to pass them on the left, however,

one of the pedestrians stepped into his pathway. The e-scooterist collided with the pedestrian, who
sustained major injuries. South San Francisco Fire responded to the scene and transported the pedestrian
to a local hospital for treatment. The e-scooterist remained on scene but was not identified by Fire
personnel. The e-scooterist sustained a minor leg injury but declined medical treatment. The police
department was not notified about the collision until several days later. The e-scooterist was at fault for
the collision for traveling at an unsafe speed. Surveillance from the Centennial Way Trail has been
reviewed, and efforts are being made to attempt to identify the e-scooterist.
The weather was clear at the time of the collision, and it occurred during daylight hours.
Considerations
No external factors were identified in the above-listed collisions.
Education and Enforcement
The South San Francisco Police Department continues to conduct enforcement and provide education to
the community to reduce traffic collisions. Enforcement actions include:
• The C.A.R.E. program which directs officers to enforce specified violations in complaint areas.
• Office of Traffic Safety enforcement operations focusing on speeding, distracted driving, bicycle
and pedestrian safety, and seatbelt violations.
• DUI saturation patrols and DUI checkpoints
• San Mateo County Saturated Traffic Enforcement Program operations focusing on identified
traffic issues in each city.
• Daily enforcement by our patrol and traffic divisions as they patrol the city.
Education efforts include the community academies, the “Choose your ride” don’t drink and drive
campaign, bicycle safety through Every Kid Deserves a Bike program, and various social media
campaigns throughout year.
