TRAFFIC SAFETY COMMISSION
The meeting was called to order at 5:40 p.m. by Chairperson

AGENDA REVIEW: No changes.
1. Approval of the Traffic Safety Committee Meeting Agenda for October 10, 2023.
Motion Commissioner Chan / Second Vice Chairperson Monzon -to
approve the October 10, 2023 meeting agenda as submitted. Approved by voice
vote (5-0-0).
PUBLIC COMMENT: None
CONSENT CALENDAR:
1. Approval of the Traffic Safety Committee Meeting Minutes for September 12,
2023.
Motion Commissioner Chan / Second Commissioner Yuen -to approve the
September 12, 2023 meeting minutes. Approved by voice vote (5-0-0).
ITEMS FROM THE COMMISSION:
• Chair Carbone requested Administrative Business be included in upcoming
agendas, even if there are no items.
• Commissioner Chan requested an update of when Jeff Chou, Senior Civil
Engineer, can attend one of the Traffic Safety Commission meetings. Secretary
Garren responded; Jeff will be at the November meeting.
• Commissioner Chan asked when is the cutoff date for TAC items to be submitted
for review. Secretary Garren responded ; mid-month as the Committee meets the
last Wednesday of the month.
• Commission Chan asked if there was a way residents can request handicap
parking spots. Secretary Garren informed commissioners of the Traffic Advisory
Committee and to email [email protected] for any traffic related projects.
• Vice Chair Monzon brought up the handicap parking spot by 811 Linden Avenue.
He spoke on beha lf of the hair salon owner who raised concerns about the lack of
parking in the area and the handicap parking spot that gets abused. Dave
Backhaus, Public Works Deputy Director responded , by California Law, the City
cannot stop them from parking there if they possess a valid handicap placard .
Clerk Wang to reach out to Kelvin in Engineering regarding previous TAC requests
for 811 Linden address.
• Chair Carbone raised concerns regarding the double parking on Grand Avenue.
Dave Backhaus, Public Works Deputy Director recommended entering a request
via SeeClickFix with photos to non-emergency Police when this occurs. Vice Chair
Monzon brought up the double-parked delivery trucks on Linden Avenue. Vice
Chair Monzon suggested bringing one or two council members to future
commission meetings to raise their concerns. Dave Backhaus, Public Works
Deputy Director recommended the Commission to email a letter (individually or
together) to the City Council regarding their concerns. Another suggestion is to
have the Traffic Seargent attend a future meeting regard ing traffic concerns, which
staff can arrange.
• Chair Carbone brought up the meeting location change from the City Council
agenda item. City staff to draft a resolution for Commission on meeting location for
next meeting.
ITEMS FROM THE STAFF:
1. TAC 2309 Meeting Agenda and Minutes review:
a. Chair Carbone suggested better detailing on TAC Agenda "action items"
such as in progress, completed, etc. Dave Backhaus, Public Works Deputy
Director responded, this has been brought up in prior TAC meetings and
the Committee is working on changing the way they prepare the minutes.
Chair Carbone adjourned the meeting at 6:49 p.m .
