AN ORDINANCE AMENDING C~APTER 15.12 OF THE SOUTH SAN
FR3kNCISCO MI3NICIPAL CODE TO ADOPT THE UNIFORM PLYING
CODE, 1994 EDITION, AND TO REPEAL TI{E UNIFORM PLUMBING
CODE, 1991 EDITION
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS
FOLLOWS:
SECTION 1. Uniform Plumbin~ Code, 1991 Edition, Repealed.
The Uniform Plumbing Code 1991 Edition (South San Francisco Municipal
Code Section 15.12.010 through 15.12.050) as enacted by Ordinance 1121-92, and
any other ordinances or parts of ordinances in conflict herewith are hereby
repealed. This repeal shall not affect or prevent the prosecution or.
punishment of any person for any act done or omitted in violation of this
chapter prior to the effective date of this ordinance.
SECTION 2. Chapter 15.12 of the South San Francisco Municipal Code is
hereby amended to read as follows:
Section 15.12.010 Uniform Plumbin~ Code, 1994 Edition, adopted by
reference.
The Uniform Plumbing Code, 1994 Edition, published by the International
Association of Plumbing and Mechanical Officials, as modified by the
amendments, additions and deletions set forth hereinafter, is hereby
adopted by reference as the Plumbing Code of the City of South San
Francisco, and may be cited as such.
Section 15.12.020
Amendments, General.
Set forth below are the amendments, additions and deletions to the
Uniform Plumbing Code, 1994 Edition. Section numbers used herein are
those of the Uniform Plumbing Code.
Section 15.12.030
Violations and Penalties.
Section 102.3.1. Violations. It shall be unlawful for any person, firm
or corporation to erect, construct, enlarge, alter, repair, move,
improve, remove, convert or demolish, equip, use or maintain any
plumbing systems or equipment or cause or permit the same to be done in
violation of this code. Each day during any portion of which any
violation of this code is committed or continued by person, firm or
corporation shall constitute a separate offense and shall be punishable
as herein provided.
Section 102.3.2 Penalties. Any person, firm or corporation violating
any of the provisions of this code shall be punished as provided for in
Section 15.06.040 of this code.
Section 15.12.040 Cost of Permit and Plan Review
The schedule of fees referenced in Table 1-1 of the Uniform Plumbing
Code, 1994 Edition, is hereby deleted and replaced by Table 3-D in the
Uniform Administrative Code, 1991 Edition.
Section 15.12.050 Materials
Section 701.1.2 The use of ABS and PVC piping materials for drainage
and sewer installations shall be limited to residential structures not
exceeding two (2) stories in height.
EXCEPTION: Upon approval of the Chief Building Official, ABS and PVC
piping may be used for underground drainage and sewer applications when
it can be shown that unusual soil conditions would cause corrosion of
metal piping materials.
Section 903.1.2 The use of ABS and PVC piping for venting shall be
limited to residential structures not exceeding two (2) stories in
height.
Section 604.1 Water pipe and fittings shall be of brass, copper, cast
iron, galvanized malleable iron, galvanized wrought iron, galvanized
steel, or other approved materials. Asbestos-cement, CPVC, PE, or PVC
water pipe manufactured to recognized standards may be used for cold
water distribution systems outside a building. All materials used in
the water supply system, except valves and similar devices shall be of a
like material, except where otherwise approved by the Administrative
Authority.
Section 15.12.060
Uniform Plumbin~ Code ADDendices Adopted.
Appendix C, "Minimum Plumbing Fixtures," and Installation Standards,
from the Uniform Plumbing Code, 1994 Edition, are hereby adopted.
SECTION 3. SEVERABILITY.
In the event any section or portion of this ordinance shall be
determined invalid or unconstitutional, such section or portion shall be
deemed severable and all other sections or portions hereof shall remain in
full force and effect.
SECTION 4. PUBLICATION AND EFFECTIVE DATE
Pursuant to the provisions of Government Code Section 36933, a summary
of this Ordinance shall be prepared by the City Attorney. At least five (5)
days prior to the Council meeting at which this Ordinance is scheduled to be
adopted, the City Clerk shall (a) publish the summary, and (2) post in the
City Clerk's office a certified copy of this Ordinance. Within fifteen (15)
days after the adoption of this Ordinance, the City Clerk shall (1) publish
the summary, and (2) post in the City Clerk's office a certified copy of the
full text of this Ordinance along with the names of those City Council members
voting for and against this Ordinance or otherwise voting. This Ordinance
shall become effective thirty (30) days after its adoption.

special meeting of the City Council of the City of South San
Francisco, held on the 18th day of December , 1996 , by the
