CONSENT CALENDAR
1. Motion to approve the minutes of April 11, 2007
2. Motion to confirm expense claims of May 9,2007 in the amount of one hundred fifty one
thousand, eight hundred twenty five dollars and 91 cents ($151,825.91)
Councilmember Addiego asked this item be pulled for discussion.
3. Resolution authorizing a contract to Harris & Associates for construction management
and inspection services for the Lindenville Storm Drainage Pump Station Project in an
amount not to exceed $425,000
Motion-Addiego/Gonzalez: To approve Consent Calendar Items 1 & 3; unanimously
approved by voice vote (5-0).
Item No.2: Councilmember Addiego asked the name of the project for which the contract with
Harris & Assocations is being authorized in Item 2. Mayor Garbarino cited a $1,000 item as part
of pre-construction management fees for the Lindenville Storm Drainage Pump Station Project.
Motion-Addiego/second-Gonzales: To approve Item 2; unanimously approved by voice
vote.
ADMINISTRATIVE BUSINESS
4. Resolution authorizing execution of loan agreement and related documents with HIP
Housing for acquisition of residential apartment building located at 317-321 Commercial
Avenue and adoption of a relocation plan
Manager of Housing and Redevelopment Norma Fragoso presented the staff report. She
stated the Housing Sub-Committee had studied this and recommended approval.
Mr. Bruce Hamilton, Executive Director of HIP Housing (also Vice president of the HIP
Housing Development Corporation) thanked the board members for the opportunity to add
these fifteen residential units to the 230 units HIP Housing currently serves in the county.
Mr. Arnie Fischman, property development consultant for HIP Housing, was available to
answer questions on financing and acquisition.
Board member Addiego had comments about Relocation language, federal relocation
benefits, definition of certain terms and the disposition of the funds.
Vice Chairman Gonzalez asked some procedural questions regarding overcrowding and
relocation standards and monitoring.
Chairman Garbarino inquired about hazardous materials (mold behind showers).
Motion-Addiego/second-Femekes: To adopt Resolution No. 3-2007 authorizing the
execution of loan agreement and related documents with HIP Housing for acquisition of
residential apartment building located at 317-321 Commercial Avenue and adoption of a
relocation plan; unanimously approved by voice vote (5-0).
