CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
AN ORDINANCE AMENDING THE SOUTH SAN FRANCISCO
MUNICIPAL CODE SECTIONS PERTAINING TO THE
"RESEARCH AND DEVELOPMENT OVERLAY DISTRICT
REGULATIONS" (CHAPTER 20.39) AND THE "GENENTECH
RESEARCH AND DEVELOPMENT OVERLAY DISTRICT"
(CHAPTER 20.40) AREA
WHEREAS, an application was submitted to the City by Genentech, Incorporated to amend
the Zoning Ordinance of the City of South San Francisco for the "Research & Development Overlay
District Regulations" (Chapter 20.39), and the "Genentech Research & Development Overlay District'
(Chapter 20.40); and,
WHEREAS, Negative Declaration ND-97-004 was prepared and noticed on September 18,
1997; and
WHEREAS, the Planning Commission held a duly noticed public hearing on October 2, 1997
and November 6, 1997 on the adequacy of the proposed amendments to the Zoning Ordinance and
recommended approval of the proposed amendments to the City Council; and
WHEREAS, the City Council took public testimony and considered the information contained
in the staff report and orally presented by City staff;
WHEREAS, the City Council hereby finds that pursuant to UAmendment Procedure" (SSFMC
Section 20.87) and the "Research and Development Overlay District Regulations" (SSFMC Section
20.39.040 (B) (iii), that Genentech, Inc. has submitted an application and the appropriate
documentation regarding the amendments to zoning ordinance of the "Research & Development
Overlay District Regulations" (Chapter 20.39), and the "Genentech Research & Development Overlay
District" (Chapter 20.40).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO
DOES HEREBY ORDAIN AS FOLLOWS:
SF. CTION 1. Section 20.39.060(c)(3)(A), entitled "Projects Subject to Minor Use Permits,"
is hereby amended to re, ad as follows:
(A) Addition(s) to an existing building where only one such addition to such building occurs
within a twelve-month period, and where the addition is limited to between ten thousand and
thirty thousand square feet (but not be exceed thirty percent of the existing gross floor area of
the building, measured as of the date the specific project application is submitted). In the
event that the total of such additions exceed thirty percent of the floor area existing at the time
of the first request for expansion, the chief planner shall notify the planning commission of the
project approval within four days of the approval.
SECTION 2. Subsection (D) is hereby added to Section 20.39.060(c)(3), entitled "Projects
Subject to Minor Use Permits," to read as follows:
(D) Temporary uses, such as trailers, parking facilities, storage of construction materials.
SECTION 3. That the South San Francisco Zoning Code, Chapter 20.40 (Genentech
Research and Development Overlay District Regulations), Section 20.40.070(f) entitled "Building
Height," is hereby amended to read as follows:
(f) Building Height. The maximum building height is established at one-hundred and fifty feet
above the average finished grade as measured on the perimeter of the subject building within
the Genentech R and D Overlay District.
SECTION 4. That Subsection (I) is hereby added to Section 20.40.070, entitled
"Development standards and requirements," to read as follows:
(1) Handicap Parking Requirement. Handicapped parking requirements consistent with the
California Accessibility Regulation and the Federal "Americans with Disabilities Act" (ADA)
standards, must be incorporated as a facility-wide standard.
SECTION 5. That Subsection (i) is hereby added to Section 20.40.070 to read as follows:
(i) Wheel Stops. The requirement to install wheel stops set forth in Section 20.74.110(b) shall
not apply in the Genentech Research and Development Overlay District."
~ECTION 6. ~EV-ERARIIITY
In the event any section or portion of this ordinance shall be determined invalid or
unconstitutional, such section or portion shall be deemed severable and all other sections or portions
hereof shall remain in full force and effect.
~ECTION 7. PURI,ICATION AND EFFECTIVF, DATE
This ordinance shall be published once, with the names of those City Council members voting
for or against it, in The San Mateo County Times, a newspaper of general circulation in the City of
South San Francisco, as required by law, and shall become effective thirty (30) days from and after its
adoption.
