HomeMy WebLinkAbout11-14-23 Parking Place Commission Meeting Minutes FinalCALL TO ORDER ROLL CALL Present: Absent: City Staff: REGULAR MEETING MINUTES November 14, 2023 CITY OF SOUTH SAN FRANCISCO REGULAR MEETING PARKING PLACE COMMISSION The meeting was called to order at 5:05 p.m. by Vice Chair Dana Abarca Dana Abarca, Vice Chairperson Brandon Chan, Commissioner Hermes Monzon , Commissioner None Marissa Garren, Secretary to the Parking Place Commission Diana Wang, Clerk to the Parking Place Commission Dave Backhaus, Deputy Director of Public Works AGENDA REVIEW: No changes. PUBLIC COMMENT: None. CONSENT CALENDAR: 1. Approval of the Parking Place Commission Meeting Minutes for October 10, 2023. Motion -Commissioner Monzon / Second -Vice Chair Abarca to approve the minutes as submitted. Approved by vote (3-0). ADMINISTRATIVE BUSINESS: None. ITEMS FROM THE COMMISSION: None. ITEMS FROM STAFF: 1. Outdoor Dining Program Update (Marissa Garren, Secretary to the Parking Place Commission) • Marissa Garren, Secretary to the Parking Place Commission provided an update on the two restaurants participating in the Outdoor Dining Program: Cafe Bunn Mi and Antigua Coffee Shop. Both restaurants are pending application submittals and ECO is working with them to move forward with the permits. The restaurants will need to pay for the cost of the permits in addition to recovery costs for occupying two parking spaces each. The deadline to apply is by the end of the year 2023. 2. Monthly Expenditure and Revenue Report for Parking District-YTD FY2023- 2024 (Marissa Garren, Secretary to the Parking Place Commission) • Marissa Garren, Secretary to the Parking Place Commission mentioned the Finance Department had posted up to September 2023 and October would be posted within the next two weeks, therefore should be updated by next month's meeting . • Commissioner Monzon asked if the current revenue is used to sustain the current budget or used to fully fund projects. Marissa Garren, Secretary to the Parking Place Commission responded, the funds are used to sustain and maintain the current operations of the parking district. Commissioner Monzon asked if a new parking lot will replace lot #18. Dave Backhaus, Public Works Deputy Director responded, lot #18 will be redeveloped for housing. Commissioner Monzon asked if the new housing developments would impact the parking in the area. Marissa Garren, Secretary to the Parking Place Commission responded, the new housing should have their own parking garages. • Commissioner Chan asked why the parking permit revenue for July and August is lower than the month of September, plus further information on where and what the IT purchases, Gas/Electricity, Phone Service, and Water Charges were charged for. Marissa Garren, Secretary to the Parking Place Commission to investigate further. • Commissioner Chan requested an update as to why the parking citation fines go into the general fund and not the parking district fund. Marissa Garren, Secretary to the Parking Place Commission to investigate further. • Commissioner Monzon asked if the City will rent out the special event parking spaces in the Miller Parking Garage to generate revenue. Dave Backhaus, Public Works Deputy Director responded, a portion of the Miller Parking Garage was sold to another company. Commissioner Chan added, the Miller Parking Garage is a commercial building like a condominium so sections of the garage can be sold. • Commissioner Chan asked if PD plans to hire the three Traffic Enforcement Officers who were approved in the FY2023-2024 budget. Marissa Garren, Secretary to the Parking Place Commission responded , Sergeant Portolan will attend next month 's Traffic Safety Commission meeting and can provide an update on their recruitments. 3. Follow-Up Items • Marissa Garren, Secretary to the Parking Place Commission confirmed Sergeant Portolan will be at next month's meeting to discuss the double- parking issues in the downtown area and Police response efforts. • Vice Chair Abarca brought up a parking issue where people are double parking in front of her garage and blocking the driveway. Marissa Garren , Secretary to the Parking Place Commission recommended calling the non- emergency Police line at 650-877-8990 when this occurs.
