HomeMy WebLinkAbout11-14-23 Traffic Safety Commission Minutes FinalCALL TO ORDER: ROLL CALL: Present: Absent: City Staff: REGULAR MEETING MINUTES November 14, 2023 CITY OF SOUTH SAN FRANCISCO REGULAR MEETING TRAFFIC SAFETY COMMISSION The meeting was called to order at 5:40 p.m. by Chairperson Dave Carbone David Carbone, Chairperson Hermes Monzon, Vice Chairperson Dana Abarca, Commissioner Brandon Chan, Commissioner Justin Yuen, Commissioner Marissa Garren, Secretary to the Traffic Safety Commission Diana Wang, Clerk to the Traffic Safety Commission Dave Backhaus, Public Works Deputy Director AGENDA REVIEW: No changes. 1. Motion -Commissioner Chan I Second -Vice Chair Monzon -to approve the November 14, 2023 meeting agenda as submitted. Approved by voice vote (4-0-1 ). PUBLIC COMMENT: None. CONSENT CALENDAR: 1. Approval of the Traffic Safety Committee Meeting Minutes for October 10, 2023. Motion -Commissioner Chan I Second -Commissioner Abarca -to approve the October 10, 2023 meeting minutes as submitted. Approved by voice vote (4-0-1). ADMINISTRATIVE BUSINESS: None. ITEMS FROM THE COMMISSION: • Chair Carbone mentioned the road on Dubuque Avenue has been repaved , but the restriping has not been completed yet. Jeff Chou , Senior Civil Engineer responded , Caltrans will complete the restriping and they are aware of the City's recommendations. • Chair Carbone asked if Sergeant Portolan would be attending next month 's meeting. Marissa Garren, Secretary to the Traffic Safety Commission confirmed Sergeant Portolan will be at the December commission meeting. • Chair Carbone asked if there would be a resolution regarding the meeting location change. Marissa Garren, Secretary to the Traffic Safety Commission confirmed with the City Cle rk's office that the current adoption stands, and no changes will be necessary. If the location changes to one other than the Corporation Yard moving forward , it needs to be posted for the public. ITEMS FROM THE STAFF: 1. Grand Boulevard Initiative (GBI) Update Presentation. (Jeff Chou, Senior Civil Engineer) a. Commissioner Chan asked if GBI phases I and II are completed. Jeff Chou , Senior Civil Engineer confirmed phases I and II are complete . Commissioner Chan asked if other neighboring cities have the same vision and will work on their portions of the GBI project. Jeff Chou, Senior Civil Engineer confirmed that city staff coordinates with other cities to ensure bike lanes and walking paths are connected . b. Vice Chair Monzon asked why the parking spaces in front of Kaiser were removed on El Camino Real. Jeff Chou, Senior Civil Engineer responded that the parking spaces were considered early on with Kaiser to encourage pedestrians to walk. Vice Chair Monzon suggested putting bus shelters on El Camino Real to encourage residents to use public transportation. Jeff Chou, Senior Civil Engineer responded this will be considered in future projects on El Camino City limits. c. Chair Carbone asked why the GBI project does not expand down El Camino Real towa rds San Bruno. Jeff Chou, Senior Civil Engineer responded there are different improvement projects that are being considered along El Camino Real. d. Chair Carbone asked who maintains the bioswales. Marissa Garren , Secretary to the Traffic Safety Commission responded a private contractor maintains the bioswales landscaping , which is managed by the City's parks maintenance . e. Chair Carbone raised concerns about drivers speeding down El Camino Real and if the speed limits could be changed . Jeff Chou , Senior Civil Engineer responded, Caltrans maintains the signage on El Camino Real and that is something staff can discuss with them. f. Chair Carbone mentioned the Del Paso Drive connection on El Camino Real and asked when that would be completed . Jeff Chou, Senior Civil Engineer responded we're working on the ADA ramp , but a lot of unforeseen incidents have delayed the project. g. Commissioner Abarca asked if there would be any additional parking at the new LPR building . Chair Carbone mentioned the unfinished work next to the LPR parking garage and asked if that area would be for additional parking. City Staff will look into this. h. Cha ir Carbone asked if there would be other GBI projects after GBI phase Ill has finished along El Camino Real. Jeff Chou, Senior Civil Engineer responded, not currently, but there will be other projects to improve El Camino Real that are GBI compliant. Chair Carbone asked if the lane restriping on El Camino Real will be part of the GBI project. Jeff Chou, Senior Civil Engineer responded , restriping will be done by Caltrans and coordinated with the City. 2. TAC 2310 a. Commissioner Chan asked if his TAC item is still pending since it's missing from the current agenda. Jeff Chou , Senior Civil Engineer confirmed that TAC is still looking into his item and working with traffic consultants. b. Chair Carbone asked if the formatting on the action items would be updated soon . Dave Bockhaus, Public Works Deputy Director to follow up with Jeff regarding the action items.
