Krista Martinelli, City Clerk and Margaret Roberts, Acting City Clerk) RECOMMENDATION It is recommended that the Measure W Citizens’Oversight Committee (Committee)discuss appointments of the Chairperson and Vice Chairperson for 2017 and move to appoint respective Committee members to these positions. BACKGROUND/DISCUSSION At an October 17,2016 Special Meeting,the City Council determined to appoint an Interim Chairperson and Interim Vice Chairperson from the membership of the Committee.The Council appointed Mike Brosnan as Interim Chairperson and Bill Zemke as Interim Vice Chairperson.City Council directed the Committee to appoint a Chairperson and Vice Chairperson at its first Regular Meeting,to permit Committee members to get to know one another before making a determination. This February 1,2017 meeting is the first Regular Meeting of the Committee.Accordingly,a Chairperson and Vice Chairperson for 2017 should be appointed by motion of the Committee.The appointment will last through the first Regular Meeting of 2018,where the Committee will reorganize and select a Chairperson and Vice Chairperson for the year. CONCLUSION Committee members should discuss appointments of the Chairperson and Vice Chairperson for 2017 and move to appoint respective Committee members to these positions. Report transmitting Measure W transaction detail reports for Fiscal Year 2016-17 from July through December 2016.(Richard Lee, Director of Finance) RECOMMENDATION Information item only. No formal action is needed. BACKGROUND/DISCUSSION Attached for the Measure W Citizens’Oversight Committee’s information are transaction detail reports and accompanying support documentation for Measure W revenues and expenditures for the period of July through December 2016. Through December 31,2016,the City has received $3,061,807.25 in Measure W transactions and use tax revenue,which include advances for the months of July,August,September and October,and true-up reconciliation payments for the second and third quarters of 2016 from the State Board of Equalization. Conversely,the City has expended $91,387.75 in Measure W funds for architectural,survey,and engineering services. CONCLUSION Measure W revenues and expenditures were reported accurately and in compliance with Measure W ballot language. Report regarding a resolution approving the Measure W Revenue and Expenditure Review Calendar.(Richard Lee, Director of Finance) RECOMMENDATION It is recommended that the Measure W Citizens’Oversight Committee adopt a resolution approving the Measure W Revenue and Expenditure Review Calendar. BACKGROUND/DISCUSSION The Measure W Citizens’Oversight Committee (COC)requested a calendar that indicated when specific revenues and expenditures would be reviewed. Based on the regular meeting schedule,as adopted by the COC on December 7,2017,and the State Board of Equalization’s Allocation Schedule (attached to the resolution as Exhibit A),the draft Measure W Revenue and Expenditure Review Calendar (attached to the resolution as Exhibit B)has been prepared for the consideration by the COC. CONCLUSION The Measure W Revenue and Expenditure Review Calendar allows transmittal of Measure W financial reports for timely review by the COC. WHEREAS,the City of South San Francisco Measure W Citizens’Oversight Committee (COC)established a regular meeting schedule at its meeting on December 7, 2016; and WHEREAS,the COC requested that City staff create a calendar indicating what revenues and expenditures would be reviewed based on the regular schedule; and WHEREAS,the State Board of Equalization’s Allocation Schedule was factored into creating the review calendar, and is attached as Exhibit A herein; and WHEREAS,the Measure W Revenue and Expenditure Review Calendar permits the COC to review Measure W financial transactions in a timely manner, and is attached as Exhibit B herein.
