GOVERNOR’S EXECUTIVE ORDERS N-25-20 AND N-29-20 ALLOWING FOR DEVIATION
OF TELECONFERENCE RULES REQUIRED BY THE BROWN ACT & PURSUANT TO THE
ORDER OF THE HEALTH OFFICER OF SAN MATEO COUNTY DATED MARCH 31, 2020 AS
THIS MEETING IS NECESSARY SO THAT THE CITY CAN CONDUCT NECESSARY
BUSINESS AND IS PERMITTED UNDER THE ORDER AS AN ESSENTIAL
GOVERNMENTAL FUNCTION.
The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff
and the public while allowing for public participation.

**My question for the Paving Plan Update is where is Cherry Ave at this time on the
schedule? There are pot-holes and the street is uneven, with a manhole protruding causing a
bump effect. It has alligator markings also. It appears other streets in Mayfair village are
nicely paved with slurry seal , but mine is in need and keeps getting passed up. Please advise.

Police Dispatch Update. What is the completion date for the first phase of the Civic Campus?

1. Motion to approve the Minutes from the meeting of October 15, 2019
Committee Member Zemke stated that he and Committee Member Brosnan were not at the October 15,
2019 meeting he questioned if two members were enough to approve minutes.

Assistant City Attorney Lai responded that the although Committee Members Brosnan and Zemke were
not at the meeting they are not required to abstain..
Action: Approved by roll call vote (4-0-1)
2. Presentation to the Measure W Citizen’s Oversight Committee regarding roles and
responsibilities (Claire Lai, Assistant City Attorney)
Assistant City Attorney Lai presented, as requested, a brief clarification overview of the authority and
scope of the Citizen’s Oversight Committee and its bylaws and municipal code. Presentation included the
ballot measure language, SSFMC 4.36.140, Measure W COC Bylaws, and Measure W Oversight Committee
Roles and Responsibilities.
Committee Member Brosnan questioned the number of projects currently being funded by Measure W
and requested confirmation that currently there are two projects; Civic Campus and Street Repairs.
Finance Director Salisbury stated that those were the two projects that Council approved but that there
could be other projects
Assistant City Attorney Lai responded that this was correct.
Committee Member Brosnan requested clarification why during the presentation there was a specific
reference that the committee oversight is “not project specific” and asked what prompted the briefing.
Assistant City Attorney Lai explained that the presentation was requested at the last meeting and not
targeted.
Chair Wong clarified that the Committee’s focus should be on the Measure W dollars spent not on the
project as one project could be funded by many sources.
Assistant City Attorney responded that this was correct and that this was just an overview of the scope
of the Committee actions responsibilities which include the review of the City’s annual financial audit and
findings on Measure W Tax and to report to the City Council regarding auditors’ findings on Measure W Tax.
Committee Member Zemke questioned if the Oversight Committee is not focusing on financial controls
if the City is confident that there is a robust enough process and sufficient controls in place.
Finance Director Salisbury responded that the Citizens’ Oversight Committee really does ensure that
the Measure W funds are used in the accordance with the spirit of the voters and that there is a process
highlighted in purchasing guidelines and procedures that the City has and the municipal code and

administrative instructions related to the finance process and that there are a lot of controls in place and that if
there were not controls in place that it would notably be part of the auditor’s findings.
Chair Wong asked if the committee was satisfied with the explanation and if the committee feels
comfortable that they are able to perform their jobs with relying on the internal controls in place within the
City and the departments and without seeing the invoices.
Committee Member Brosnan stated that it was his understanding that at the last meeting the committee
questioned with a lack of understanding some questions about some expenditures and questioned if the process
was going to change the documentation that the committee receives before the meeting and if those types of
questions were no longer allowed.
Finance Director Salisbury answered that this was intended to level set the understanding and like done
in years past we are not going to show a telescopic view but we will give you a more global element.
Committee Member Brosnan asked if there would be expenditure list related to specifically the Civic
Campus project and the street repairs.
Finance Director Salisbury stated that there would still be expenditures report but that they will not go
down to the invoice.
Committee Member Brosnan clarified that this will be a change that the committee will no longer get
a detailed list of what Measure W funds were used for.
Director Salisbury stated that staff will show all the revenues that were collected for Measure W and
all the project expenditures that have flowed out of Measure W and for what purpose.
Public Comment Regarding Item 3
Mina Richardson, member of the public. Ms. Richardson stated that she has been attending the meetings
for a while and that she has seen the meetings go from a lot of transparency to now less transparency and that
the committee was given all the payment registers and she doesn’t see why that should change. Ms. Richardson
stated that the ordinance says oversight and questioned how the committee is going to oversee. She stated that
the committee has seen questionable expenses and that the Civic Campus is a big project. Ms. Richardson
stated that the community and the public are asking questions so now there is less transparency with this new
way so now there is a move for less questions.
Martin Romero, member of the public. Mr. Romero wanted to introduce himself as several years ago
the City Council asked him to prepare to be a member of the Measure W COC. He stated that he spent six
years on the bond oversight committee for the school district and stated that the city has experienced some
shenanigans with bonds in the past with the school district’s Measure J, $162M that was completely misused.

He recommended the committee get a copy of the school district’s forensic audit that took place when the Bond
Oversight committee through an in-depth analysis that there was money distributed to contractors for work
they hadn’t performed, for work that was still in process and for payments that were being signed of by staff
inappropriately. Mr. Romero also stated that there were contractors that were not licensed to bid on contracts
and that they had hired other contractors to do the work. Mr. Romero said that the project was $5M over budget
because the project wasn’t BID properly. He stated that staff was trying to limit the amount of information and
that it could be real problem as the committee should be getting detail of each project to see how the money is
spent, change orders, budgets on every phase of the project and if that budget was met, if it was overspent, why
it was overspent, why change orders were necessary., how the money is being allocated in each phase of the
project, especially a project the size of the police station and the civic campus.
3. Presentation to the Measure W Citizen’s Oversight Committee on Financial Highlights for FY
2018-2019 and Overview of the Civic Center Campus Financing. (Janet Salisbury, Director of
Finance)
Director of Finance Salisbury presented on the civic campus project and its financial highlights. Finance
Director Salisbury discussed financial highlights, discussed the funding of the Civic Campus, overview of the
bond issuance process and items related to the actual bonds. Director Salisbury presented regarding city wide
financial highlights which included General Fund Revenues and Expenditures, Measure W Sales Tax Revenues
which included a $1.5 million or 13% increase from prior year and Liabilities including Pension and OPEB
Liabilities. Director Salisbury discussed the funding of the Civic Campus which included Pre-construction
Costs, Phase I: Police Station, Phase II: Library, P&R, Council and the Totals including expected fundraising.
Finance Director Salisbury presented a summary on bond issuance, process and costs and stated that the City
of South San Francisco received a AAA rating.
Committee Member Brosnan commented that the debt service should be included and referenced a
previous discussion in which the numbers were very different.
Director Salisbury explained that they numbers presented do include the total debt services and the
discrepancy comes from previously stated capitalized interest. She stated that currently the City is borrowing
$53M and in most cases you would need to over borrow due to interest, but because the City using collateral
then the City is not required to borrow more than they need.
Chair Wong asked to see a picture for all of the appropriation and actual expenditures.
Director Salisbury responded that staff could provide that going forward she is hopeful to share a very
clear picture of what is happening with the Measure W funds and will adjust as necessary.
Chair Wong requested to see where the project stands as a whole at every meeting.

Report regarding the Public Works Department’s Paving Plan update.(Angel Torres, Senior Civil Engineer)
RECOMMENDATION
It is recommended that the Citizen’s Oversight Committee receive an update from staff on the Public
Works Department’s Paving Plan.
BACKGROUND/DISCUSSION
Background
Every two years,the City participates in the Metropolitan Transportation Commission (MTC)sponsored
Pavement Management Technical Assistance Program (P-TAP).The program includes a visual inspection and
condition rating of each street segment in the City.City participation is required to qualify for grant funding
from various local,state,and federal resources.The inspection results and historical data are entered into
“StreetSaver,”the MTC’s pavement management software.The program calculates an overall pavement
condition index (PCI)and recommends preventive maintenance and rehabilitation projects based upon the
City’s budget.The program recommends expenditures to maintain or improve the current PCI.The City
participated in this process earlier in the year as part of P-TAP Round 20.South San Francisco’s current PCI of
75 is “Good” by MTC standards.
Utilizing data received from MTC’s StreetSaver program,the City implements a Pavement Management
Program (PMP), which is included as part of the Capital Improvement Program (CIP).
Types of Projects
·Street Surface Seal -Surface treatments are designed to extend the life of asphalt pavements in good
condition by providing skid resistance,restricting moisture intrusion,protecting the structure from
further oxidation,and raveling,and restoring a uniform black appearance.Surface Seal provides quick
construction times and minimal disruption to the traveling public.This treatment can extend the life of
the pavement by five to seven years.
·Street Rehabilitation and Reconstruction -Consists of base failure repairs and surface milling to extend
a street segment life span of a roadway approximately 20-30 years.Rehabilitation and reconstruction
extend the life of the pavement structure by correcting smoothness issues,drainage issues,and
removing some top-down cracking and raveling.These treatments are much more expensive and
therefore limits the quantity of street segments that receive this type of full rehabilitation treatment.
Street rehabilitation and reconstruction projects include curb ramp installation or reconstruction to current ADA
guidelines,and both types of projects include new pavement markings and striping.Based upon funding
capacity, some neighborhood street segments include speed cushions to promote traffic calming.

Using StreetSaver,the design team is developing a maintenance plan that will provide surface treatment or
pavement rehabilitation of the majority of the streets and roads in each zone every 6 th year.

This PMP will allow for the Engineering Division to administrate an Underground Utility Maintenance
Program in advance of the scheduled PMP.
Funding
South San Francisco Measure W funds the pavement program at $667,000 per year.Other funding sources
include Measure A,SMC Measure W,SB1,and OBAG 2 grant funds.The current level of funding maintains
the City’s current MTC rating of “Good” at 75.
The complete 2020 -2027 Pavement Management Program and supporting documentation are attached to this
memo for your information.

This is an information update and does not require action by the Committee.

Report regarding construction of Police Operations and 9-1-1 Dispatch Center.(Jacob Gilchrist,Director of
Capital Projects)
City Council approved a contract to Swinerton Builders (Swinerton),the project’s general contractor on
January 8,2020.City staff with support from Kitchell,the project’s construction manager,provided official
notice to proceed (project start notice)on February 20,2020,kicking-off the start of the 18-month long
construction process.Swinerton quickly secured the site with the installation of the construction fence and
began mobilization efforts to start construction in earnest.Shortly after completing needed building abatement
operations,the City celebrated the project’s groundbreaking on February 28,2020 with the demolition of a
portion of a building.Work efforts for the month of March remained focused on building abatement and
subsequent building and hardscape demolition and corresponding removal and recycling of all materials.
In April,Swinerton began rough grading of the site,including removal of excess soil.Upon completion of the
fine grading,Swinerton and their subcontractors started installing underground site utilities,including an off-
site sanitary sewer connection on Chestnut Avenue.As that phase progressed,underground supports,or piers,
for the main building,support building,and parking covers were drilled and installed for all of the structures.In
many cases, the drilled piers were excavated down to a depth of 60-feet.
In May,Swinerton continued work with the drilling of production piles,installation of a storm drain system
connection through Chestnut Avenue,installation of site utilities,off-haul of soil,and connection of temporary
site power needed to continue construction activities.Construction trailers were brought in to support both the
general contractor and construction management team.All soil disturbance was monitored by PaleoWest,a Bay
Area archaeological consultant that was brought onboard to observe excavation and review potential items
uncovered of historical significance.
Additionally,the City of South San Francisco,Kitchell,and Swinerton adjusted construction operations and
implemented protocols to maintain compliance with the San Mateo County (SMC)Health Order requirements
related to the COVID-19 pandemic.The project,due to its nature,was considered exempt from shutdown
requirements and continued moving forward with construction following guidance and protocols outlined by
SMC.The teams are continuing to improve the safety and health of all workers and residents in the vicinity of
the project by monitoring and implementing the latest protocols of the San Mateo County Health Department.
For the months of July and August,Swinerton will continue to work on excavation and construction of the
building's footings including that of elevator pits.This includes rebar installation and multiple concrete pours as
the foundation is built up.Off site,work efforts continue on review/approval of shop drawings of the steel
structure with a goal of bringing in the steel structure and getting vertical in the fall.

Informational report on Measure W fund balance and expenditure projections for FY 2020-21 (Janet Salisbury,

RECOMMENDATION
This report is informational and requires no formal action from the Committee.
BACKGROUND/DISCUSSION
The voter-approved half-cent sales tax (Measure W)went into effect on April 1,2016.Since that time,the sales
tax proceeds have been accounted for separately from the City’s General Fund to track the commensurate
revenues and expenditures.
A.MEASURE W FUND BALANCE
The following is a summary of the all Measure W revenues and expenditures since inception through June 30,
2020:
As shown above, the current fund (cash) balance for Measure W as of August 1, 2020 is $13,391,541.
B.FY2019-20 REVENUES
To date,the City has received approximately $9.9 million in Measure W revenues for FY 2019-20;that figure
does not include May and June 2020 collections,which are expected in the coming weeks.It is our expectation,
in consultation with the City’s sales tax consultant,Avenu Insights and Analytics,that revenues for FY2019-20
will be approximately $11.5 million.

FY 2018-19:
As shown above,during the “pre-covid”months (July through February),FY2019-20 showed a slight softening
of sales tax collections,with an average monthly decrease of approximately $60,000.While March remained
relatively flat to the prior year,we are seeing a dramatic decline in April with sales tax collections down almost
32% versus the same month the prior year - primarily due to the acute effects of the pandemic.
C.FY2019-20 EXPENDITURES
The books for FY 2019-20 have not yet closed;the following numbers are preliminary and subject to change.
With that said, Measure W expenditures for FY2019-20 are as follows:
Debt Service on Series 2020A Bonds:$ 407,156
Civic Campus Pre-Construction:$ 10,011,942
Streets Program:$ 117,521
TOTAL FY2019-20 Expenditures $ 10,536,618
A list of the Civic Campus pre-construction expenditures of $10,011,942 is shown in Attachment 1 of this
report.Itemized listing for the Streets Program cannot be provided at this time as the Streets Program receives
funding from multiple funding sources and is not a dollar-for-dollar allocation.
Funds appropriated in prior years by Council but have not been spent to date will be carried over as FY2020-21
budget once final accounting for FY2019-20 has occurred.
D.FY2020-21 BUDGET
The economic impacts of COVID-19 is expected to stress Measure W revenues.The current projection for
FY2020-21 revenues is approximately $11.17 million.
On the expenditure side,the following are the known Council approved expenditures for the upcoming fiscal

The Capital Projects O&M represents the total compensation (salary and benefits)for the Capital Projects
Director.The decision to move the compensation of the Capital Projects Director from the General Fund to
Measure W was approved via resolution by Council on June 24,2020 as part of the FY2020-21 Budget
Adoption process.
In addition,the current plan is to issue additional bonds to fund a portion of the Library/Parks &Recreation
building.If bonds are issued in FY2020-21,it is expected that Measure W fund would also incur additional
debt service on those bonds.
CONCLUSION
Despite the effects of COVID-19, Measure W remains healthy, with expenditures remaining well within
revenue projections.
