E-< -: ji lllll " en -"' ___ 1, ·--(") U · · · · •' •' ~": 0 --·-·•"'•'"~ ~-=-= CALL TO ORDER: ROLL CALL: Present: Absent: City Staff: REGULAR MEETING MINUTES December 12, 2023 CITY OF SOUTH SAN FRANCISCO REGULAR MEETING TRAFFIC SAFETY COMMISSION The meeting was called to order at 5:41 p.m. by Chairperson David Carbone David Carbone, Chairperson Hermes Monzon, Vice Chairperson Brandon Chan, Commissioner Dana Abarca, Commissioner Justin Yuen, Commissioner None. Marissa Garren , Secretary to the Traffic Safety Commission Diana Wang, Clerk to the Traffic Safety Commission Dave Bockhaus, Public Works Deputy Director Jim Portolan, South San Francisco Police Sergeant AGENDA REVIEW: No changes. 1. Motion -Commissioner Chan I Second -Vice Chair Monzon -to approve the December 12, 2023 meeting agenda as submitted. Approved by voice vote (5-0-0). PUBLIC COMMENT: None. CONSENT CALENDAR: 1. Approval of the Traffic Safety Committee Meeting Minutes for November 14, 2023. Motion -Commissioner Abarca / Second -Commissioner Chan -to approve the November 14, 2023 meeting minutes as submitted. Approved by voice vote (4-0-1 ). Commissioner Yuen abstained from vote -absent from the November 14, 2023 meeting. ADMINISTRATIVE ITEMS: None. ITEMS FROM THE COMMISSION: • Chair Carbone asked if there were any updates on Dubuque Avenue. The traffic markings are faded from the redevelopment and suggested additional signage directing residents to the Caltrain Station. City staff to look into this. ITEMS FROM THE STAFF: Jim Portolan, South San Francisco Police Sergeant • Chair Carbone brought up the double-parking issues on Grand Avenue between Spruce Avenue and Airport Boulevard. Sergeant Portolan responded PD currently has a staffing shortage due to staff retirements and a 3% budget cutback. There is currently one Traffic Enforcement Officer for the entire City when there should be three. A few years ago, PD had a bicycle patrol unit in the downtown area, but their job scope has now changed to homeless encampments and RV issues. PD also has Parking Technicians, but their job scope is to issue 72-hour citations, towing citations, tend to minor and non-minor injury collisions and not to monitor the downtown area. The police chief is dedicated to getting two more traffic patrol officers in the next fiscal year budget. • Chair Carbone mentioned he lives across from BART but was not approved for a parking permit when he initially moved in two years ago. Sergeant Portolan to look into this. • Commissioner Abarca brought up the double-parked delivery trucks on Linden Avenue. Sergeant Portolan responded PD does not give out parking citations to the double-parked delivery trucks because there is nowhere for them to stop and make deliveries otherwise. If a delivery truck has been parked for over 20 minutes and you are not able to go around the truck, please call PD on their non-emergency line (650-877-8900). • Commissioner Chan asked how frequently the Miller Parking Garage is patrolled. Sergeant Portolan responded the Miller Parking Garage is patrolled daily due to the uptick of people living in their vehicles and storing them in the garage. Commissioner Chan asked if the surface lots get patrolled daily. Sergeant Porto Ian confirmed the surface lots are part of their daily patrol schedule but cannot get to every incident that occurs with one Traffic Enforcement officer for the City. • Commissioner Chan mentioned he noticed a lot of parking violations on 3rd Lane behind his apartment. There are No Parking signs posted on 3rd Lane but vehicles are still parked . Dave Bockhaus, Public Works Deputy Director responded, TAC is looking into additional signage in that area. Sergeant Portolan responded, calling the non-emergency line is the quickest way to get an officer dispatched when this occurs. • Commissioner Chan asked if PD still attends the merchant meetings and if the meetings are open to the public. Dave Bockhaus, Public Works Deputy Director confirmed they are still holding the meetings. City staff to see if the public can attend these meetings. TAC 2311 Review • TAC 2309-6: Commissioner Yuen asked what was being proposed by TAC. Cypress Avenue is a one-way street from Baden Avenue to Grand Avenue. Commissioners requested that Cypress Avenue be a two-way street and from Baden Avenue to Grand Avenue. City Staff to discuss with TAC . • Chair Carbone asked if Eden Housing will be buying KFC for redevelopment on Baden Ave. Marissa Garren, Secretary to the Parking Place Commission mentioned they are working with the owners on an agreement for housing redevelopment. • Commissioner Chan noticed a sign on Cypress Avenue saying, "Parking Permit only." Is the parking permit for the City or the businesses there? Dave Backhaus, Public Works Deputy Director to talk to Jeff Chou but most likely for the housing office there. • 2305-02 -Chair Carbone asked about the delineator idea. Dave Backhaus, Public Works Deputy Director responded that staff is working with a traffic consultant. • Commissioner Chan asked when the project would be completed on Airport Boulevard and Grand Avenue. Dave Backhaus, Public Works Deputy Director confirmed the project should be completed in Spring 2024. • Chair Carbone asked if TAC would change the way the work statuses are written for more clarity. Currently, the work status is vague and not descriptive on time frames. Chair Carbone asked why multiple items were on a pending status with no time frame . Marissa Garren, Secretary to the Traffic Safety Commission mentioned most of the pending items are weather pending . Updates • Marissa Garren, Secretary to the Traffic Safety Commission reminded Justin Yuen and Dave Carbone of their commission terms expiring at the end of the year. The City Clerk is requesting they please email her by December 18, 2023 with whether they wish to continue on the commission(s).
