HomeMy WebLinkAbout12-12-23 Parking Place Commission Meeting Minutes FinalCALL TO ORDER ROLL CALL Present: Absent: City Staff: REGULAR MEETING MINUTES December 12, 2023 CITY OF SOUTH SAN FRANCISCO REGULAR MEETING PARKING PLACE COMMISSION The meeting was called to order at 5:12 p.m. by Vice Chair Dana Abarca Dana Abarca, Vice Chairperson Brandon Chan, Commissioner Hermes Monzon, Commissioner None Marissa Garren, Secretary to the Parking Place Commission Diana Wang , Clerk to the Parking Place Commission Dave Bockhaus, Deputy Director of Public Works AGENDA REVIEW: No Changes. PUBLIC COMMENT: None. CONSENT CALENDAR: 1. Approval of the Parking Place Commission Meeting Minutes for November 14, 2023. Motion -Commissioner Chan / Second Commissioner Monzon -to approve the minutes as submitted. Approved by vote (3-0-0). ADMINISTRATIVE BUSINESS: None. ITEMS FROM THE COMMISSION: • Commissioner Chan asked if Cafe Bunn Mi & Antigua Coffee have until the end of the year to obtain a parklet permit. Marissa Garren, Secretary to the Parking Place Commission confirmed, the end of the year date this is not a hard deadline. Commissioner Chan asked if the fees would be going to ECO or the parking district fund . Marissa Garren, Secretary to the Parking Place Commission responded, fees for the permits will most likely go to ECD, encroachment permit fees to Engineering and occupied parking spaces to the parking district fund. Public Works Staff are waiting for a response from ECD to confirm whether recovery costs will be received from the two businesses and if so, how far back. • Commissioner Chan asked if surface lot 18 would be redeveloped soon. Marissa Garren, Secretary to the Parking Place Commission responded, we would get ample notice and the plans are extended until 2025 due to funding issues. Commissioner Monzon asked if this project would extend to the end of the block where KFC is. Marissa Garren, Secretary to the Parking Place Commission responded, Eden Housing is working with the owners of KFC on an agreement. Commissioner Chan asked if we would be getting compensated a surface lot if lot 18 gets redeveloped. Dave Bockhaus, Public Works Deputy Director responded, lot 18 was always meant to be a temporary lot to compensate for the redevelopment. • Commissioner Chan asked if we could do a study session before the downtown walkthrough and make it open to the public. Marissa Garren, Secretary to the Parking Place Commission responded, the walkthrough would need to be scheduled as a special commission meeting to comply with the Brown Act and take place in spring/summer 2024 when there is more daylight. • Commissioner Chan asked if we could contact the private company who is working on the carousel parking for the Grand Ave & Cypress Ave Apartments. It would be a good idea to get some insight from the company to see how we can incorporate that idea into our future parking garage. Marissa Garren, Secretary to the Parking Place Commission responded staff will reach out to the private company and do a survey on their carousel parking. ITEMS FROM STAFF: Monthly Expenditure and Revenue Report for Parking District -YTD2023-2024 (Marissa Garren, Secretary to the Parking Place Commission) • Marissa Garren, Secretary to the Parking Place Commission mentioned the current report has not been fully rolled over by Finance. We should currently have an estimated revenue of 3 million. Commissioner Monzon mentioned, 2 years ago the balance was roughly about 2.5 million. • Commissioner Chan requested ECD to attend a future meeting to discuss increasing rates. Dave Bockhaus, Public Works Deputy Director responded we will invite ECD in on a future meeting to discuss the garage project and increasing rates. Vice Chair Abarca asked when there will be talks of the development of the new parking garage. Marissa Garren, Secretary to the Parking Place Commission mentioned we need to find a space for the new garage before proceeding. We need to raise the cost of not only the permits but other factoring costs to raise enough funds.
