WELCOME
If this is the first time you have been to a Commission meeting, perhaps you'd like to know a little about
our procedure.
Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject
not on the Agenda will have 3 minutes to discuss their item. The Clerk will read the name and type of
application to be heard in the order in which it appears on the Agenda. A staff person will then explain
the proposal. The first person allowed to speak will be the applicant, followed by persons in favor of the
application. Then persons who oppose the project or who wish to ask questions will have their turn.
If you wish to speak, please fill out a card (which is available near the entrance door) and give it, as soon
as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for
the record.

SUBJECT: Vehicle versus Pedestrian and Bicyclist Collision Information – 4th Quarter of 2023
Overview
This report provides an overview of vehicle versus pedestrian, bicyclist, e-bicyclist and e-scooterist
collisions that occurred in South San Francisco during the 4th quarter of 2023. The information provided
includes the date, time, location, and causes of the collisions. The causes are determined by factors
outlined in the California Vehicle Code.
There was a total of 15 collisions resulting in ten (10) minor injuries, and four (4) major injuries. The
collisions involved nine (9) pedestrians, four (4) bicyclists, one (1) e-bicyclist, and one (1) e-scooterist. In
75% of collisions the driver of the vehicle was found to be at fault for the primary collision factor.
In comparison to 2022, there was a total of 20 vehicle versus bicycle or pedestrian collisions. The 4th
quarter of 2023 data indicates we completed 2023 with a 25% reduction in vehicle versus bicycle and
pedestrian collisions.
10-3-23/ Vehicle vs. Pedestrian Collision/ Grand Av. @ Spruce Av. / Case #23-5632
At approximately 8:10 AM, a vehicle was traveling westbound on Grand Avenue just west of Spruce
Avenue. A pedestrian ran across Grand Avenue, outside of a crosswalk, and into the side of the passing
vehicle. The pedestrian fell to the ground and sustained minor injuries. The pedestrian was transported
to a local trauma center for treatment. The pedestrian was at fault for the collision for not yielding the
right of way to vehicles on the roadway.
The weather was clear at the time of the collision, and it occurred during daylight hours.
10-10-23/ Vehicle vs. Bicycle Collision/ El Camino Real. @ Hickey Bl. / Case #23-5779
At approximately 8:23 AM, a vehicle was traveling westbound in the Costco parking lot exiting onto
northbound El Camino Real. A bicyclist was traveling southbound along the east sidewalk of El Camino
Real. The bicyclist did not slow or stop for the turning vehicle, but veered into the roadway whereupon
the vehicle broadsided the bicyclist. The bicyclist sustained a minor complaint of pain and was transported
to a local trauma center for treatment. The bicyclist was at fault for the collision for not driving on the
right half of the roadway. As previously noted in prior reports, all bicyclists are required to follow the
rules of the road per 21200(a)(1) CVC.

The weather was cloudy at the time of the collision, and it occurred during daylight hours.
10-17-23/ Vehicle vs. Bicycle Collision/ Linden Av. @ First Ln. / Case #23-5928
At approximately 2:49 PM, a bicyclist was traveling southbound on Linden Avenue just south of First
Lane. A vehicle was parked on Linden Avenue against the east curb line just south of First Lane. The
occupant opened the vehicle's door onto the bicyclist as it passed by. The impact ejected the bicyclist to
the ground. The bicyclist sustained a complaint of pain but declined medical treatment. The occupant of
the vehicle was at fault for the collision for opening a door into moving traffic.
The weather was clear at the time of the collision, and it occurred during daylight hours.
10-18-23/ Vehicle vs. Pedestrian Collision/ Grand Av. @ Linden Av. / Case #23-5948
At approximately 10:26 AM, a pedestrian was crossing the 300 block of Grand Avenue in a marked
crosswalk. A vehicle was reversing from a parking stall on Grand Avenue and collided with the
Pedestrian. The pedestrian sustained a minor injury and was transported to a local trauma center for
treatment. The driver of the vehicle was at fault for this collision for unsafe backing.
The weather was clear at the time of the collision, and it occurred during daylight hours.
10-23-23/ Vehicle vs. Pedestrian Collision/ Chestnut Av. @ Grand Av. / Case #23-6047
At approximately 7:56 PM, a pedestrian was walking westbound on Grand Avenue in the marked northern
crosswalk across the intersection with Chestnut Avenue. The pedestrian crossed on a solid green signal
light/ green “walk” symbol. The driver of the vehicle was traveling eastbound on Grand Avenue and
negotiated a right turn on a green signal light and collided with the pedestrian in the crosswalk. The
pedestrian was knocked to the ground and dragged several feet underneath the vehicle. The pedestrian
sustained major but non-life-threatening injuries and was transported to a local trauma center for
treatment.
The weather was clear at the time of the collision, and it occurred during nighttime hours.
11-3-23/ Vehicle vs. Pedestrian Collision/ Evergreen Dr. @ Baywood Av. / Case #23-6287
At approximately 8:31 AM, a pedestrian was crossing in a marked crosswalk along Evergreen Drive
crossing Baywood Avenue. The driver of a vehicle was in the process of unloading a passenger on the
north side of Evergreen faced in a westbound direction. The driver negotiated a slow U-turn from facing
west to eastbound Evergreen Drive and collided with the pedestrian in the crosswalk. The pedestrian weas
knocked to the ground and sustained complaints of pain but declined any medical treatment. The driver
of the vehicle was at fault for the collision for making an unsafe turning movement and not yielding to a
pedestrian crossing the roadway.
The weather was clear at the time of the collision, and it occurred during daylight hours.

11-4-23/ Vehicle vs. Pedestrian Collision/ Birch Av. @ Holly Av. / Case #23-6323
At approximately 6:58 PM, a pedestrian was walking northbound on Holly Avenue and crossed the street
at Birch Avenue in an unmarked crosswalk. A vehicle was northbound on Holly Avenue and negotiated
a left turn onto Birch Avenue colliding with the pedestrian. The pedestrian was knocked to the ground
and sustained major but non-life-threatening injuries. The pedestrian was transported to a local trauma
medical center for medical treatment. The driver was at fault for the collision for not yielding to a
pedestrian in the roadway.
The weather was clear at the time of the collision, and it occurred during evening hours.
11-5-23/ Vehicle vs. Bicycle Collision / So. Airport Bl. @ Wondercolor Ln./ Case #23-6342
At approximately 11:53 PM, a bicyclist was traveling northbound in the #2 lane of traffic on So. Airport
Boulevard proceeding through the intersection at WonderColor Lane on a green signal light. A vehicle
was traveling on WonderColor Lane. The vehicle negotiated a right turn on the red light and collided with
the bicyclist. The bicyclist sustained a complaint of pain but declined medical treatment. The driver of
the vehicle was at fault for the collision for failing to stop at a red light before making a right turn.
The weather was clear at the time of the collision and the roadway was illuminated by streetlamps.
11-17-23/ Vehicle vs. Pedestrian Collision/ El Camino Real. @ Country Club Dr. / Case #23-6613
At approximately 4:54 PM, a pedestrian was crossing the westbound lanes of El Camino Real in the
northern crosswalk on a solid green pedestrian “walk” symbol at Country Club Drive. A vehicle
negotiated a left turn on a green signal light from Country Club Drive onto northbound El Camino Real
and collided with the pedestrian in the crosswalk, knocking the pedestrian to the ground. The pedestrian
sustained a minor complaint of pain and was transported to a local trauma medical center for treatment.
The driver of the vehicle was at fault for the collision for failing to yield the righty of way to a pedestrian.
The weather was raining at the time of the collision and the roadway was illuminated by streetlamps.
11-20-23/ Vehicle vs. Pedestrian / Grand Av. @ Spruce Av. / Case #23-6701
At approximately 5:52 PM, a pedestrian was crossing Grand Avenue in the western marked cross walk at
Spruce Avenue on a green signal “walk” symbol. A vehicle was traveling northbound on Spruce Avenue
and negotiated a left turn at the intersection on a green signal light. The vehicle collided with the
pedestrian. The pedestrian sustained complaints of pain but declined any medical attention. The driver
of the vehicle was at fault for the collision for failing to yield the right of way to a pedestrian.
The weather was clear at the time of the collision, and it occurred during evening hours and was
illuminated by streetlights.

11-29-2023/ Vehicle vs. Bicycle (Hit and Run) / El Camino Real @ Ponderosa Rd. / Case #23-6824
At approximately 3:23 PM, a vehicle was negotiating a left turn from a local high school parking lot onto
southbound El Camino Real on a green signal light. A bicyclist was traveling eastbound along Ponderosa
Road, entered the marked crosswalk at El Camino Real and broadsided the vehicle. The bicyclist fled the
scene of the collision. The driver did not sustain any injuries. The bicycle was at fault for this collision
for not yielding the right of way to a vehicle already in the intersection. As previously noted in prior
reports, all bicyclists are required to follow the rules of the road per 21200(a)(1) CVC.
The weather was clear, and it occurred during daytime hours.
12-4-2023/ Vehicle vs. Pedestrian / Grand Av. @ Maple Av. / Case #23-6910
At approximately 10:52 AM, a vehicle stopped on Maple Avenue at Grand Avenue for a red signal light.
A pedestrian was standing on the southeast corner of the intersection waiting for the pedestrian light to
turn green/ “walk”. The signal light turned green from both the vehicle and the pedestrian. The pedestrian
started to cross in a marked crosswalk. The vehicle negotiated a left turn and collided with the pedestrian.
The pedestrian sustained a complaint of pain but declined medical attention. The driver of the vehicle
was at fault for the collision for not yielding to a pedestrian in the crosswalk.
The weather was clear, and it occurred during evening hours.
12-12-2023/ Vehicle vs. Pedestrian / W. Orange Av. @ Myrtle Av. / Case #23-7057
At approximately 4:55 PM, a pedestrian was crossing West Orange Avenue at Memorial Drive in a marked
crosswalk. A vehicle was traveling westbound on West Orange Avenue and collided with the Pedestrian.
The pedestrian sustained major but non-life-threatening injuries and was transported to a local trauma
hospital for medical treatment. The driver of the vehicle was at fault for the collision for failing to yield
the right of way to a pedestrian in a crosswalk.
The weather was clear and occurred during dusk.
12-24-2023/ Vehicle vs. e-Scooter / Cypress Av. @ Miller Av. / Case #23-7267
At approximately 1125 PM, an e-Scooterist was traveling northbound on the 300 block of Cypress Avenue
at Miller Avenue. A motor vehicle was traveling westbound on Miller Avenue at Cypress Avenue,
stopped for the stop sign and then proceeded through the intersection. The e-scooterist failed to stop for
the posted stop sign and was broadsided by the vehicle in the intersection. The e-scooterist sustained
major but non-life-threatening injuries and was transported to a local trauma hospital for medical
treatment. The e-scooterist was at fault for this collision for failing to stop at a posted stop sign.
The weather was clear and occurred during evening hours.

12-29-2023/ Vehicle vs. e-Bicycle (Hit and Run) / Grand Av. @ Chestnut Av. / Case #23-7356
At approximately 4:52 PM, an electric bicyclist was traveling westbound on Grand Avenue in the northern
crosswalk at the intersection of Chestnut Avenue. A vehicle was traveling westbound on Grand Avenue
toward Chestnut Avenue and negotiated an illegal right turn from the far-left lane and collided with the
bicyclist in the crosswalk. The driver of the vehicle fled the scene. The e-bicyclist sustained a complaint
of pain but declined any medical attention. The driver of the vehicle was at fault for this collision for
failing to yield to a pedestrian in a crosswalk.
The weather was raining and occurred during daytime hours.
No external factors were identified in the above-listed collisions.
Education and Enforcement
The South San Francisco Police Department continues to conduct enforcement and provide education to
the community to reduce traffic collisions. Enforcement actions include:
• The C.A.R.E. program which directs officers to enforce specified violations in complaint areas.
• Office of Traffic Safety enforcement operations focusing on speeding, distracted driving, bicycle
and pedestrian safety, and seatbelt violations.
• DUI saturation patrols and DUI checkpoints
• San Mateo County Saturated Traffic Enforcement Program operations focusing on identified
traffic issues in each city.
• Daily enforcement by our patrol and traffic divisions as they patrol the city.
Education efforts include the community academies, the “Choose your ride” don’t drink and drive
campaign, bicycle safety through Every Kid Deserves a Bike program, and various social media
campaigns throughout year.

Dear C/CAG Bicycle and Pedestrian Advisory Committee:
On behalf of the City of South San Francisco, I am pleased to express support for Commute.org’s
application for a Transportation Development Act (TDA) Article 3 Pedestrian and Bicycle
Program grant to provide partial funding for the San Mateo County Bicycle Education program.
The City of South San Francisco is committed to addressing the safety and mobility challenges
associated with bicycling in our community and across San Mateo County. The establishment of
the Countywide Bicycle Education program holds significant potential to bring important benefits
to our community. These include enhancing bicycle safety, promoting better health, contributing
to sustainability, and fostering a stronger sense of community.
This program's funding and implementation will have a positive impact on both bicyclists and
pedestrians, while also encouraging the adoption of alternative transportation methods to alleviate
traffic congestion in San Mateo County.

RE: Support for City of South San Francisco’s Junipero Serra Blvd Protected
Bike Lanes Upgrade – TDA Grant
To Whom It May Concern,
The City of South San Francisco’s Bicycle and Pedestrian Advisory Committee would like
to express its support for the staff’s Transportation Development Act (TDA), Article 3
grant application to implement the Junipero Serra Blvd Protected Bike Lanes Upgrade.
This project would greatly improve safety and reduce the level of traffic stress for
bicyclists along the project corridor and promote active transportation in the community.
The Junipero Serra Blvd corridor has been designated as a future low stress facility in the
Active South City plan (adopted June 2022). The project will improve safety by upgrading
the existing Class 2 bike lanes to protected Class 4 bike lanes along the entire Junipero
Serra Blvd Corridor within the City limits.
The City of South San Francisco’s Bicycle and Pedestrian Advisory Committee fully
supports the funding of this application and looks forward to the benefits that this project
will bring to the community.

Bike Lanes Upgrade – TDA Grant
To Whom It May Concern,
The City of South San Francisco’s Bicycle and Pedestrian Advisory Committee would like
to express its support for the staff’s Transportation Development Act (TDA), Article 3
grant application to implement the Junipero Serra Blvd Protected Bike Lanes Upgrade.
This project would greatly improve safety and reduce the level of traffic stress for
bicyclists along the project corridor and promote active transportation in the community.
The Junipero Serra Blvd corridor has been designated as a future low stress facility in the
Active South City plan (adopted June 2022). The project will improve safety by upgrading
the existing Class 2 bike lanes to protected Class 4 bike lanes along the entire Junipero
Serra Blvd Corridor within the City limits.
The City of South San Francisco’s Bicycle and Pedestrian Advisory Committee fully
supports the funding of this application and looks forward to the benefits that this project
will bring to the community.

On behalf of the City of South San Francisco, I am pleased to express support for Commute.org’s
application for a Transportation Development Act (TDA) Article 3 Pedestrian and Bicycle
Program grant to provide partial funding for the San Mateo County Bicycle Education program.
The City of South San Francisco is committed to addressing the safety and mobility challenges
associated with bicycling in our community and across San Mateo County. The establishment of
the Countywide Bicycle Education program holds significant potential to bring important benefits
to our community. These include enhancing bicycle safety, promoting better health, contributing
to sustainability, and fostering a stronger sense of community.
This program's funding and implementation will have a positive impact on both bicyclists and
pedestrians, while also encouraging the adoption of alternative transportation methods to alleviate
