AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SOUTH SAN FRANCISCO AMENDING
TITLE 2 OF THE MUNICIPAL CODE REGARDING
APPOINTMENT PROCEDURES
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SOUTH SAN
FRANCISCO DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1: Section 2.52.020 of the South San Francisco Municipal Code pertaining to the
Public Library and entitled "Board of Trustees -- Appointment" is hereby amended to read:
"2.52.020 Board of Trustees -- Appointment.
The public library shall be managed by a board of trustees consisting of five
members who are electors. The city council shall appoint the trustees."
SECTION 2: Section 2.52.070 of the South San Francisco Municipal Code pertaining to the
Public Library and entitled "Board of Trustees -- Compensation" is hereby amended to read:
"2.52.070 Board of Trustees -- Compensation.
Trustees shall each receive for their services compensation in the amount of fifty
dollars for each regular meeting actually attended."
SECTION 3: Section 2.56.060 of the South San Francisco Municipal Code pertaining to the
Planning Commission and entitled "Compensation" is hereby amended to read:
"2.56.060 Compensation.
Commissioners shall each receive for their services compensation in the amount
of fifty dollars for each regular meeting actually attended."
SECTION 4: Section 2.58.080 of the South San Francisco Municipal Code pertaining to the
Historic Preservation Commission and entitled "Compensation" is hereby amended to read:
"2.58.080 Compensation.
Commissioners shall each receive for their services compensation in the amount
of fifty dollars for each regular meeting actually attended."
SECTION 5: Section 2.60.060 of the South San Francisco Municipal Code pertaining to the
Parks and Recreation Commission and entitled "Compensation" is hereby amended to read:
"2.60.060 Compensation.
Commissioners shall each receive for their services compensation in the amount
of fifty dollars for each regular meeting actually attended."
SECTION 6: Section 2.62.060 of the South San Francisco Municipal Code pertaining to the
Personnel Board and entitled "Compensation" is hereby amended to read:
"2.62.060 Compensation.
Board members shall each receive for their services compensation in the amount
of fifty dollars for each regular meeting actually attended."
SECTION 7: Section 2.64.010 of the South San Francisco Municipal Code pertaining to the
Parking Place Commission and entitled "Established -- Member Appointment" is hereby
amended to read:
"2.64.010 Established -- Member appointment.
The parking place commission is established, consisting of three members who
are residents and qualified electors of the city, and whose business experience and ability
reasonably assure that the affairs of the district will be administered in the interests of the
district. The city council shall appoint the commissioners."
SECTION 8: Section 2.64.060 of the South San Francisco Municipal Code pertaining to the
Parking Place Commission and entitled "Compensation" is hereby amended to read:
"2.64.060 Compensation.
Commissioners shall each receive for their services compensation in the amount
of fifty dollars for each regular meeting actually attended."
SECTION 9: Section 2.78.080 of the South San Francisco Municipal Code pertaining to the
Conference Center Authority and entitled "Compensation" is hereby amended to read:
"2.78.080 Compensation.
Commissioners, other than City Council Commissioners, shall each receive for
their services compensation in the amount of fifty dollars for each regular meeting
actually attended."

SECTION 10: Section 2.80.030 of the South San Francisco Municipal Code pertaining to the
Cultural Arts Commission and entitled "Composition" is hereby amended to read:
"2.80.030 Composition and appointment.
The cultural arts commission shall consist of up to fifteen members. Commission
members shall be appointed by a majority of the city council. Commission members
shall serve at the pleasure of the city council. All members shall, at their time of
appointment and continuously through their incumbency, reside within the city."
SECTION 11: Section 2.80.040 of the South San Francisco Municipal Code pertaining to the
Cultural Arts Commission and entitled "Term of members" is hereby amended to read:
"2.80.040 Term of members.
Each member of the cultural arts commission shall serve for an indefinite period
of time, provided that a member's term may be terminated pursuant to Section 2.80.090."
SECTION 12: Section 2.58.030 of the South San Francisco Municipal Code pertaining to the
Historic Preservation Commission is hereby amended to read:
"2.58.030 Commission established; members; and appointment.
The South San Francisco historic preservation commission is hereby established,
consisting of five members who are electors of the City. Applicants for commission positions
shall have a background in any of the following areas: architecture, landscape architecture,
building restoration, city history, city planning, be a member of the Historical Society, or display
a strong interest in historic preservation. In selecting future commissioners, the City shall solicit
the recommendations of the Historic Preservation Commission and the Historical Society. The
City Council shall appoint the commissioners.
In addition to the commissioners, the City Council may also appoint a Historic
Preservation Commissioner Emeritus from the founding commissioners. The Commissioner
Emeritus would be a non-voting commissioner. The Emeritus would serve in the capacity of
senior advisor to the commission.
SECTION 13: Severability
In the event any section or portion of this ordinance shall be determined invalid or
unconstitutional, such section or portion shall be deemed severable and all other sections or
portions hereof shall remain in full force and effect.

SECTION 14: Publication and Effective Date
This ordinance shall be published once, with the names of those City Councilmembers
voting for or against it, in the San Mateo Times, a newspaper of general circulation in the City of
South San Francisco, as required by law, and shall become effective thirty (30) days from and
after its adoption.
Introduced at a regular meeting of the City Council of the City of South San Francisco,
heldthe 14 dayof duly ,1999.
Adopted as an Ordinance of the City of South Francisco at a regular meeting of the City
Council held the 28 day of duly ,1999 by the following vote:
