ORDINANCE NO. 1278-2000
AN ORDINANCE CREATING TITLE 20, CHAPTER 20.49 OF THE SOUTH
SAN FRANCISCO MUNICIPAL CODE ENTITLED SCHOOL ZONE USE
REGULATIONS, MODIFYING TABLE 20.31.020 AND ADDING RELATED
DEFINITIONS TO TITLE 20, CHAPTER 20.06
The City Council of the City of South San Francisco does hereby ORDAIN as follows:
SECTION 1. FINDINGS
WHEREAS, the City has a number of schools within its boundaries; and
WHEREAS, the City does not currently have a separate land use zoning district for
schools; and
WHEREAS, the South San Francisco Unified School District (SSFUSD) operates
independently of City government; and
WHEREAS, school priorities and needs are important considerations of the City's
General Plan due to the close interactions of growth, school funding, and school capacity; and
WHEREAS, policy 5.2-G-2 of the City' s General Plan states that the City should work
with SSFUSD and local neighborhoods on appropriate land uses for school sites no longer
needed for educational purposes; and
WHEREAS, policy 5.2-G-3 of the City's General Plan states that the City should
continue to coordinate with the SSFUSD on the joint use of school recreational facilities for
community-wide use; and
WHEREAS, policy 5.2-1-1 of the City's General Plan states that the City should acquire
closed school sites for recreation facilities and childcare purposes where appropriate; and
WHEREAS, policy 5.2-I-2 of the City's General Plan states that the City should explore
creation of a single-purpose school zone for all school sites; and
WHEREAS, the City Council has received input from residents, homeowners
associations, and representatives of the SSFUSD regarding this issue; and
WHEREAS, on September 21, 2000 the South San Francisco Planning Commission held
a properly noticed public hearing and recommended approval of the proposed Ordinance.
SECTION 2. Title 20, Chapter 20.49 is hereby added to the South San Francisco
Municipal Code entitled "School Zone Regulations". Chapter 20.49 shall provide as follows:
20.49.010 Purpose.
Chapter 20.49 establishes the School Zone land use regulations. The purpose of these
regulations is to implement policies contained in the South San Francisco General Plan,
particularly policies prescribed within Chapter 5 of the General Plan and the Public land use
category. It is the further purpose of these regulations to provide the City and public with
increased involvement in the planning of future uses at existing school sites, including working
with South San Francisco Unified School District and local neighborhoods on appropriate land
uses for school sites no longer needed for educational purposes, coordination with the School
District on joint use of school facilities for community-wide use, and acquisition of closed school
sites for recreation, childcare and other appropriate public purposes.
20.49.020 Permitted Uses.
The following use types shall be permitted in the school zone:
(a) Civic Use Types.
Schools, administrative offices, and other educational facilities owned and
operated by the South San Francisco Unified School District or other
public school district are permitted in the school zone
Community Education
For purposes of this Chapter only Community Education includes
uses customarily accessory to school uses including (1) citizen/parent-
teachers' associations; (2) Camp Fire girls, (3) Boy and Girl Scout
troops, (4) Boys and Girls Club; (5) school-community advisory
councils, senior citizens' organizations, clubs, and associations formed
for recreational, educational, political, economic, artistic, or moral
activities of the public school districts; (6) public, literary, scientific,
recreational, educational, or public agency meetings; administration of
examinations for the selection of personnel or the instruction of
precinct board members by public agencies; and (7) supervised
recreational activities including, but not limited to, sports league
activities.

20.49.030 Uses permitted subject to a use permit.
The following use types shall be permitted in the school zone subject to obtaining a use
permit:
(a) Civic Use Types. Community Recreation
Day Care Services
Religious Assembly
Utility Services
20.49.035 Waiver of Fees
The City shall waive the planning application fee payable by the School District in the event
the School District requests that property it owns be rezoned pursuant to Government Code
section 65852.9.
20.49.040 Applicability.
These regulations apply only to the planning and disposition of existing public school sites
located within the City of South San Francisco.
20.49.050 Land Use.
The land uses described in sections 20.49.020 and 20.49.030 and the special operations,
structures, or characteristic provisions of this zone are those specifically of the School zoning
district, which allows schools, administrative offices, and other educational facilities owned by
the South San Francisco Unified School District, as well as facilities for community-wide use
where appropriate.
SECTION 3. Title 20, Chapter 20.06 of the South San Francisco Municipal Code
entitled "Definitions" is hereby amended as follows.
A. Section 20.06.20 is amended to:
(1) Add a new definition "(1) Public School. Schools, administrative offices,
and other educational facilities owned by the South an Francisco Unified
School District."
(2) To re-letter "(1) Public Transit Facility." To "(m) Public Transit
· Facility."
(3) To re-letter "(m) Public Utility." To "(n) Public Utility."
SECTION 4. Title 20, Table 20.31.020 of the South San Francisco Municipal Code
entitled "Land Uses" is hereby amended to add "Public Schools (Civic Use Type) P".
SECTION 5. The South San Francisco Zoning Map is hereby amended to redesignate
the public school sites shown on the map attached to the Staff Report for the September 27, 2000
City Council consideration of this Ordinance from the current zoning designations for said sites
to "School Zone."
SECTION 6. PUBLICATION AND EFFECTIVE DATE
This Ordinance shall be published once, with the names of those City Councilmembers
voting for or against it, in the San Mateo Times, a newspaper of general circulation in the City of
South San Francisco, as required by law, and shall become effective thirty (30) days from and
after its adoption.
SECTION 7. SEVERABILITY
In the event any section or portion of this ordinance shall be determined invalid or
unconstitutional, such section or portion shall be deemed severable and all other sections or
portions hereof shall remain in full force and effect.
Introduced and adopted at a regular meeting of the City Council of the City of South San
Francisco, held the 11th day of October , 2000.
Adopted as an Ordinance of the City of South San Francisco at a regular meeting of the
City Council held the 25th day of October ,2000 by the following vote:
