WELCOME
If this is the first time you have been to a Commission meeting, perhaps you'd like to know a little about
our procedure.
Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject
not on the Agenda will have 3 minutes to discuss their item.
The Clerk will read the name and type of application to be heard in the order in which it appears on the
Agenda. A staff person will then explain the proposal. The first person allowed to speak will be the
applicant, followed by persons in favor of the application. Then persons who oppose the project or who
wish to ask questions will have their turn.
If you wish to speak, please fill out a card (which is available near the entrance door) and give it, as soon
as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for
the record.
The Commission has adopted a policy that applicants and their representatives have a maximum time
limit of 20 minutes to make a presentation on their project. Non-applicants may speak a maximum of 3
minutes on any case. Questions from Commissioners to applicants or non-applicants may be answered
by using additional time.
When the Commission is not in session, we'll be pleased to answer your questions if you will go to the

RECOMMENDATION:

BACKGROUND/DISCUSSION:
The project site is a 6.1-acre parcel currently developed with an approximate 152,000 square foot
building consisting of an 114,000 square foot building footprint and a mezzanine that previously
supported light manufacturing uses. A concrete tilt-up office/warehouse structure that was
constructed in the 1960's is located on the site. Until recently, Ocular Sciences operated a
manufacturing facility on the site. The building is vacant. The applicant proposes to convert the
existing building from Light Industrial space to Research and Development uses for Monogram
Biosciences.
The applicant has requested that the project be continued to the September 20, 2007 public
hearing so that the representatives from Monogram Biosciences may attend the meeting.

RECOMMENDATION:
That the Planning Commission accept the proposed materials and color samples for the
Conference Center expansion, in accordance with the approved Conditions of Approval for
Use Permit UP07-0030.
BACKGROUNDIDISCUSSION:
On May 3, 2007, the Planning Commission approved Use Permit UP07-0030 to expand the
existing Conference Center facility and construct a 4,200 square foot, single-story prefabricated
building in the parking lot behind the existing facility. Subject to the Conditions of Approval,
the applicant submitted two illustrations showing the proposed walkway awning and temporary
structure material and color samples for Planning Commission review at the August 16, 2007
public meeting. Because the applicant could not be present at the meeting, the Planning
Commission continued the item to the September 6, 2007. The applicant will present the material
and color board and answer questions during the meeting.

RECOMMENDATION:
It is recommended that the Planning Commission find the proposed purchase of the subject
property by the County of San Mateo to be in conformity with the City's General Plan.
BACKGROUND/DISCUSSION:
San Mateo County is interested in acquiring a 5,000 square foot parcel at the northeast corner of
Maple Avenue and Tamarack Lane. The site, at 410 Maple Avenue (APN 012-311-340), contains six
apartments. The County proposes to acquire the property for use as housing for emancipated foster
youth.
In accordance with State Law, all proposals for acquisition of property by the City or County must be
submitted to the Planning Commission for review as to the property's conformity with the City's
General Plan (Govt. Code 65402). The subject site is located in an area designated Downtown High
Density Residential. This land use designation allows for continued residential use of the site. The
County's proposal would therefore be in conformance with the current land use designation.
CONCLUSION:
The County proposes to purchase the subject site and maintain the current residential units, a use that
is consistent with the current General Plan. Staff recommends that the Planning Commission find the
proposed acquisition of property to be in conformity with the City's General Plan.
