The meeting was called to order at 5:15 p.m . by Vice Chair

PUBLIC COMMENT: None.
CONSENT CALENDAR:
1. Approval of the Parking Place Commission Meeting Minutes for December 12,
2023.
Motion -Commissioner Monzon I Second -Vice Chair Abarca -to approve
the minutes as submitted. Approved by vote (3-0-0).
ADMINISTRATIVE BUSINESS: None.
ITEMS FROM THE COMMISSION:
• Secretary Garren handed out the responses to Commissioner Chan's email. She
will email the responses to the Commission as well.
• Commissioner Monzon asked if the Sam Trans bus shelter will be replaced across
from the KFC on Airport Boulevard between 150-200 Airport Boulevard. He recalls
hearing the SamTrans bus shelter coming back after the development was
completed. He would like the shelter to come back because it creates a safer
environment for riders and encourages ridership. Secretary Garren to look into this.
ITEMS FROM STAFF:
• Secretary Garren provided an update on the outdoor dining permit program. The
Economic & Community Development Department (ECO) has received no
direction from the City Manager's office or City Council to charge back the
businesses for the parklets. Cafe Bunn Mi has been unresponsive and ECO will
begin reaching out to the property owner and not just the business. Antigua Coffee
Shop has been responsive but lacks the funding to pay for the minor use permit.
Moving forward , if ECO does not receive a response, Code Enforcement will
communicate with the businesses to obtain a permit or have the parklets removed .
Staff should have a better response by next month.
• Commissioner Chan asked if the Parking District would be receiving any funds
from the recovery costs. Dave Bockhaus, Public Works Deputy Director
responded, ECO confirmed we will not be charging back and will proceed with
enforcement. During Covid, City Council wanted to help the businesses and chose
not to charge for the parklets. After Covid, the City rolled out the parking permit
program which was to either have businesses enroll or remove the parklets with
no charge back.
1. Parking Place Commission 2024 Goals, Expectations and Opportunities
(Marissa Garren , Secretary to the Parking Place Commission)
o Secretary Garren mentioned one of the goals for 2024 is to get clarification
from the City Attorney as to what the roles and responsibilities are for the
Parking Place Commission . She reminded the group that these will be
reoccurring items in the upcoming agendas.
o Secretary Garren updated the commissioners on the P3 Garage Project,
managed by ECO, is currently on hold due to lack of funding and high
interest rates . Therefore, it is not an ideal time for the market right now. Staff
will provide an update once provided any further updates from ECO on this
project. Dave Bockhaus, Public Works Deputy Director mentioned this
project is a public private partnership. ECO is looking to build a garage by
a private enterprise that provides parking and will be built with their capital.
Vice Chair Abarca asked how much the management fees would cost. Dave
Bockhaus, Public Works Deputy Director responded, the private enterprise
would manage the garage for a portion of the revenue , and we do not have
further details at the moment. Commissioner Chan would like clarification
from the City Attorney on what the commission's role is on the P3 project.
Commissioner Chan also requested to have ECO attend a future meeting
to discuss.
o Commissioner Chan asked if the Parking Place Commission gets invited to
projects that involve parking from the Planning Department. City staff to ask
for clarification from the City Attorney on the commissioner's roles regarding
parking related projects in the City.
o Commissioner Chan received confirmation from ECO that the Downtown
Merchant's meeting is open to the public and encouraged fellow
commissioners to attend . Moving forward , ECO plans on having a higher
attendance rate as they introduced the PBID (Property Based Improvement
District). In the coming months, ECO will be doing tons of outreach and
community meetings with their consultant for the PBID.
o Secretary Garren went over the next goals for 2024. The parking rates and
parking study will be performed by a consultant within the next year. Vice
Chair Abarca asked how much the consultant would cost. Commissioner
Chan asked if this will be coming out of the Parking District Fund or ECO?
City Staff will get back to the Commission once we start the discussion with
the consultants. Vice Chair Abarca asked how far they will be extending the
parking study in the downtown area. Dave Backhaus, Public Works Deputy
Director responded, the study will only be conducted in the Parking District
boundary.
2. Monthly Expenditures and Revenue Report for Parking District -YTD FY
2023 -2024 (Marissa Garren, Secretary to the Parking Place Commission)
o Secretary Garren went over the Bigbelly charges and explained the units
are funded through the Parking District Fund and state (CalRecycle)
funding. Commission Chan asked who approved the funding to be charged
to the Parking District Fund. Secretary Garren responded, City Council
approved the agreement with Bigbelly two years ago. Commissioner Chan
asked why the Bigbelly trash cans are charged to the Parking District Fund.
Secretary Garren responded, the units are located within the parking
district. There are 22 Bigbelly units altogether and the cost to lease is
$2, 700/month. The other trash bins located outside of the Parking District
are paid by state (CalRecycle) funding. Commissioner Chan asked if we
could lease the flyer slot spaces on the side of the Bigbelly units to allow
merchants to advertise their businesses. City staff to discuss with City
Attorney.
o Commissioner Chan asked about the EV charging revenue. Secretary
Garren responded, the EV rates are not profited and used to fund the power
to the Miller Parking Garage. Commissioner Chan asked how we set the
rates and if residents are paying for the EV charging and the parking space .
Secretary Garren responded, the charge varies depending on the demand
and time of day they are in use which will adjust the rates. Dave Backhaus,
Public Works Deputy Director confirmed the parking spaces for the
chargers are also paid for.
o Commissioner Chan asked about the restroom in the Miller Parking Garage.
It's not used for the public, but PD is using it and the maintenance is getting
charged to the Parking District Fund. Commissioner Chan questioned the
HVAC charges in the Miller Parking Garage. Secretary Garren will have to
confirm with Facilities Manager regarding HVAC charges to the Miller
Parking Garage through City Mechanical. Commissioner Chan asked what
the DEA security was for. Dave Backhaus, Public Works Deputy Director
responded, DEA security is for the security system that monitors the fire
sprinklers.
o Commissioner Chan reiterated the importance of looking at where costs are
being allocated to protect the Parking District Fund and generate funding
and revenue.
o Commission Chan inquired about the AT&T service charged to the Parking
District Fund. Commissioner Chan also questioned the gas and electricity
charges from October to November 2023 and why the charges fluctuated.
Secretary Garren responded, Finance processes certain invoices and splits
them between all city funds.
o Commissioner Chan asked why there were no charges from September to
December 2023 for the Bigbelly units. City staff responded, Finance is still
playing catch up on approving invoices and posting the numbers.
o Secretary Garren went over the two service requests that were entered on
SeeClickFix within the last six months. One request was categorized
incorrectly, and the other was for a parking meter that was struck by a
vehicle. Both were resolved within a couple of business days.
Vice Chair Abarca adjourned the meeting at 6:17 p.m.
