HomeMy WebLinkAbout1-9-24 Traffic Safety Commission Meeting Minutes FinalCALL TO ORDER: ROLL CALL: Present: Absent: City Staff: REGULAR MEETING MINUTES January 9, 2024 CITY OF SOUTH SAN FRANCISCO REGULAR MEETING TRAFFIC SAFETY COMMISSION The meeting was called to order at 6:19 p.m. by Chairperson Dave Carbone David Carbone, Chairperson Brandon Chan, Commissioner Dana Abarca, Commissioner Justin Yuen, Commissioner Hermes Monzon, Vice Chairperson Marissa Garren, Secretary to the Traffic Safety Commission Diana Wang, Clerk to the Traffic Safety Commission Dave Bockhaus, Public Works Deputy Director AGENDA REVIEW: No changes. 1. Motion -Commissioner Yuen/ Second -Commissioner Abarca-to approve the January 9, 2024 meeting agenda as submitted. Approved by voice vote (4-0- 0). PUBLIC COMMENT: None. CONSENT CALENDAR: 1. Approval of the Traffic Safety Committee Meeting Minutes for December 12, 2023. Motion -Commissioner Chan / Second -Commissioner Yuen -to approve the December 12, 2023 meeting minutes. Approved by voice vote (4-0-0). ADMINISTRATIVE ITEMS: • Commissioner Yuen asked if there was an update regarding his commission term. He mentioned he responded to the City Clerk's email confirming his reappointment and did not receive a response. Secretary Garren responded , commission reappointments are an agenda item on the consent calendar for tomorrow's City Council meeting. •Chair Carbone asked if there will be another Ethics training course due soon.Secretary Garren confirmed the Ethnics training course is done annually and the on line training will come through the City Clerk's office or an auto generated email. ITEMS FROM THE COMMISSION: •Commissioner Chan asked if there are plans to improve connectivity routes between the downtown area and the residential development between 124 Airport Boulevard and Produce Avenue. Dave Bockhaus, Public Works Deputy Director responded, the developer is working on better connectivity routes such as pedestrian walking paths and bike lanes. In addition, there are plans to improve lighting in the tunnels along Produce Avenue, San Mateo Avenue, and Airport Boulevard. Commissioner Abarca mentioned she noticed some flooding in the underground tunnel on Airport Boulevard during the rainy season. Dave Bockhaus, Public Works Deputy Director responded, the tunnel belongs to Caltrans but the underground pumps belong to Public Works. There are plans in the future to improve the drainage system for the pumps. Commissioner Abarca asked if there will be a shuttle service offered to residents from the new residential apartments to the downtown area. Secretary Garren confirmed there will not be a new shuttle service in that area but encourages using the walking or biking paths. Commute.org offers shuttle services but most likely won't go by the new development. •Chair Carbone brought up an article he saw for the City of Burlingame's Vision Zero grant. Does South San Francisco have an opportunity for this grant? What is South San Francisco's grant process and does the Commission have any opportunity to review traffic safety related grants? Secretary Garren responded, the City currently has the Reduced School Zones project which is currently being worked on as part of Vision Zero's initiative. Secretary Garren confirmed the Engineering Division does seek out various grant opportunities including county funding specific to project scope of work. Dave Bockhaus, Public Works Deputy Director confirmed Police and ECO received some sort of Vision Zero funding for their projects. Chair Carbone requested to be informed of any traffic safety programs and grant opportunities for the City. Moving Forward, city staff will provide a summarized matrix of grants applied for by the Engineering Division. •Commissioner Chan requested clarification from the City Attorney on the roles and responsibilities of the Traffic Safety Commission as well as the scope of the Commission. •Commissioner Yuen requested a current list of capital projects for the City. City staff to provide a CIP list via email and noted this information is also in the budget book. •Commissioner Chan asked if the commissioners need to submit an end of the year work plan. Secretary Garren responded that is not a requirement. •Chair Carbone requested clarification on the 2024 opportunities for the Commission. Secretary Garren clarified that opportunities meant more inclusion within the commission. ITEMS FROM THE STAFF: 1.
