COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER
Under the Public Comment section of the agenda, members of the public may speak on any item not listed
on the Agenda. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is
listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct
staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears
to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for

Report regarding the Cultural Activities Grant from the Italian American Citizens Club’s Festa Italiana
Celebration.
On June 15,2023,the Italian American Citizens Club (IACC)was awarded a Cultural Activities Grant in the
amount of $1,250.
On September 24,2023,the IACC hosted Festa Italiana in South San Francisco,a free,fun,and family-
oriented event.Activities included music,food,a kids zone,a car show,a bocce tournament,free bocce lessons,
and other cultural displays.
A representative from the IACC will share photos and stories from the event.

Process to incorporate public art into the design of the new park at Linden Avenue and Pine Avenue.(Philip

RECOMMENDATION
It is recommended that the Cultural Arts Commission receive a report on the process to incorporate
public art into the design of the new park at Linden Avenue and Pine Avenue.
BACKGROUND/DISCUSSION
The proposed park project is comprised of two parcels located at 616 Linden Avenue,700 Linden Avenue,and
the section of Pine Avenue (Project Site)in between the parcels,totaling approximately one acre.The site is in
a mixed residential and commercial area.616 Linden Avenue is currently a parking lot.700 Linden Avenue is
an undeveloped grass lot.
The Old Town neighborhood was identified in the 2015 Parks and Recreation Master Plan and 2022 General
Plan as an area of concern for its lack of parks and open space.To address this need,the 616 and 700 Linden
Avenue parcels will be developed into a new park.
Funding was requested to transform the Project Site into a vibrant neighborhood park and cultural plaza for the
community to enjoy.Situated in the historic Old Town neighborhood,this is a highly visible public site due to
its centralized location and cultural significance.This densely populated area is considered one of South San
Francisco’s most socio-economically diverse communities.
In late 2023,the City engaged landscape architects and community engagement specialists MIG of Berkeley,
California to conduct community engagement and design of the new park.Working closely with City staff,the
project team has developed a draft engagement strategy to work closely with community members and
stakeholders to develop a park design that is reflective of the Old Town community.The engagement process is
designed to also gather community input to identify opportunities, themes, and types of public art for the park.
The engagement strategy envisions the following phases:
Phase 0 - Prepare to Engage
Phase 1 - Create the Vision
Phase 2 - Advise on Alternatives
Phase 3 - Refine Final Concept
During the current phase (Phase 0),the project team is conducting stakeholder interviews to vet the engagement
process and gather initial feedback to ensure the strategy will serve the Old Town community.Community

input to inform public art is envisioned to take place during Phases 1-3 as outlined in the Draft Community
Engagement Process in Attachment 1.
CONCLUSION
Staff will engage the Public Art subcommittee to inform and facilitate the public art portion of the community
engagement and design.The full Commission will be engaged for review and approval of the final art elements
recommended by the Public Art subcommittee.

Tuesday, January 24, 2024
I. CALL TO ORDER: 6:40 p.m.

V. PRESENTATIONS
1. Cultural Arts Program Changes for 2024
▪ Greg Mediati, Director of Parks and Recreation, presented the Cultural Arts
Commission program changes for 2024 to the Commission.
2. Subcommittee Reorganization 2024 Cultural Arts Goals and Committees
Questionnaire Results
▪ Specialist Santos informed the Commission there were eight surveys submitted and
gave a brief overview of the results.
▪ The Commission discussed options for their subcommittees and agreed to the new
2024 goals and committees presented.
3. Subcommittee Reports
▪ February Art Show: “By the Light of the Moon, Celebration of Lunar New Year,
Year of the Dragon”
▪ Vice Chair DeNatale informed the Commission the art show will take place from
Friday, February 9 through Saturday, February 10. He announced JoJo Liu, a local
calligraphy artist, will be judging the art show. Dates for the extended art exhibit
will be shared with the Commission once they are finalized by City staff. The
docent sign up list was provided for Commissioners to provide their availability
for the art show.
▪ Specialist Santos informed the Commission they can submit an online art entry, if
interested, by using the link she emailed them.

▪ Public Art
▪ Commissioner Boldenweck informed the Commission that the Shane Looper
Memorial Bench has been installed at the Library | Parks and Recreation Center
(LPR) on the third floor.
▪ Commissioner Boldenweck also suggested that future consideration be made for
potential purchase of a second bench by Michael Gustavson to accompany the
existing Shane Looper Memorial Bench at the Library| Parks and Recreation
Center third floor lobby.
▪ Strategic Vision
▪ Chair Bond thanked staff for providing the Commission with a printed copy of the
final Public Art Master Plan (PAMP).
▪ Youth Art Programs
▪ Specialist Santos informed the Commission that the first South San Francisco
Unified School District Visual Arts Committee meeting to begin planning for the
Youth Art Show occurred last month. The Youth Art Show will take place at the
Library | Parks and Recreation Center this year. The subcommittee will be
provided with the link for the upcoming February zoom meeting.

VI. MATTERS FOR CONSIDERATION
4. Motion to approve the minutes of November 16, 2023
▪ Minutes for November 16, 2023 stand as sent. Passed by majority vote.
5. Election of Officers
▪ Commissioner Foley motioned to nominate Commissioner Pomposo as the
Commission’s new Chair. The nomination was accepted by Commissioner Pomposo.
Followed by a second by Chair Bond.
▪ Roll Call Vote Results | The Commission accepted Commissioner Pomposo as the
new Chair of the Commission. (AYES: Boldenweck, Bond, DeNatale, Foley, Huerta,
Luster, and Sanchez. ABSENT: Maharaj).
▪ Commissioner Boldenweck nominated Commissioner Luster as the new Vice Chair.
Commissioner Luster accepted the nomination. Followed by a second by
Commissioner Bond.
▪ Roll Call Vote Results | The Commission accepted Commissioner Luster as the new
Vice Chair of the Commission. (AYES: Boldenweck, Bond, DeNatale, Foley, Huerta,
Pomposo, and Sanchez. ABSENT: Maharaj).
▪ Deputy Director Duldulao thanked Commissioners Bond and DeNatale for their
service in 2023.
6. Report regarding a resolution modifying the Cultural Arts Commission meeting date
to take place on the fourth Tuesday of each month at 6:30 p.m.
▪ Deputy Director of Parks and Recreation Duldulao presented the resolution to modify
the meeting date.
▪ Commissioner DeNatale motioned to adopt the new meeting date to take place on the
fourth Tuesday of each month at 6:30 p.m. Followed by a second from Commissioner
Boldenweck.

▪ Roll Call Vote Results | The Commission adopted the resolution for the modification
of the new meeting date. (AYES: Boldenweck, Bond, DeNatale, Foley, Huerta, Luster
Pomposo, and Sanchez. ABSENT: Maharaj).
7. 2024 Cultural Arts Program Annual Work Plan
▪ Business Manager O’Brien gave a brief overview of the 2024 Cultural Arts Program
Annual Work Plan.
▪ Commissioner Sanchez identified corrections to the “Anticipated Completion
Calendar Year” for the Quarterly Art Shows.
▪ Commissioner Boldenweck motioned to approve the proposed 2024 Cultural Arts
Program Annual Work Plan with the identified corrections. Followed by a second
from Vice Chair Luster.
▪ Roll Call Vote Results | The Commission approved the 2024 Cultural Arts Program
Annual Work Plan. (AYES: Boldenweck, Bond, DeNatale, Foley, Huerta, Luster,
Pomposo, and Sanchez. ABSENT: Maharaj).
8. Opportunity for Awarding Stipends to Judges or other Contributors of the Art
Shows
▪ Business Manager O’Brien presented the recommendation on whether to pursue
options for financial compensation for art show judges or contributors to an art show.
▪ The Commission discussed and concluded staff should research potential rates for
financial compensation options to award art show judges and contributors to review
for future programs.
▪ Commissioner Huerta motioned to research options for financial compensation of art
show judges and contributors.
▪ Followed by a second by Vice Chair Luster
▪ Roll Call Vote Results: (AYES: Boldenweck, Bond, DeNatale, Foley, Huerta, Luster,
Pomposo, and Sanchez. ABSENT: Maharaj)
VII. ITEMS FROM COMMISSION:
1. Commissioner DeNatale inquired about when the two vacancies on the Commission will
be filled. Per Business Manager O’Brien, staff did not have specific dates, but noted that
the vacant seats have been included in the City Clerk’s general call for commissioner
applicants.
VIII. ITEMS FROM STAFF
1. Upcoming events: Specialist Santos announced the Centennial Way Park South
Groundbreaking event that will take place on Saturday, February 3 from 9:00 a.m. – 11:00
a.m.
2. Specialist Santos informed the Commission that the recruitment for several City boards
and commissions vacancies, including the Cultural Arts Commission, was announced by
the City Clerk’s Office. The deadline for applications is February 12 at 5:00 p.m. She also
announced that the solo art exhibit from Charles McDevitt ended on January 21 and his
artwork will be removed on January 28.
3. Correspondence: Specialist Santos provided the correspondence at the meeting and
announced it would also be emailed to Commissioners.

RECOMMENDATION
It is recommended that the Cultural Arts Commission be apprised of the 2024 Jack Drago Cultural Arts
Commission Youth Art Scholarship application and approve the award amount.
BACKGROUND/DISCUSSION
The Youth Art Scholarship is an annual financial award program initiated by the South San Francisco Cultural
Arts Commission in 1999 for eligible graduating South San Francisco Unified School District (SSFUSD)high
school seniors.The award was established for the purpose of providing the recipients with the resources to
continue their arts education.In June 2003,the Cultural Arts Commission renamed the award the “Jack Drago
Cultural Arts Commission Youth Art Scholarship”in honor of late South San Francisco mayor and arts patron,
Jack Drago.
Eligibility requires that student applicants must be graduating seniors planning on continuing practice or studies
in the arts.Candidates from each of the three SSFUSD high schools,Baden,El Camino,and South San
Franciso High School,can apply through online or physical entry form.They are required to submit samples of
their art.
The scholarship has been funded exclusively by community fundraising dollars.The primary fundraiser being
the Commission’s August event.Award amounts are informed by the balance in the Cultural Arts
Donations/Fundraising Account reflecting the proceeds collected from donations,fundraisers,art sales,and
artist entry fees.The account balance as of January 31,2024,minus encumbrances is $9,885.One of the
encumbrances includes $3,000 for the scholarship,which the Commission voted in 2010 to establish as an
annual reserve to ensure that at least $3,000 could be awarded year to year.From July -January 2024,the
account has raised $4,961 in income,and $1,423 in expenditures.Given this assessment of the current account
balance as well as consideration that future fundraising efforts are still to be determined,staff recommend that
the Commission establish a maximum total grant award of $3,000.
Awardees are recommended by the Youth Programs Subcommittee for full Commission review in April.The
award is presented at each school’s senior awards night in May.Commissioners are invited to present the award
at the school’s respective ceremony.The finalist is invited to a second presentation at a Cultural Arts
Commission or City Council meeting.
Forty-three (43)graduates have been awarded since the scholarship was initiated in 1999.Their art has been
exhibited in City facilities for approximately 30 to 60 days and in an online gallery.
CONCLUSION
Staff recommend that the Commission establish a maximum total grant award amount of $3,000.
Commissioners are kindly requested to approve the award amount and review the 2024 Jack Drago Cultural

• Up to three scholarships, for up to a total of $3,000 (three thousand dollars) will be awarded.
The finalists are chosen by the South San Francisco Cultural Arts Commission. The
awardees and award amount are left to the discretion of the Commission.
• If there is more than one potential finalist in any school, the finalist may be chosen by
interview.
• Finalists may be invited to show their original artwork in extended exhibits, both physical
and virtual. Exhibits may run from one to sixty days, depending on the venue.
• The award will be presented at each school’s senior awards night. The finalist will also be
invited to a second presentation at a Cultural Arts Commission meeting. Attendance at one of
these presentations is required in order to receive the award. This requirement may be waived
in the case of an emergency or hardship. Notice should be emailed to [email protected]
• The finalist’s name, image, and artwork may be featured on the City website, brochures,
cable channel, social media, or in other forms of promotional materials, at the City’s sole
discretion. The City may use, reuse, and reproduce any images of artwork for any purpose
whatsoever with no additional compensation and the winner permanently and irrevocable
waives any right to control the use and reproduction of the artwork.
• The finalist is required to submit a W-9 - Request for Taxpayer Identification Number and
Certification and a Vendor Verification form in order to receive their cash award

The South San Francisco Cultural Arts Commission supports, promotes, and protects community
interest and diversity in art, culture, and creative expression. In keeping with that objective, the
Commission is awarding up to three scholarships, for up to a total of $3,000 (three thousand dollars) to
South San Francisco Unified School District graduating high school seniors who have shown
achievement in the arts and plan to continue the study of art. Acceptable art forms include but are not
limited to: photography, sculpture, digital media, ceramics, performing arts, literary arts etc.
