February 2024 Art Show Presentation to Award Recipients (Ercie Santos, Cultural Arts Specialist) RECOMMENDATION Report regarding the presentation of the award recipients of the February 2024 art show titled “By the Light of the Moon,” Celebration of Lunar New Year, Year of the Dragon. BACKGROUND/DISCUSSION On February 9th and 10th, the first 2024 Cultural Arts Commission art gallery show occurred. The juried event recognized achievements in two- and three-dimensional artistry. The Best of Show cash awards were awarded to Judy Quitoriano 3rd place, $50 (fifty dollars), Valerie Lin 2nd place, $100 (one hundred dollars), and Agnes Qiu 1st place, $200 (two hundred dollars). The virtual exhibit of their select award-winning works may be enjoyed online at <https://bit.ly/LunarNY-ssf24> through April 30, 2024. The Commission will acknowledge the artists and hand out individual certificates and ribbons to the seven finalists. Skyline College 2024 Mural Presentation (Erin O’Brien, Business Manager) RECOMMENDATION It is recommended that the Cultural Arts Commission receive a presentation on the proposed Skyline College Community Mural Project on Willow Avenue. BACKGROUND/DISCUSSION In 2022,the Cultural Arts Commission was first introduced to the Skyline College Community Mural Project (CMP) class by Commissioner DeNatale.Under the guidance of Professor Amir Esfahani,Skyline's CMP class not only imparts students with the intricate art of mural painting but also underscores the crucial aspects of process and community engagement.The City has been privileged to collaborate with Professor Esfahani and his CMP classes annually since their initial introduction.The Skyline Community Mural Project classes have beautified the Alta Loma Park restroom and snack bar structure,and the Centennial Way Bridge at Mission Road.This year,Professor Esfahani and his talented class will bring their creativity to the Sunshine Gardens neighborhood, specifically along Willow Avenue at Nora Drive. The way they decided to do this, was to incorporate the root system of these trees in the mural. The students wanted to include some of the history of South San Francisco in the mural as well. This part of the process began with research about the city, pick- ing important time line events, struc- tures, and objects to represent visually. These visual elements in the mural would be included in ‘portals carved out of the root systems. Below is a timeline and some of the research the students did on South San Francisco. These are what we will draw all the visual elements from. The Trees and Roots History of South San Francisco Research and Timeline 16 Root system with ‘portals’ that show SSF past history, Local Animals, Insects Present Day SSF Scene buildings, logos Future SSF Scene buildings, whatever students imagine We thought that because the wall is so close to a park, church, and apartment buildings, it would be great to include fun little elements throughout the root system. These would be local animals and insects portrayed in funny ways, or doing funny things. Animals Below is not a fully realized version of the mural, but will give you an idea of what we would like to do on the mural. We have laid out the dierent sections of the mural below, including imagery from present day and future versions of South San Francisco. Cultural Arts Funding Review,July 2023 -February 2024.(Angela Duldulao,Deputy Director of Parks and Recreation) RECOMMENDATION It is recommended that the Cultural Arts Commission receive a report on the status of Cultural Arts funding from July 1, 2023 to February 29, 2024. BACKGROUND/DISCUSSION Staff has prepared the following funding reports to inform the Cultural Arts Commission on the status of funds dedicated to Cultural Arts: Attachment 1: Cultural Arts Fund Summary as of February 29, 2024 Attachment 2: Cultural Arts Donations/Fundraising Account as of February 29, 2024 Change to Cultural Arts Fund Summary - By Fund Report Staff has made a change to the report format for the Cultural Arts Fund Summary -By Fund report to remove what had previously been shown as Table 5,listing Capital Projects for the arts and their respective art budgets. The 2024 Annual Work Plan adopted by the Commission at the January 23,2024 meeting serves as a more complete list of all art projects and also includes information on project budgets.Thus,staff removed Table 5 to simplify the report to its primary purpose of showing available fund balances. CONCLUSION The attached funding reports are intended to inform the Cultural Arts Commission on the status of funds dedicated to Cultural Arts.Staff will review the reports in a verbal presentation at the Commission meeting and will be available to answer any questions. Base Program Reserve (CAC approved 2/16/23) - This amount is being set aside as a "rainy day" fund, to be used during years when fundraising is limited in order to maintain the Cultural Arts Commission's base program (i.e. scholarships, artist awards/honorariums, fundraising expenses, etc.) 2. Youth Scholarship - $3,000 has historically been the minimum encumbrance for the Jack Drago Cultural Arts Commission Youth Art Scholarship, which is replenished on July 1 of each fiscal year. The Commission may vote to change this amount year to year. 3. Caltrain Sculpture Contingency - This encumbrance represents a developer contribution that was specified for art at the Caltrain Plaza. BACKGROUND/DISCUSSION The California Parks and Recreation Society (CPRS)District 4 will honor unique innovation,and outstanding individuals for their professional and volunteer contributions to the fields of parks,recreation,and human services.The South San Francisco Parks and Recreation Department is proud to share our 2023 nominees,scheduled to be honored at the May 9, 2024 awards dinner hosted at South San Francisco’s very own Library | Parks and Recreation Center. Professional Merit: Jim Reidy Jim Reidy has dedicated over thirty years of service to the South San Francisco community.Hired in 1992 as a Recreation Leader in the City's RAPP (Recreation and Parks Program),Jim has continuously made a positive impact on the lives of community members.Renowned for his exceptional customer service skills,Jim warmly welcomes participants of all ages and assists them with their needs.As the face of the Terrabay Recreation Center,he takes immense pride in maintaining the facility to ensure a positive experience for all participants.Jim enthusiastically contributes to various special events hosted by the City,including the Easter Bunny Photo Hop,Concert in the Park,and the Youth Baseball Parade.The South San Francisco community is truly fortunate to have had Jim Reidy as a valued staff member for over three decades. The grant funds will help foster cultural experiences for the community, infuse neighborhoods with the arts, and increase exposure to activities that promote greater understanding and respect for varied heritages. Eligibility: To qualify for these funds, applicants must demonstrate that they are serving the South San Francisco community. The proposed program would require that no funds be used towards the applicant’s administrative costs because the primary use of the funds is to provide cultural activities. Typical grant awards range from $500-$1,000. Any recipient of the grant funding shall be required to enter into an agreement with the City which will detail the objectives to be achieved with the use of the funds. Entrants must be at least 18 years old as of the date of the signed application to qualify. The City of South San Francisco’s officers, officials, employees, agents, or their relatives are ineligible to participate. Selection Criteria: Grant Applications will be screened by staff to verify the eligibility criteria have been met and recommendations will be forwarded to the Performing Arts sub-committee of the Cultural Arts Commission. Applications will be accepted through April 30, 2024. Applications will be made available on our website www.ssf.net/culturalarts, as well as at the Parks and Recreation office located at 901 Civic Campus Way in South San Francisco. Once funding decisions have been approved, staff will contact each organization to complete a funding agreement. Once the funding agreement has been executed, staff will release the funds to the organization. Any funds not granted in the original funding cycle may be rolled over and released as part of funding cycles in future years at the discretion of the City Council. Reporting Criteria: Organizations who have been awarded grant funding will be required to complete a detailed report within 60 days following the event to document how the funding was used and the outcomes achieved in accordance with the objectives of the funding agreement. Failure to complete this report will impact the organization’s ability to request funds in subsequent years. Applicants will also be asked to provide a presentation on the use of the grant funds benefiting the South San Francisco community at a Cultural Arts Commission Meeting. The applicant is encouraged to seek other grant sources and fundraising options to support the total cost required for their proposal. Eligibility: Entrants must be at least 18 years old as of the date of the signed application to qualify. The grant funds will help foster cultural experiences for the community, infuse neighborhoods with the arts, and increase exposure to activities that promote greater understanding and respect for varied heritages. The City has allocated $10,000 in grant funds to support the Cultural Activities Grant Program, administered by the Parks and Recreation Department. To qualify for these funds, applicants must demonstrate that they are serving the South San Francisco community. The grant would require that no funds be used towards the applicant’s administrative costs because the primary use of the funds is to provide cultural activities. Typical grant awards range from $500-$1,000. Any recipient of the funding shall be required to enter into an agreement with the City which will detail the objectives to be achieved with the use of the funds. If funding is awarded, organizations will be required to expend funds no later than 12 months following award notification and complete a detailed report within 60 days following the event to document how the funding was used and the outcomes it achieved in accordance with the objectives of the funding agreement and be prepared to present their outcomes to the Cultural Arts Commission once staff has reviewed and approved. Failure to complete this report will impact the organization’s ability to request funds in subsequent years. Applicant should plan for the grant amount off-setting the cost of their proposed program and not fully reimburse those costs. The applicant is encouraged to seek other grant sources and fundraising options to support the total cost required for their proposal. Both Commissioners introduce themselves. III. AGENDA REVIEW: N/A IV. PUBLIC COMMENT: N/A V. PRESENTATIONS 1. Report regarding the Cultural Activities Grant from the Italian American Citizens Club’s Festa Italiana Celebration  Management Analyst Jung introduced Leo Pierini, President of the Italian American Citizens Club. He shares details and pictures on the Club’s Festa Italiana Celebration that took place on September 24, 2023, and how the Cultural Activities Grant of $1,250 awarded to the Club was used. He shares that they had a profit of almost $6,000. Profit was put into City and community programs like the South San Francisco PAL Program and the Children’s Christmas Gift Program in Palo Alto, each receiving $2,500. This year’s Festa has already been scheduled for September 29, 2024, sponsors, and contacts from last year’s Festa are being contacted, and the Club plans to come back to the Commission to see if they can get another grant for this year.  Commissioners thank Leo Pierini for the report and congratulate the Club on the successful event. 2. Process to incorporate public art into the design of the new park at Linden Avenue and Pine Avenue  Deputy Director Duldulao announced that she was presenting on behalf of Philip Vitale, Deputy Director of Capital Projects, who was unable to attend the meeting. 39 Cultural Arts Commission Minutes of February 27, 2024 Page 2  Deputy Director Duldulao presents information about the proposed park project at Linden Avenue and Pine Avenue. The project is comprised of two parcels at 616 Linden and 700 Linden and includes the section of Pine Avenue in between the two parcels. Deputy Director Duldulao explains each of the four phases of the engagement strategy envisioned. She reports that the project is currently in Phase 0 and should be entering Phase 1 in the next month or two. Information is available at www.ssf.net/parkprojects.  Chair Pomposo asked if Commissioners can drive by the site to see the project to which Deputy Director Duldulao answered that the sites are open, but currently has nothing to see to indicate the project plans. Waiting until community engagement begins may be a more informed way to visit the site. 3. Subcommittee Reports  Youth Art Programs  Chair Pomposo shares that there was a Zoom meeting with the South San Francisco Unified School District Visual Arts Committee regarding the Youth Art Show coming up in April.  Specialist Santos adds that it was the second meeting with the SSFUSD which was held on Monday, February 5, 2024. There is one more meeting that will be in person.  Chair Pomposo verifies that the middle schools are participating. Specialist Santos explains that the Youth Art Show represents grades from kindergarten through high school.  Commissioner Boldenweck asks if the committee from the district is aware of the difference in size of the location for the art show. Specialist Santos responded that the committee was informed of the new building’s amenities and exhibit opportunities at their first meeting.  February 2024 Art Show  Commissioner DeNatale gives an update on how the show went. It was a two-day event that was augmented by twelve additional extended gallery days, culminating with a Chinese calligraphy workshop. The show consisted of 42 entries with 28 artists. 7 artists received awards, 3 of them being monetary totaling $350. Guestbook reflects at least 116 attendees for the first 2 days and at least 71 visitors for the extended gallery days. The subcommittee sent a report to staff today on things that can possibly be done better in the future.  Commissioner Bond asks if the report that was sent can be shared at the next general meeting or with the other subcommittees. Specialist Santos said she can share the recommendations.  June 2024 Art Show  Subcommittee Chair Huerta shares the theme will be “PEAK – what is the height of your love, joy and freedom”. The show will have 2D and 3D media as the last show and would like it to be mixed media encouraging artist to use at least two forms of media. Eligibility would be open to San Francisco Bay Area residents, 15 years and older. Application and entry fees would stay the same.  Commissioner Ramos likes that it gets younger people engaged and suggests promoting it to high schoolers. 40 Cultural Arts Commission Minutes of February 27, 2024 Page 3  Commissioner Huerta would like to volunteer to design the flyer and will contact Specialist Santos.  Goals Chart  Specialist Santos shares the 2024 Goals & Committees chart showing the breakdown of the subcommittees. The new Commissioners will review their packets and make decisions on what committees they would like to serve on. The chart is flexible.  Commissioner Bond reminds everyone that the subcommittees can now have 5 people on them.  Other  None. VI. MATTERS FOR CONSIDERATION 4. Motion to approve the minutes of January 23, 2024  Minutes for January 23, 2024, stand as submitted. Passed by majority vote. Commissioners Ramos and Fernandez abstained as they had not yet been appointed to the Commission by the January meeting. 5. Jack Drago Cultural Arts Commission Youth Art Scholarship 2024  Specialist Santos presented information on the recommendation to establish a total grant(s) award of $3,000 and the 2024 Jack Drago Cultural Commission Youth Art Scholarship application for immediate promotion to the schools.  Commissioner Foley asked if the award is for just one person to which Specialist Santos responded that it would be up to the subcommittee to recommend how they wanted to award it giving up to three awards, for up to $3,000 in total.  Commissioner DeNatale stated that in a past meeting where budget was presented to the Commission, he thought that they discussed holding an encumbrance for this scholarship in a larger amount and would like some clarity on that. Deputy Director Duldulao said she would check and will present it at the next meeting.  Specialist Santos reminds the Commission that it was discussed in the previous meeting that the long-term goal for the scholarship program is to change it to a fellowship program.  Timeline of announcement of scholarship and winners was discussed. Commissioner Bond suggests bringing acceptance of the scholarship application and award amount to the Commission earlier to allow a longer response period for prospective applicants.  Commissioner Fernandez asks if there has been thought to expanding eligibility to other South San Francisco residents who are not attending school in the school district. Specialist Santos briefly explains the primary goal of the scholarship when it was originally established.  Commissioner Bond states that in recognizing Commissioner DeNatale’s point on the review of the encumbrance for next year, because of the time restraints, she moves to accept City staff recommendations. She also reminds the Commission regarding an email to rsvp for the Easter Bunny Photo Hop event.  Chair Pomposo asks if there is anything scheduled for Filipino Heritage Month. Deputy Director Duldulao shares that the event calendar primarily lists Parks and Recreation Department events and may not include all events hosted by other City departments.  Commissioner Huerta asks if somebody wants to do something similar to Festa Italiana, how would they go about doing that. Deputy Director Duldulao explains about Park co-sponsored groups and it being one of the first steps in consideration.  Commissioner DeNatale asked if other groups that received grants will report back. Deputy Director Duldulao responded that Management Analyst Jung is working with groups as they finish their grant projects to report back to the Commission.  Commissioner Huerta shares that Ballet Folklorico is looking for a practice space and would like to know what role the Commission and City could play in assisting them. Director Mediati shares that the group was a co-sponsored group for many years up until a few years ago but never resubmitted their application. Staff had reached out multiple times and the group never responded. The Department would like to entertain a co-sponsored relationship again, but the group would need to go through the application process.  Specialist Santos shares that correspondence is located on the back table, and she will email it to the Commission as well.
