A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH
SAN FRANCISCO OPPOSING THE ROUTING OF PROPOSED STATE
HIGHWAY 229 IN THE VICINITY OF COLMA CREEK AND TWELVE-
MILE CREEK.
BE IT RESOLVED by the City Council of the City of South
San Francisco that
WHEREAS, a proposal was made to the State Highways Com-
mission at the hearing conducted on November 30, 1962, in San
Bruno, California, that the Colma Creek area and Twelve-Mile
Creek area be considered as a site for the location of Route
229, and,
WHEREAS, the location of Route 229 in said area would be
disadvantageous and injurious to the City of South San Francis-
co and the State of California for the following reasons:
1. Destruction of City Park:
Use of the Colma Creek area as the site for the proposed
Route 229 would require the use of a large part of the City's
only major park area known as "Memorial Park" and would fur-
ther adversely affect the remaining area for park and recreation
use. City would oppose the acquisition.
2. Destruction of Valuable Industrial and Residential
Property:
Use of the Colma Creek area as the site for the proposed
Route 229 would require the acquisition of valuable industrial
and personal property and industrial facilities to accommodate
the location of the route.
3. DamaRe to ExistinR Flood Control Facilities and the
Necessity to Install a Completely Enclosed Conduit:
The location of Route 229 in the Colma Creek area would make
the dredging of Colma Creek (an annual maintenance requirement)

almost impossible. Colma Creek is the main common drainage
for the City of South San Francisco and the adjacent areas con-
stituting the water sheds. This would necessitate the con-
struction and installation of a complete flood control facil-
ity to accommodate the carrying off of flood waters from this
area.
4. Destruction of the City's East-West Traffic Arterials
and Pattern:
The location of Route 229 in the Colma Creek area would
cut off and nullify the City's main East-West laterals unless
interchanges were constructed and installed at Orange Avenue,
Spruce Avenue and Linden Avenue.
5. Uneconomical:
In accordance with the statistics presented at the meeting,
the construction of Route 229 in the Colma Creek area would re-
sult in the lowest user savings over a 20-year period.
6. Most Expensive to Construct:
In accordance with statistics presented at the hearing, the
construction of Route 229 along the Colma Creek area would be
the most expensive of the routes to construct.
7. Inconvenience of the Western Terminus:
The construction of Route 229 along the Colma Creek area
would call for a western terminus which is far north of the
point of greatest need·
WHEREAS, the City Council's opposition to the location of
Route 229 along the Colma Creek area and Twelve-Mile Creek area
is based on the aforegoing premises and other valid reasons
and said Council desires to communicate said position of oppos-
ition to the State Highways Commission;
NOW, THEREFORE, IT IS ORDERED that the City Council of the
City of South San Francisco does hereby declare its opposition
to the location of Route 229 along the Colma Creek area for
the reasons recited in the aforegoing premises and said Coun-
cil does further order that a certified copy of this Reso-
lution be filed with the State Highways Commission as an ex-
pression of said Council's opposition and reasons therefor.
