RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for appointments to
open seats on the Bicycle and Pedestrian Advisory Committee,Cultural Arts Commission,Equity and
Public Safety Commission,Housing Authority,Library Board,Measure W Citizens’Oversight
Committee,and Youth Commission.It is further recommended that upon completion of interviews,the
Council discuss and consider the appointment of individuals.
BACKGROUND/DISCUSSION
Pursuant to Resolution No.27-2009,the City Council holds biannual recruitment/meetings to consider
appointments to Boards,Commissions,and Committees.On January 18,2024,the City Clerk’s Office issued a
notice of recruitment for vacant seats. The recruitment ended on Monday, February 12, 2024.
Summary of Open Seats
·Bicycle and Pedestrian Advisory Committee:One seat is open due to term a resignation.Applicant may
be appointed to a partial term expiring July 19, 2024.
·Cultural Arts Commission:Two seats are open due to a term resignation and council action.Applicants
may be appointed to a partial term expiring June 13, 2024, and June 13, 2026.
·Equity and Public Safety Commission:The commission seeks to fill the alternate seat.The applicant
may be appointed to a 2-year or 4-year term expiring February 21, 2026, or February 21, 2028.
·Housing Authority:One seat is open due to a term resignation.Applicant may be appointed to a partial
term expiring March 31, 2025.

Summary of Meeting Times, Term Lengths/Limits and Agency Purpose
The Bicycle Pedestrian Advisory Committee meets on the first Wednesday of every other month,at 6:00 p.m.
Commissioners are appointed to four (4)year terms and are limited to three (3)consecutive terms.The purpose
of the Authority is to serve as an advisory committee and make recommendations to the City Council on policy,
programming,improvements,operation,maintenance,accessibility,and usage of bicycle and pedestrian
facilities throughout the City.
The Cultural Arts Commission meets on the third Thursday of every month at 6:30 p.m..Commissioners are
appointed to four (4)year terms and are limited to three (3)consecutive terms.The Commission encourages
and promotes cultural arts activities within the community and acts as an advisory body to the City Council on
matters pertaining to the arts and cultural affairs.
The Equity and Public Safety Commission meets on the Third Monday of every month, at
6:00 p.m.Commissioners are appointed to four (4)year terms and are limited to three (3)consecutive terms.
The purpose of the Commission is to make recommendations regarding policies and procedures that impact
equity,safety,and security across City departments.This Commission bolsters community participation and
decision-making and increases transparency and accountability.The Commission on Equity and Public Safety
focuses on a holistic approach to community safety.It applies an equity lens to advance fair housing,social
services, policing, and other areas.
The Housing Authority meets the second Monday of the month at 6:00 p.m.Tenant Commissioners serve a
two (2)year term and must be a tenant of the Housing Authority.Non-Tenant Commissioners are appointed to
four (4)year terms and are limited to four (4)consecutive terms.The Housing Authority’s services include
developing,operating,and maintaining housing projects and examining affordable housing issues,including
unmet housing needs of low-income residents.
The Library Board meets on the fourth Tuesday of the month at 6:00 p.m.Board members serve a three (3)
year term and are limited to four (4)consecutive terms.The Library Board works in conjunction with the
Library Director to develop plans of service,evaluate and advise the council and staff on the need for services
and programs, and adopt policies as necessary for the administration of the library.
The Measure W Citizens'Oversight Committee (COC)meets on the first Wednesday of the month at 6:30
p.m..The Committee meets with the City’s independent auditor at the initiation of each annual financial audit
process to outline issues of particular interest to the Committee.The Committee reviews the annual audit
prepared by the City’s independent auditor related to the prior fiscal year’s collection and expenditure of
revenue from the tax authorized by Measure W.The Committee reports to the City Council regarding the
accuracy of the auditors’findings regarding Measure W revenues and expenditures.The Committee’s annual
report offers independent verification regarding the independent auditor’s findings related to whether the funds
collected are spent in accordance with the terms of Measure W.

The Youth Commission meets on the first Monday of the month at 6:30 p.m..Commissioners are appointed to
two (2)year terms and are limited to three (3)consecutive terms.The purpose seeks to address issues affecting
youth through collaboration with the City Council and SSFUSD School Board.This opportunity allows for
students and youth to engage in local government while learning about how decisions made affect daily life,in
addition to how Boards and Commissions are involved in the process.

The Youth Commission addresses issues affecting youth and the community through making
recommendations to City Council. Please explain what you believe is the biggest issue concerning youth
in South San Francisco today.
Can you commit to attending 6:30 p.m. meetings on the third Monday of each month? YES NO
If no, please explain:
Currently I am in the Future Graduate program. This program has students meet after school
or during lunch once a month, to educate those students about what things are useful in
order to be college competitive and college eligible. This program also teacher what degrees
benefit you the most financially. The adults in charge keep in touch with the students with
reminders in form of texts and the lunch meeting they provide. Besides the lunch and
after-school meetings, they have summer academy. Which is where they have students from
San mateo county group up in Skyline community college, to have longer, more in dept
lessons about college details. They also host activities for all of the schools to do together.
I believe our biggest issue concerning youth in South San Francisco is the lack of effort or
motivation to succeed in academics. I've notced that many students choose to not put effort
into their classes. I believe that this affects other students (as well as teachers) if they were
supposed to do group projects. Students will attempt to stay productive and on task while
other will slack off and choose to not participate. It isn't fair to other students, and it will have
those productive students at risk due to nonproductive student's ignorance.

What is your vision for growth in South San Francisco?
I'm very passionate about South San Francisco. As a new resident who has purchased a
home here, I want to be active in my community and give back. I think SSF has an enormous
amount of potential for being a unique hub for arts, culture, and business. The city is truly a
hidden gem! I want to help build this community. I feel very passionate about the downtown
area (which I live in) and want to help support measures and projects that will revitalize it
even more.
I'm currently the president of the 200 Linden Ave Home Owners Association; by profession I
am Program Manager who manges large, complex programs for a major software company.
I also sit on the board of directors for a Japanese Cultural Arts non-profit. In addition to these
things, I am an artist and designer. My personal design group celebrates creative spaces
and how they play important roles in building our communities.
I envision a revitalized, core downtown with thriving businesses and restaurants that are
classy and chic. I see the potential of it being a beautifully redesigned and landscaped area
which is pedestrian focused, community centered, with the health and well-being of residents
in mind. By re-envisioning it to be a place where residents (and tourists!) will want to come
and hang out. We have a number of classy businesses starting to move in and we need to
keep the momentum up! For example, having a thriving Farmer's Market moved from Orange
Park to downtown where people can meet neighbors and pop into the local shops. Our
downtown area has incredibly enormous potential to really uplift our community and make it
thrive even more!

What is your vision for growth in South San Francisco?
Orange library is where I learned to read, to research, how to surf the web in the summer of
1996. Between the closing of West Orange and the grand opening of the new Library Parks &
Rec building, I explored other local libraries and their events. They're cozy, they're quiet...
they're not “home.” The missing piece for me: the community in South San Francisco--the
people who appreciate this hidden gem of a town like I do. While I do miss that mid-century
modern brick building tucked away in tall trees, I've quickly made myself at home in the LPR.
From opening day hearing the children's voices rise out of the park to almost 4 months in,
seeing teenage students in every corner come final bell, I see our town in action, alive,
thriving, and hungry for programming. I am a critical thinker and an observer. I have the ability
not only to see the bigger picture but also to strategize on ways to improve situations.
Aside from my degrees in English and in Creative Writing, I am an avid reader and have been
described as a library super-user. I have tremendous respect for the role of libraries and
librarians in our communities. I've attended most of the Library Board meetings since July
2023. I also personally attend 2-3 library programs per month, so I often see the work come
to life. With my background in events and operations, I observe programs with a quick eye for
what works and what can improve. My role in real estate has afforded me additional
qualifications: I see the ways our town demographics are ebbing with the increase in property
sales; and I can get along and work with anyone. My passion drives my commitment to the
organizations I belong to—you’ll see that once I am appointed within an organization, I tend
to stick around. My dedication could be an asset as the library finds its flow in this new era.
South City is my home; those who know it best will always feel that way. I think about
residents who have lived here for 50+ years, whose families have stuck around and whose
kids have grown up eating Little Lucca and running through Sellick. With its proximity to the
tech capital, its role as biotech capital, and increasing prices of real estate that will inevitably
change the demographic landscape, the deep history of our soil might be overlooked. How
many people realize that our town was founded before the turn of the century? How many
care? We are now a contemporary town, but it’s important for us simultaneously to preserve
our roots, observe our history (particularly that as a home to enclaves of immigrants), and
celebrate progress. Through community engagement, involvement, and care, I have faith that
we can continue the “small town feel” with the next generation of South San Franciscans.

Why are you interested in serving as a Boards and Commissions member? What do you feel you could
contribute?
What qualifies you for this appointment?
What is your vision for growth in South San Francisco?
I have been a resident of South San Francisco since 2006 when I moved here to attend law school. After
graduating and working for several years, I resigned from my attorney position after having my first child in
2015. Since becoming a stay at home parent, I have paid close attention to the growth and changes of
South San Francisco as I want my children to grow up in a safe and diverse community. At times, I have
found myself asking questions about decisions that have been made and how I would have liked more
consultation with the city's residents. I also wish we were provided more information about how or why
decisions are made. I'm interested in serving on the Equity and Public Safety commission to be a voice for
the residents of South San Francisco by asking the right questions and working closely to ensure the needs
of the city's population are met. For South San Francisco to have a commission to deal with public safety
and equity that is composed of residents means that the city cares about what the residents say they need
- not just by what officials think the residents need. It would be a privilege to support the city in this goal.
As an attorney, I worked with foster youth - a population that was impacted by poverty, mental
health concerns, and crime. A lot of my focus was how the community's laws and service providers
could have a major impact on their futures. I know first-hand the importance of safe and equitable
community and providing a voice for those that need help the most. My background qualifies me
for appointment to the commission because I have a necessary perspective for those whose
experiences are different than mine and know how to advocate for those whose needs are not
being met. As a commission who is drafting suggestions and considerations for safety and equity,
this perspective would enable me to work towards the best interest of all the city's residents,
especially those who need more support. The situations and struggles that this commission
addresses can be difficult and people will have strong opinions. With my experience, I am able to
discuss these issues with empathy and an open mind and know that collaboration is essential.
I love that South San Francisco has a diverse population. I would love for that population to continue to grow. One thing
I would like to see is for the city's residents to connect more to their small neighborhood communities. For example, a
couple of neighborhoods do events for Halloween. I'd love to see more community events like this such as block parties
where neighbors actually get to know eachother. Getting to know your neighbors helps to make communities feel safe
because it provides a sense that someone is looking out for you. I would love for city officials to do more to create and
support these type of events so that individual communities can start to take ownership and pride in their neighborhood.
I would also like to see equitable distribution of services and support throughout the city. The cost of living throughout
the Bay Area is high and the number of families moving due to expenses continues to increase. I would like to know
more about supportive programs and see more of these services for families so moving isn't the only option for them.
Additionally, I'd like to see an increase in affordable child care options for families so they are able to focus on working
to provide for their families as well as an increase in the quality of public education throughout all of the city's schools.
In my opinion, a city that is strong in education and support services will result in a lower crime rate and a safer place to
live.
