Minutes of the Meeting on Wednesday, March 1, 2023

MATTERS FOR CONSIDERATION
1.) Motion to approve the minutes of the November 16, 2022 meeting.
MOTION - (Board Member Lujan/Mayor Mark Nagales) to approve the Minutes from the meeting of
November 16, 2022.
2.) 2023 City Calendar - Collaboration Opportunities (Sharon Ranals, SSF City Manager and Tamiko
Huey, SSF Management Analyst)
City Manager Ranals provided copies of the City’s master calendar and asked the SSFUSD Board if there
were any events on which they wanted to collaborate.
City Analyst Huey reviewed the following events.
a. Youth Baseball Parade (March 11)
b. Youth in Government Day Program (April 12, 19, 26) – coming back for the first time since COVID. The
program will have the same components as in previous years which include a mock City Council
meeting, a City tour, and students shadowing their counterparts. The SSF Youth Commissioners
created an ad hoc committee which provided feedback on the program. The largest item was that they
did not understand the program as it was advertised to students. Also, they felt it should be open to all
students, not just those in AP classes. So, for this year there will be 30 slots open vs. the prior 20
places. In addition to the flyer and application packet, a promo video was created to share with all the
classes featuring alumni who will discuss what the program was like for them.
President Hsieh said she appreciated that they checked in with the Youth Commissions so the program
is not open only to a select group of AP students, but to all students.

Councilmember Addiego said several students, not just highest performers, are often interested in
government.
City Manager Ranals clarified that this program is open only to students who are enrolled in
Government classes, and not the entire student body.
c. Every Kid Deserves a Bike (May) – this was piloted with Spruce ES and Martin ES to provide
underserved SSF students the equipment, knowledge, and skills needed to ride a bike to and from
school and beyond. The goal was to remove the barriers of equity and financial cost . This year, the
program is being expanded to 350 students from five schools, Martin ES, Los Cerritos ES, Spruce E S,
Sunshine Gardens ES, and Parkway Heights MS. Parkway Heights MS is a pilot middle school since
research shows those students are often left out of programming and activities. Those students will
receive new mountain bikes and equipment along with education technical assistance. They will also
learn how riding bikes helps with climate change. Help will be given to those students who have never
ridden a bike before.
Mayor Nagales said it was great to see more students riding bikes and asked about a bike parade this
year and whether there had been discussions with principals yet . Ms. Huey said it will be included in
the next meeting with the Safe Walks to School program at the San Mateo County Office of Education.
d. Upcoming events - Angela Duldulao, Deputy Director of Parks and Rec., reviewed the following
events. March 11 is summer camp lottery pre-registration day. The public registration day is March 13
registration at the Fernekes building. At the next City Council meeting, it will be announced that they
received a $44K grant from the San Mateo County Summer Enrichment Program to provide 20
scholarships for students to attend the Terra Bay and Ponderosa summer camps for free. The 2023-24
after school recreation lottery program registration will be open April 3-7 at Buri Buri ES, Monte Verde
ES, Ponderosa ES, or Spruce or any of the REAL programs at Martin ES or Los Cerritos ES. They are
working on the Paradise Valley Recreation Center kids club with after-school enrichment classes in
sports, arts and special interests. For middle schoolers, spring sports registration opens on March 6.
The Youth Art Show, presented in partnership with the District, will be held March 10-11 at the
Municipal Services Bldg. A Cultural Activities Grant Program will fund scholarships to groups who want
to put on cultural themed activities for the community and applications are due by March 15. The Jack
Drago Cultural Arts Commission Youth Art Scholarship is accepting applications through April 17 for
graduating SSFUSD seniors who intend to pursue arts education.
Board Member Lujan said she was grateful for so many rich opportunities and the students who can
use the support.
Director Mediati said if the District has ideas on better ways to outreach to the students to let them
know.

f. Ruby Bridges Walk to School Day (November 14)
3.) Park in Sunshine Gardens area (Greg Mediati, SSF Director of Parks and Recreation)
Director Mediati said Sunshine Gardens is a park -poor neighborhood. This area is deserving of a park and it
is a priority of the City. Hopefully, the Library Parks and Recreation (LPR) Center, a few blocks away, will
help fill that need. Public comments support this park and neighbors note that the v acant land around
Sunshine Gardens ES might be a great opportunity site. The City is willing to discuss partnership opportunity,
maybe in the bond measurement programs.
Councilmember Addiego, who attended Sunshine Gardens ES, said when an entity is land rich, there are
burdens that go with that and the City is charged to provide recreational opportunities for young and older
residents. The neighborhood has changed a lot with many young families moving in. While the LPR is a great
opportunity, it is still a good distance for so me. He would like to start a discussion which would not include a
land grab or purchase, but perhaps a lease or a cooperative agreement. There is a desperate need for
sports fields and he thinks there is a potential for a win -win if they look at both the District and City needs and
find common ground. He would like to have a Board member meet with him since these meetings are held
quarterly and the park was the #1 topic during the campaign and he feels obligated to explore all the
possibilities.
Board member Lujan said she was glad this item was still on the agenda. The community has changed and

previously there not enough traction reopen the conversation. But the constituents have changed and it might
be time to revisit.
Mayor Nagales said Councilmember Addiego knows what that district needs and would be happy to partner
with a Board member to discuss the park .
4.) Joint Use Agreement Update (Director Mediati and Ted O, SSFUSD Assistant Superintendent)
Assistant Superintendent Ted O said the update is 99% done. The process is ready for the City’s legal
review, then the District’s legal review, after which it will need to be Board approved.
Mr. Mediati said he appreciated the District’s partnership on this and most items were unchanged. The
agreement helps to clarify what new facilities exist He noted that the City Council Child Care MOU is
separate.
President Hsieh asked about the timeline. Superintendent Shawnterra Moore replied they can provide a more
definitive timeline once legal on both sides review the document and then it will be brought back to both City
Council and the SSFUSD Board for approval.
5.) Youth Summer Internship Program (Leah Lockhart, SSF Director of Human Resources)
City Manager Ranals said the City will offer the program again this year, June 5 through July 28, advertising
in April. They will use a lottery system. This is a paid internship for Junior and Senior high school students
and is administered by the YMCA. Most departments take on one or two interns. The program includes
trainings, a resume workshop, and different enrichment kinds of activities in addition to the students spending
time with their home departments. City Manager Ranals replied there are about 25 positions.
Councilmember Addiego said the City is trying to increase the number of student participants in partnership
with their business community.
City Manager Ranals said that did not happen this year, but they hope to increase the partnership with the
business community next year.
6.) Public Works Updates (Eunejune Kim, SSF Director of Public Works)
Director Kim spoke about the following three projects which will impact schools and better the safety of the
sites.
a. Spruce & School Street Traffic Calming – Last year they performed a walking audit around Martin ES
which included several areas where students cross or bike, which are safety concerns. His department
has started a design to increase safety at major safety points on the frontage of Hillside School and
Spruce ES. They plan to include ball belts, high visibility crosswalks to improve safety in the high
walking and bicycling corridors. The project should be done next summer, in coordination with school
scheduling.
b. Extra Curb Ramps at Ponderosa ES – Mr. Kim said three or four ramps with hot spots will be refreshed
with other construction projects.
c. Lowering speed limits near schools – Mr. Kim stated that legally they have the ability to lower speed
limits under certain conditions. They have a traffic expert working on it and looking at all public and
private schools to determine appropriate areas to reduce speed limits. A proposal will be submitted
after the evaluation is completed. Mr. Kim thanked Mayor Nagales for bringing this issue forward.
President Hsieh thanked Mr. Kim for always thinking of the kids’ safety. Mr. Kim said all the current
traffic improvements being done now are to promote alternative modes of transportation versus the use
of vehicles.
Mayor Nagales asked if in addition to lower speed limits whether speed pillows in certain areas are
being considered. Mr. Kim said where the legal lowering of the speed limit is part of a construction
project, they will bundle the signs, striping, and speed bumps when they are appropriate for those
areas.
Mayor Nagales shared that a Parkway Heights MS parent sent an email asking for additional police
due to speeding in the area and asked Superintendent Moore if she has gotten such emails. She
replied that the principal would be the one to get emails with this concern. She can reach out to inquire
if they are experiencing a high volume of challenges. In past years, they have heard that after school
has been problematic, not necessarily with traffic, but other things with kids in the neighborhood. She

will check with Principal Lopez to make certain th e community is being kept quiet and clean and if
anyone recently has spoken with him about the safety issue.
Mayor Nagales mentioned more police presence around the school. City Manager Ranals said the
Chief did follow up on that and it may have improved the situation, but often only temporarily. She will
check with the Chief on this.
Councilmember Addiego complemented Mr. Kim and said an example of traffic calming measures
focused on pedestrian safety around Sunshine Gardens ES. The changes have been a process, but he
thinks that most of the neighbors finally understand the benefit and that it is much safer now.
7.) Items from Committee
Superintendent Moore said the District is engaged in the Strategic Plan process and actively trying to get the
community involved. Community conversation is about the community working together to look at the draft
Portrait of a Graduate concerning what they want students to embody by the time they graduate. Elementary
school parents are welcome to share their aspirations for the skills, characteristics, and traits for the students.
She said a virtual meeting is happening tonight and thanked the City for promoting the event. Another
meeting will be held at SSFHS on Saturday. Dr. Moore invited the City personnel, their colleagues, and
friends and values their feedback. In the Fall, the District will start creating the long-term strategic priorities
for students that are our Portrait of a Graduate. Superintendent Moore encouraged everyone to complete a
five-minute survey for more community engagement.
Mayor Nagales reported that the City applied for a grant to expand their free shuttle routes to include
transportation for students to schools. City Manager Ranals said the grant is pending.
Library Director Valerie Sommer said the library is currently planning the summer programs. The City was
closing the main library at the end of June to pack and move the books to the new library.
City Manager Ranals said she has been offering tours of the new Parks and Recreation building under
construction and will invite the District for a preview before the new building opens in the Fall.
Director Mediate announced the repaving of the pathways on Westborough Park. Detour signage has been
set up and Principal Rossi de Campos has been notified. He asked to be contacted regarding any concerns
or a need for additional signage.
