NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of
California, the Measure W Standing Committee of the City of South San Francisco will hold a Special Meeting
on Wednesday, November 1, 2017, at 10:00 a.m., at the City Hall, City Manager's Conference Room, 400
Grand Avenue, South San Francisco, California.
Purpose of the meeting:
Call To Order.
Roll Call.
Public Comments.

Report regarding update on the Measure W Community Civic Campus Master Architect procurement process.

RECOMMENDATION
It is recommended that the Measure W Standing Committee of Council receive an update on the
Measure W Community Civic Campus Master Architect procurement process.This is an information
item and no action is required.
BACKGROUND/DISCUSSION
Architect Procurement Process Timeline
·June 12,2017 -A Request for Qualifications (RFQ)for architectural services by a Master Architect
team for the Measure W Community Civic Campus project was released,with a final submittal date of
July 14, 2017.
·July 14, 2017 - Nine firms/teams submitted their Statement of Qualification (SOQ).
·July 15 -August 17,2017 -Staff reviewed the nine submittals,determined six firms complied with the
RFQ requirements and were shortlisted to participate in the Request for Proposal (RFP) process:
o ELS/Shah Kawasaki/Sargent, Brinkley, Wiginton
o Perkins + Will
o SmithGroupJJR
o Snohetta/Group 4
o Skidmore Owings and Merrill/Marcy Wong Logan
o WRNS Studio/Glass Architects
·August 18,2017 -A pre-proposal conference was held with the invited shortlisted firms for the RFP
phase.Staff representing Library,Parks &Recreation,Fire,and Police departments presented
information and vision of their new facilities.
·August 21,2017 -Following the conference,the RFP was issued and an interview date set for August
30, 2017.
·August 30,2017 -An interview panel consisting of City representatives and subject experts evaluated
the firms on their RFP,scored the six shortlisted firms,and came to consensus on the top two
candidates, ELS and SmithGroupJJR.
·October 13,2017 -ELS and Smith Group presented bus and virtual tours of Library,Community
Center, Fire and Police facilities.

At a special meeting of the City Council on October 13,2017,three Councilmembers as well as staff attended
“live”and virtual tours of representative projects from each of the two shortlisted teams.At the conclusion of
that effort,it was determined that before bringing any final recommended actions to the Mayor and Council,the
Measure W Standing Committee of City Council be provided with an opportunity to hear more directly from
each of the two teams.Thus,the ELS and Smith Group teams will be presenting directly and responding to
questions from the Measure W Standing Committee of Council at today’s meeting.After the presentations,
Standing Committee members will have an opportunity to ask questions of each team.
The format of the meeting will include 20 minutes of presentation followed by 20 minutes of questions and
answers from each team.SmithGroupJJR will lead off the presentations for this meeting.ELS will follow with
their presentation.After the team presentations,staff will be available to respond to questions and provide
additional information.
Next Phase
The next step in the Master Architect procurement process will be feedback from the November 1,2017
Standing Committee of Council meeting as part of a discussion by all City Council at the November 8,2017
regular City Council meeting.At the November 8 meeting,City Council may select a preferred firm and
provide direction that will allow staff to begin negotiations of final scope and fees with the selected firm.An
agreement with final scope and fees could be presented for City Council consideration as early as the
November 20, 2017 City Council meeting.
FISCAL IMPACT
This is an information item. There is no impact to the City’s budget.
CONCLUSION
It is recommended that the Measure W Standing Committee of Council review the information provided in this
report and receive additional information via presentations from the two shortlisted Master Architect teams.
