JOINT RESOLUTION ,OF THE CITY COUNCILS OF THE CITY
OF SOUTH SAN FRANCISCO AND THE CITY OF PACIFICA
ENDORSING THE CITY-COUNTY HIGHWAY PLAN FOR SAN
MATEO COUNTY AND SETTING FORTH CERTAIN REVISIONS
AND CONDITIONS IN CONNECTION THEREWITH
WHEREAS, the City Councils and City staffs of the City
of South San Francisco and the City of Pacifica have carefully
reviewed the City-County Highway Plan for San Mateo County
dated November 6, 1962, and have considered said plan in re-
lation to the total highway and traffic circulation require-
ments of the North San Mateo County area, and have considered
the various proposed means of financing said highway system
including that certain plan advanced by the Governmental Re-
search Council of San Mateo County, and
WHEREAS, the Cities of South San Francisco and Pacifica
are situated at the opposite ends of two major cross-county
lateral highway systems which must be developed on a coordin-
ated and mutually agreeable basis, and
WHEREAS, said City Councils are also concerned with the
close relationship between the City-County highway lateral
system and the related system of State Freeway laterals as
shown in said City-County Highway Plan, and are particularly
aware of the importance in the North County Area of the Route
229 Freeway.
NOW, THEREFORE, BE IT RESOLVED that the City Councils
of South San Francisco and Pacifica do hereby individually
and jointly endorse said City-County Highway Plan for San
Mateo County subject to the following proposed revisions and
conditions:
1. That the revisions in staging of the Chestnut Avenue
and Hickey Boulevard lateral systems be made as follows:
a. Shift construction of Hickey Boulevard between
Skyline Boulevard and Junipero Serra Boulevard
from Stage 2 to Stage 1, thus increasing Stage 1
costs by $1,620,OOO.
b. Shift construction of Hillside Boulevard-Ran-
dolph Avenue between Lincoln Street and Bayshore
Freeway from Stage 1 to Stage 2, thus decreasing
Stage 1 costs by $1,145,OOO.
c. Shift construction of Chestnut Avenue between
Junipero Serra Boulevard and Mission Road from
Stage 1 to Stage 2, thus decreasing Stage 1 costs
by $1,270,OOO.
2. That the total Stage 1 savings in the amount of
$795,000 realized as a result of the staging revisions
outlined in "1" above, together with the sum of
$205,000 from Stage 1 Financing Program, or a total
amount of $1,OOO,OOO, be pledged and made available
as a City-County contribution to that section of the
Route 229 Freeway to be situated between the Cabrillo
Highway and Skyline Boulevard, said contribution be-
ing for the purpose of expediting construction of the
westerly portion of said Route 229 Freeway.
3. That the program for financing the $35,000,000
Stage 1 road bond issue as formulated by the Govern-
mental Research Council of San Mateo County under date
of January 15, 1963, and as approved in principle by
the San Mateo County Board of Supervisors on January
22, 1963, be adopted as the basis for financing said
Stage 1 highway program.
4. That copies of this Resolution be transmitted to
the San Mateo County Board of Supervisors and to
the Greater Highways Committee of San Mateo County.
