MATTERS FOR CONSIDERATION
I. Motion to approve the Minutes for March 01, 2023.
Motion — Board President Lujan / Second — Councilmember Addiego: to approve the minutes. The
motion carried unanimously.
2. Expanded Learning Opportunity (ELOP) Program Update. (Keith Irish, Assistant
Superintendent Educational Services and Greg Mediati, Parks and Recreation Director)
Assistant Superintendent of Educational Services Irish provided an update and noted that two
additional partners were being explored while current partners included the Boys and Girls Club, the
City of South San Francisco, and the City of Daly City. He shared that though 1800 students met the
requirements for ELOP, only 533 of the 1,000 spots available were utilized by students and families.
He also shared there would be potential changes to enrollment and registration as the responsibility
will shift to providers while the district will maintain responsibility in advertising and recruitment.
The district is also exploring the possibility of allowing vacancies to be filled with paid families and
is in the process of creating a position to oversee ELOP.
3. Joint Advisory Committee of the SSF Child Care Master Plan (JACCCMP) update. (Sharon
Ranals, City Manager) • Summer School Registration - Alignment with City programs.
(SSFUSD) • After School Providers - Alignment of Registration dates. (SSFUSD)
City Manager Ranals provided an overview of the City Childcare Master Plan and highlighted the
stakeholders in the Master Plan. She shared the committee has been meeting monthly since May of
2023 and shared that their priorities include affordability and workforce development. The next
meeting is scheduled for February 26, 2024.
4. Sunshine Gardens Elementary School collaboration on site improvements. (Sharon Ranals,
City Manager)
City Manager Ranals shared that Sunshine Gardens Elementary School is in the first phase of the
bond project. She expressed the City of South San Francisco would be happy to collaborate and
provide assistance with landscape architect sketches.
Superintendent Moore shared initial meetings have yet to happen but would be happy to explore
collaboration. Mr. Ted O shared they are off to a slow start. He introduced Bond Director Lori
Shelton, who explained that project assessment would begin to identify the current conditions of
facilities and campus, followed by the design phase. She also stated an internal committee will be
established to filter questions.
5. High School Summer Internship Program. (Leah Lockhart, Human Resources Director)
Human Resources Director Lockhart provided an update on the summer internship program and
noted the program dates would start June 10, 2024-August 2, 2024. She stated feedback was
welcomed from students regarding placement and that students would be selected using a lottery
process after meeting requirements.
Councilmember Addiego inquired if there were any updates to sites expanding to the business
community. Director Lockhart stated that the expansion would not occur this year but would be
explored. Vice Mayor Flores suggested connecting with the Chamber of Commerce and community
college job training to establish relationships and build connections.
6. Traffic/Safe Routes to School Update. (Eunejune Kim, Public Works Director)
Public Works Director Kim provided an update on the reduction of school speed limits and safe
routes to school. Senior Engineer Chou shared that the City is working closely with schools to
outreach and inform them of the project. He also provided an overview of the applications that have
been submitted for grants.
Vice Mayor Flores noted the importance of safe routes to school audits are important and requested
that Westborough Middle School be added to the audit on behalf of Councilmember Nagales.
7. Youth Government Day update. (Devin Stenhouse, Acting Communications Manager/DEI
Officer)
DEI Officer Stenhouse provided an update on selected dates, activities, and events with the
Mock City Council scheduled for April 17, 2024. Student capacity will be 20.

Requirements for eligibility were discussed and Superintendent Moore noted she would confirm
eligibility and report back. Vice Mayor Flores noted it would be beneficial for families to be a
part of the council meetings and encouraged staff to consider all applicants.
8. Every Kid Deserves a Bike program update. (Devin Stenhouse, Acting Communications
Manager/DEI Officer)
DEI Officer Stenhouse provided an update and stated all dates have been identified in May in
recognition of Bicycle Safety Awareness month. He also shared the program is looking to expand to
additional schools and exploring a Saturday to include three elementary schools. Board President
Lujan shared that the California Highway Patrol would be a great resource for helmets.
9. Proposed schedule for quarterly meetings. (Marie Patea, Executive Assistant to the City
Manager)
Executive Assistant Patea proposed dates for quarterly meetings of May 7, 2024, September 3, 2024
and December 3, 2024. The Committee unanimously agreed to the proposed dates.
ADJOURNMENT
Being no further business, Vice Mayor Flores adjourned the meeting at 3:24 p.m.
