RESOLUTION AUTHORIZING THE SUBMITTAL OF A
GRANT APPLICATION FOR THE SAFE STREETS AND
ROADS FOR ALL (SS4A) GRANT PROGRAM OR
SIMILAR GRANT APPLICATIONS FOR AN AMOUNT
NOT EXCEEDING $5,000,000 FOR SAFETY
IMPROVEMENTS IN THE HIGH INJURY NETWORK TO
SUPPORT THE CITY'S VISION ZERO POLICY.
WHEREAS, the Downtown corridor is highlighted on the City's High Injury Network, where these
roadway corridors have the highest percentage of serious and fatal crashes; and
WHEREAS, the improvements to be included in the implementation grant will include various
safety countermeasures that are expected to enhance safety along the road, pedestrian and bike network, and
routes to schools and transit; and
WHEREAS, the grant application also includes a funding request for the City to complete a Vision
Zero Action Plan; and
WHEREAS, the Safe Streets and Roads for All (SS4A) grant program funds regional, local, and
Tribal initiatives through grants to prevent roadway deaths and serious injuries; and
WHEREAS, staff requests the City Council approve the application to SS4A grant program for an
amount not exceeding $5,000,000 for safety improvements in the High Injury Network to support the City's
Vision Zero Policy; and
WHEREAS, staff requests the City Council to authorize a local grant match of 20% if grant is
awarded up to $1,000,000; and
WHEREAS, there is funding available under FY 2023-24 in Citywide Traffic Impact Fees under
related CIP Project Nos. tr2401, tr2406 and tr2408 and other unallocated Citywide Traffic Impact Fees to
cover the matching funds; and
WHEREAS, staff requests the City Council's authorization to submit all future grant applications
for safety improvements in the High Injury Network to support the City's Vision Zero Policy.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San
Francisco hereby authorizes an application for safety improvements in the High Injury Network to support
the City's Vision Zero Policy; and
BE IT FURTHER RESOLVED the City Council approves a local grant match of 20% if the grant
is awarded up to $1,000,000; and

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to take any
other related actions consistent with the intention of the resolution and accompanying staff report.
At a meeting of the City Council on 5/8/2024, a motion was made by Councilmember Addiego,
seconded by Councilmember Nagales, that this Resolution be approved. The motion passed.
