CALL TO ORDER: 7:00 p.m. A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, April 16, 2024, in the Council Chambers at the Library | Parks and Recreation Center. II. ROLL CALL: Present: Commissioners Battaglia, Burgo, Camacho, DeNardi, Uy and Lock. Staff: Greg Mediati, Director of Parks and Recreation Angela Duldulao, Deputy Director of Parks and Recreation Erin O’Brien, Business Manager Laura Armanino, Recreation Manager Joshua Richardson, Parks Manager Mike Mulkerrins, Recreation Supervisor Veronica Ortiz, Recreation Supervisor Brooke Bayangos, Recreation and Community Services Coordinator Gabriella Firpo, Recreation and Community Services Coordinator Kim Morrison, Recreation and Community Services Supervisor Lisa Wilson, Recreation and Community Services Coordinator Alexis Rogers, Recreation and Community Services Coordinator Jeanette Yoshida, Administrative Assistant II III. PLEDGE OF ALLEGIANCE: Commissioner Lock led the Pledge of Allegiance. IV. AGENDA REVIEW: Secretary Camacho requests the coversheet of the agenda be updated. V. CITIZEN PARTICIPATION: None present. VI. PRESENTATIONS 1. Introduction of New Employees: Manager Armanino shares that she will introduce the new hires in the Department who are all Recreation and Community Services Coordinators. As introduced, they all shared a little about themselves. List of new hires presented: • Gabriella Firpo, Recreation and Community Services Coordinator, Classes Division. • Brooke Bayangos, Recreation and Community Services Coordinator, Sports Division. • Lisa Wilson, Recreation and Community Services Coordinator, Senior Division. California Parks and Recreation Society District IV Awards: Manager O’Brien shares that on May 9 professionals and supporters of the California Parks and Recreation Society will gather at the Library | Parks and Recreation Center for their annual awards program. South San Francsico will receive four awards this year. • Award of Excellence (Facility Design): Library | Parks and Recreation Center • Professional Merit: Jim Reidy and Ercie Santos • Volunteer & Sponsor Citation Award: Evangelina Portillo Manager O’Brien gives a little background on each award recipient. Chair DeNardi congratulates all recipients. Secretary Camacho asks that the Department consider nominating Steve Firpo for a volunteer award for next year’s nominations. 3. Senior Advisory Committee Update: Manager Armanino gives update on the formation of the Senior Advisory Committee. In 2022, an Age-Friendly task force was created to look at how the community could be more livable for our seniors. As a result, we applied for and received to be part of the AARP Network of Age-Friendly Communities. Manager Armanino shares that they are looking at re-starting an advisory group and are looking to the Commission to see if they have any feedback or have interest in being on the committee. Commissioner Lock shares that he would volunteer to be on the committee. Commissioner Battaglia shares that she was on the task force and found it interesting and has seen some changes and would like to be included if space is available. Commissioner Lock deferred to Commissioner Battaglia’s placement on the committee. Secretary Camacho asked how many people could be on the be on the committee to which Manager Armanino responded that they are still deciding but are thinking between 5-7. She continues that if people are interested there will be an application process so that they can get a good range of people on the committee. Chair DeNardi suggests having members from different age groups involved. Parks and Recreation Commission Minutes of the Meeting of April 16, 2024 Page 3 Secretary Camacho adds that she has heard from a few community members that they believe the City does not have a Senior Center and is not sure if that is because it is no longer called Magnolia Senior Center. Maybe the committee can talk about possibly adding Senior Center to the name or if there is anything else that can be done to help with the confusion. Chair DeNardi shares that she is hearing concern from the community that the current location is small and may not be able to accommodate the baby boomer generation in the next 10-20 years, and that they would like to see the MSB be used for that in the future. Vice Chair Burgo asked what the expected timeline is for the applications and formation of the committee. Manager Armanino responds that they are looking at applications to come out over the summer. 4. Calendar of Events Director Mediati gives a brief update of the Calendar of Events. 5. Administrative Updates: Director Mediati shares no update other than memos included in packet. VII. FRIENDS OF PARKS AND RECREATION No updates at this time. VIII. BEAUTIFICATION COMMITTEE No updates at this time. IX. ADMINISTRATIVE BUSINESS 1. Motion to approve meeting minutes from March 19, 2024. Approved by motion. Motion: Secretary Camacho / Seconded: Chair DeNardi All voted in favor, other than Chair Lock, who abstained due to absence at the March meeting. 2. Cancellation of Summer Commission Meeting: Director Mediati shares that the staff is agendizing this item as an opportunity for the Commission, if they choose, to cancel a regularly scheduled meeting during the Summer. The dates would be June 18, July 16, and August 20. Secretary Camacho prefers July 16 and is not opposed to more than one meeting. Commissioner Uy prefers July 16 also. Vice Chair Burgo states she is open to any of those dates. Parks and Recreation Commission Minutes of the Meeting of April 16, 2024 Page 4 Chair DeNardi shares that July 16 may be the best day as the department will be preparing for Movie Night on July 19. Commissioner Lock prefers August 20 but is ok with July 16. He would like to second Secretary Camacho’s suggestion to consider cancelling both months if there isn’t anything pressing that needs to be discussed. Secretary Camacho asks if it is too early to know if there is anything that needs to be discussed during that time. Director Mediati responds that can add it on to revisit at a future Commission meeting. The only thing he’s a little hesitant about is the budget which is very interim at the moment and is not sure if they will need to come back in June for that. Secretary Camacho makes a motion to cancel the July 16th meeting/ Seconded by Commissioner Lock. All voted in favor. Secretary Camacho comments that in an upcoming meeting perhaps they can look at the possibility of cancelling August as well would make sense. 3. Movie Night Update: Supervisor Ortiz shares the movie options with the Commission for Movie Night scheduled for July 19 at the Orange Memorial Park meadow and August 16 at Martin Elementary School. The Department is planning on incorporating field day activities in recognition of Parks and Recreation Month. Three movie options are given to the Commission to help narrow the choice down to two: Trolls Band Together, Wish and Kung Fu Panda 4. Commissioner Uy thinks Trolls would be a good movie for kids and parents to enjoy. Vice Chair Burgo shares that she thinks Trolls would be the first option and then Kung Fu Panda 4. She hasn’t heard anything about Wish. Chair DeNardi shares that she looked up the reviews and Kung Fu Panda 4 rated pretty high and Wish didn’t get a good review, so her vote is for King Fu Panda 4. Secretary Camacho does not have an opinion to share as she has not seen any of these movies but said she has heard from other people that Wish was good and underrated. Commissioner Lock has not seen any of the movies, but grandkids would like to see Kung Fu Panda 4. Commissioner Battaglia thinks Kung Fu Panda 4 sounds good but hasn’t seen any of the movies. Parks and Recreation Commission Minutes of the Meeting of April 16, 2024 Page 5 Kung Fu Panda 4 and Trolls Band Together are the top votes. X. ITEMS FROM THE COMMISSION Commissioner Battaglia shares that she attended the outreach event for the Linden and Pine Park project and thought it was well done. Commissioner Lock apologizes for missing last month’s meeting and comments that Steve Firpo was a great colleague, and the Commission will miss him. He shares the awards given by CPRS reflect the great work the staff has done. He also speaks on Jim Reidy and Ercie Santos and the great job they do. Commissioner Uy shares that he noticed last month that at least one of the classes did not line up in the schedule and had to be changed later because there were two classes scheduled at the same time. He’s not sure if this happens a lot but wanted to bring it up to hopefully make sure it doesn’t happen in the future. He also shares that when he was at Crystal Springs, he saw a “plogging” station, which he explains that there are buckets and picksticks for people to use to pick up garbage as they are jogging. He thinks it may be a good idea to do something like this at the parks in the city. Vice Chair Burgo shares that she attended the Aquatics Center groundbreaking and thought it was a wonderful event and has also been attending bocce league. She attended the Linden and Pine Park open house where she was able to connect with a lot of people and it was very well organized. Looking forward to having more open houses to get more feedback. Secretary Camacho seconds the comments made by Vice Chair Burgo regarding the Pine and Linden Park open house and says that she heard people giving thoughtful feedback. Secretary Camacho goes on to say that the Youth Art show was well done and appreciated how they utilized the space on the three floors. Chair DeNardi shares that the Youth Art Show was amazing, and the art was beautifully displayed. She also attended the Linden and Pine Park open house and there was a good turnout. She learned about some of the history of the community members who used to work for the City and are very active in the community. The Karate Tournament was great. Chair DeNardi thanks staff for all their hard work and says it’s very much appreciated. XI. ITEMS FROM STAFF Director Mediati comments on the Linden Park event and thinks that being there on a Saturday morning was good for staff and the design team to see in terms of how the space is used. He also shares that the Mock City Council Meeting for the Youth Government Program will be tomorrow. Manager Richardson shares that at Clay Park they are currently repaving the basketball courts. The asphalt is currently curing which is why there is no striping at this time. The coloring will probably be added in the middle of May because it takes about 30 days for the asphalt to cure. Parks and Recreation Commission Minutes of the Meeting of April 16, 2024 Page 6 Deputy Director Duldulao adds that they are currently accepting applications for the Cultural Activities Grant Program and applications are due May 24. Manager O’Brien adds that we are accepting submissions for the June Art show now. Supervisor Ortiz shares that the Civic Ballet program will be doing their Spring Ballet Showcase on June 2 at 2:00 p.m. Commissioners are invited and level 4 through 10 students performing at South San Francisco High School.
