PRESENTATIONS
1. Proclamation recognizing May 5 - 11, 2024, as the 55th Annual Professional Municipal Clerks
Week. (James Coleman, Mayor)
Mayor Coleman read into the record a proclamation recognizing May 5 - 11, 2024, as the 55th Annual
Professional Municipal Clerks Week and presented the proclamation to Records Clerk Technician,
Valerie Acevedo, and Administrative Assistant II, Elvira Vieyra. Records Clerk Technician Acevedo
thanked the Council for their recognition.
COUNCIL COMMENTS/REOUESTS
Councilmember Nagales indicated that he would pass on his time to provide comments as he
recognized the crowd present.
Councilmember Nicolas congratulated the high school seniors who were recipients of scholarships
awarded through the South San Francisco Chamber of Commerce. She also requested the meeting be
adjourned in memory of longtime South San Francisco resident, Margaret Teresa Belmessieri.
Councilmember Addiego shared he attended the South San Francisco Chamber of Commerce
Luncheon and recognized Vice Mayor Flores for his contribution to making the event successful. He
also shared that he attended the Budget Subcommittee Meeting and noted improvement in the
anticipated deficit over the past month and shared the Council would be voting on the item next
month. He also recognized the passing and accomplishments of former Congressman Paul
McCloskey.
Vice Mayor Flores highlighted the second District 5 Neighborhood Clean Up Day and thanked the
volunteers who assisted along with public works and maintenance staff. He also highlighted the
annual San Mateo County Sheriffs Office Gun Buyback Event and noted its success.
Mayor Coleman recognized that in addition to Municipal Clerks Week, it is both teacher and nurse
appreciation week, and thanked them for their service. He noted he would defer his comments to the
end of the meeting.

CONSENT CALENDAR
—^ The Assistant City Clerk duly read the Consent Calendar, after which the Council voted and engaged
in discussion of specific items as follows. Item No. 8 was pulled by Vice Mayor Flores and
Councilmember Nagales for further discussion.
2. Motion to approve the Minutes for April 24, 2024. (Rosa Govea Acosta, City Clerk)
3. Report regarding Resolution No. 64-2024 authorizing the submittal of a grant application for
the Safe Streets and Roads for All (SS4A) grant program or similar grant applications for an
amount not exceeding $5,000,000 for safety improvements in the High Injury Network to
support the City's Vision Zero Policy. (Jeffrey Chou, Senior Civil Engineer)
4. Report regarding Resolution No. 65-2024 accepting $2,400 from the South San Francisco
Friends of the Library to support Library programs and supplies and approving Budget
Amendment Number 24.049. (Valerie Sommer, Library Director)
5. Report regarding Resolution No. 66-2024 authorizing the City of South San Francisco to
execute administering agency -state master agreements for Priority Legislative Budget
Projects. (Devin Stenhouse, DEI Officer)
6. Report regarding Resolution No. 67-2024 authorizing the acceptance of $30,500 in grant
funding from the Woodlawn Foundation to support Gene Mullin Community Learning
Center's after -school and summer homework program and amending the Library
Department's Fiscal Year 2023-2024 operating budget via Budget Amendment Number
24.050. (Valerie Sommer, Library Director)
7. Report regarding Resolution No. 68-2024 authorizing the City Manager to execute a
Professional Services Agreement with Beazley Security, LLC for cybersecurity services in an
amount not to exceed $264,000. (Tony Barrera, Director of Information Technology
Department)
Report regarding Resolution No. 69-2024 approving the Community Advisory Committee
Charter for the Residential and Commercial Anti -Displacement Roadmap. (Mori Dubon,
Housing Fellow)

Calendar 2-7, by roll call vote: AYES: Councilmember Addiego, Nagales, Nicolas, and Vice Mayor

Item No. 8: Housing Fellow Dubon presented an update on the Community Advisory Committee
Charter. Staff and the Council engaged in questions and discussions pertaining to the evaluation
matrix, appointment process, advertising, and marketing and requirements. Councilmember Addiego
expressed his concern with the cost and timeframe.

City Attorney Woodruff indicated the City has a process in place to provide translation services for
members of the public given advanced notice.
Motion — Vice Mayor Flores /Second — Councilmember Nicolas: To approve Consent Calendar 8, by
roll call vote: AYES: Councilmember Nagales, Nicolas, and Vice Mayor Flores, and Mayor Coleman;
NAYS: Councilmember Addiego; ABSENT: None; ABSTAIN: None;
PUBLIC HEARING
Councilmember Nagales recused himself due to a Conflict of Interest at 7:55 p.m.
9. Report regarding holding a Public Hearing on the City of South San Francisco's Community
Development Block Grant (CDBG) Fiscal Year 2024-2025 Annual Action Plan and adopting
Resolution No. 70-2024: approving the FY 2024-25 Annual Action Plan; authorizing its
submittal and all other required documents to the U.S. Department of Housing and Urban
Development; accepting funds approving appropriation of CDBG and HOME Administrative
funds; authorizing the City Manager to execute all documents and certifications necessary to
secure and award CDBG and HOME Administrative Funds; and approving appropriating
$88,150 from the Housing Trust Fund to support non-profit organizations providing housing
and homeless prevention programs. (Danielle Thoe, Housing Manager)

Economic and Community Development Director Selander presented the report. She clarified that
staff are collaborating with the YMCA to ensure they are connected and get their needs met. She also
clarified that the Magic Tooth Bus differs from the one funded in the past.

ADMINISTRATIVE BUSINESS
10. Report regarding Resolution No. 71-2024 calling for an immediate permanent bilateral
ceasefire; calling for the release of the hostages; in support of allowing humanitarian aid to
Gaza; and calling for the protection of the security of all innocent civilians in Israel and
Palestine. (Sharon Ranals, City Manager)
City Manager Ranals provided the report. She noted that an amended resolution was added for
consideration with minor edits to reflect accurate references.

The Council acknowledged the pain the community has endured as it pertains to the issue and
expressed their desire to embrace healing and peace. They also acknowledged how the matter affects
many residents personally.
Councilmember Nicolas indicated that she did not want to set precedent for the Council to weigh in
on matters beyond the City's purview.

ITEMS FROM COUNCIL — COMMITTEE REPORTS AND ANNOUNCEMENTS
Councilmember Nagales thanked Vice Mayor Flores for hosting Every Kid Deserves A Bike event
and reported that he attended the pop up event in hopes for a new park.
Councilmember Addiego requested the meeting to be adjourned in memory of former Congressman
Paul McCloskey.
Mayor Coleman expressed his concern regarding Boards and Commissions attendance and requested
staff to explore the issue.
Vice Mayor Flores reported that he attended the School District Liaison Meeting and requested that
staff explore moving the meeting to evenings. He also discussed the events he attended and thanked
staff and volunteers for all their hard work.
ADJOURNMENT
Being no further business, Mayor Coleman adjourned the City Council meeting at 10:29 p.m.
