A RESOLUTION APPROVING PROPOSAL AND SPECIFI-
CATIONS AND AUTHORIZING THE CALL FOR BIDS FOR
THE INSTALLATION OF A HARINE FUEL FACILITY -
SOUTH SAN FRANCISCO NARINA
RESOLVED by the City Council of the City of South San
Francisco, California, that
WHEREAS, the Project Engineer has submitted plans and
specifications for the construction and installation of a
Harine fuel facility at the South San Francisco ~arina en-
titled" Specifications and contract doc~enta for Narine Fuel
F~ellity at Oyster Point liarina - South S~n Francisco. California
and,
WHEREAS, the City Council desires to approve said plans
and specifications, authorize the work and call for sealed
proposals.
NOW, TItEREFORE, IT IS HEREBY ORDERED that
1. The plans and specifications for the construction
and installation of a. ~ari~e fuel facility at the South San
Francisco ~arina entitled "Specifications and contract documents
for Native Fuel Facility at O~t~r Point Narina - Soath ~an Fr~cisco.
California "
are hereby approved and the work therein provided is hereby
authorized, and said plans and specifications are herein re-
ferred to and by this reference made a part hereof same as if
recited herein verbatim.
2. The City Clerk of said City is hereby directed to
publish by two (2) consecutive insertions in the Enterprise-
Journal, a newspaper published and circulated in said City,
a notice inviting sealed proposals for the construction
and installation of a Marine fuel facility at the South San
Francisco Marina as called for in the plans and specifi-
cations entitled "Specific&tions and contract docu~ent~ for ~arine
Fael Facility at Oyster l~int ~rina - South San Francisco, Cal~forni&"
which are on file with the office of the City Clerk, the
first of which publication shall be at least ten (10) days
prior to the time fixed for opening the proposals. A copy
of said notice entitled "Public Notice - Marine Fuel Facil-
ity - Notice Calling For Proposals To Provide A Marine Fuel
Facility At The South San Francisco Marina" is attached here-
to and referred to and by this reference made a part hereof
as if set forth verbatim herein.
3. Each proposal shall be made in strict accordance
with and with due consideration to each provision of the
Contract Documents, which consists of the Public Notice,
General Inform~ion, Accepted Proposal, Agreement, General
Conditions, Specifications, Drawings, and all Addenda setting
forth modifications or interpretations of said Documents,
all relating to the documents titled "Marine Fuel Facility".
Documents may be obtained at the City Hall or from the En-
gineer, John A. Blume & ASsociates, Engineers, 612 Howard
Street, San Francisco 5.
4. Each proposal shall be accompanied by a cashier's
or certified check, payable to the City of South San Fran-
cisco, in the amount of $500 as a guarantee that the party
submitting the Proposal will enter into the Contract if
the award is made to him by the City. This check shall
be returned by City within thirty (30) days after execution
of the Agreement, except in case of refusal to enter into
the Contract within fifteen (15) days after notice of award,
the check of the party so refusing shall be forfeited to
tb~ City.
5. If the City elects to award a Contract, the award
will be made to that party which the City determines has
submitted the best Proposal of those received, and such de-
terminatio~ shall be made only after all Proposals received
have been evaluated by the City and the Engineer with regard
to the basic requirements of the Marina, said evaluation to
include, but not limited to, the Product Discount, the Period
of Agreement, the Estimated Cost of Facility, the time re-
quired to have the facility installed and operating, the
general quality, appearance, life expectancy, and maintenance
and operating cost of the facility, the financial responsib-
ility, technical ability, and general experience of the party
submitti~g the proposal, and the acceptance by and reputation
among the boating public of the products to be supplied.
Information which would help in evaluating the proposal should
be attached to .the proposal and listed on the sheet provided.
6. The City reserves the right to reject any or all
proposals, the right to waive any informality in any proposal
without cause or liability to any party, and the right to
construe patent ambi~uities and to seek clarification from
parties submitting proposals.
7. The Facility shall be located within that portion of
the Marina that has been partially financed by a loan from
the Division of Small Craft Harbors, Department of Parks and
Recreation, State of California, and this Facility and set-
vices shall be in accordance with the basic Agreement bet-
ween the City and State.
8. Proposals will be received by the City of South
San Francisco, Califo~nia, at the o£fice of the City Manager
of said City, City Itall, Grand Avenue, South San Francisco,
Califo~nia, on or before the hour of 2:00 p.m. PDT on
w~au~saay , the 3~t day of Ju~v
19~3.~, said time not being less than ten (lO) days from the
first publication notice. The proposals will be publicly
opened, examined and declared at that time and place and
award will thereafter be made by the City Council of said
City to the lowest responsible bidder or bidders making the
proposal, subject, however, to the right of said City Council
to reject any and all bids, which right is hereby reserved.
