PRESENTATIONS
4. Certificate recognizing May as National Bike Month. (James Coleman, Mayor)
Vice Mayor Flores highlighted the Coordinator of Safe Routes to School San Mateo County Office
of Education, Theresa Vallez-Kelly, Executive Director at Silicon Valley Bicycle Coalition, Clarrissa
Cabansagan, and Chair of the Bicycle and Advisory Pedestrian Committee, Darryl Yip, for their
support, partnerships, and contributions to the City of South San Francisco. They each thanked the
Council for the certificate and recognition.
1. Proclamation recognizing May as Jewish American Heritage Month. (James Coleman,
Mayor)
Mayor Coleman recognized the month of May as Jewish American Heritage Month and presented the
proclamation.
2. Proclamation recognizing May as Asian American and Pacific Islander Heritage Month.
(James Coleman, Mayor)
Councilmember Nicolas recognized the Month of May as Asian American and Pacific Islander
Heritage Month and presented the proclamation to Library Program Manager Han -Ching Wong.
Library Program Manager Wong thanked the Council for the recognition and invited the community
to the Library for events taking place on Saturday, May 25, 2024.
Proclamation recognizing May 19-25, 2024 as National Public Works Week. (James
Coleman, Mayor)
Councilmember Nagales read the proclamation into the record and presented it to Public Works
Director Eunejune Kim. Director Kim thanked the Council for the recognition.
5. Proclamation recognizing June as LGBTQIA+ Pride Month. (James Coleman, Mayor)
Mayor Coleman recognized the month of June as LGBTQIA+ Pride Month and invited all to attend
the Pride Celebration on June 1, 2024, from 10:00 a.m. to 4:00 p.m.
COUNCIL COMMENTS/REOUESTS
Vice Mayor Flores expressed his gratitude to all those who supported the Every Kid Deserves A
Bike program. He thanked staff and partners who contributed to the program's success and impact.
He requested the meeting be adjourned in memory of Aida Isassi.
Councilmember Nicolas congratulated the Parks and Recreation staff for the awards received at the
California Parks and Recreation Society recognition dinner. She also congratulated the Jack Drago
Cultural Arts Commission scholarship recipients. She thanked all those who attended and supported
the District 3 outreach event. She reminded all that the deadline for the cultural activities grant is
Friday, May 20, 2024. Lastly, she requested the meeting be adjourned in memory of Estela Maracha
and Alvin Wong.
Councilmember Addiego thanked the Chief of Police for the invitation to the Police Department
Retiree BBQ. He shared that he hosted a successful community meeting over the weekend at the
Library Parks and Recreation Building. He highlighted the building and shared that he booked the
Social Hall for National Night Out on August 6, 2024. He requested the meeting be adjourned in
memory of Joseph Regalia.
Councilmember Nagales shared that he attended the South San Francisco Health Fair and thanked
Kaiser Permanente for sponsoring and the Parks and Recreation team for organizing. He shared that
he is looking forward to City events and will be bike riding with the Police Department to explore
infrastructure for protected bike lanes. Lastly, thanked the Parks and Recreation Department staff for
hosting programs that allow our children, youth, and families to enjoy.
Mayor Coleman highlighted the upcoming City events to include API Heritage Month Celebration,
Memorial Day Breakfast Event, and Pride Month Celebration and invited all to attend. He also
provided an update on the sticker contest and shared the community will have the opportunity to vote

on them. He also shared that he would be hosting a community meeting at Ponderosa Elementary
School on June 24, 2024, at 7:00 p.m.

CONSENT CALENDAR
The City Clerk duly read the Consent Calendar, after which the Council voted and engaged in
discussion of specific items as follows.
6. Motion to approve the Minutes for May 8, 2024. (Rosa Govea Acosta, City Clerk)
7. Motion to approve the recommendation for the City Council to reject the sole bid received for
the 2024 Street Surface Seal and Citywide School Improvements Project (Audriana Hossfeld,
Senior Civil Engineer and Jeff Chou, Senior Civil Engineer).
8. Report regarding Resolution No. 72-2024 approving the summary partial quitclaim of a public
sewer easement for a storm sewer main on the properties APNs 015-031-020, 015-031-100,
and 015-031-160 (100 East Grand Avenue), due to the easement no longer needed by the City
(Matthew Ruble, Principal Engineer)
9. Report regarding Resolution No. 73-2024 approving the first amendment to the consulting
services contract with Lotus Water of San Francisco, California for the Storm Drain Master
Plan (SD2301). (Matthew Ruble, Principal Engineer)
10. Report regarding Resolution No. 74-2024 authorizing the City Manager to execute a First
Amendment to the Construction Services Agreement between the City of South San Francisco
and Draeger, Inc. for the Training Tower Maintenance Project (Lawrence Henriquez, Senior
Civil Engineer)
11. Report regarding Resolution No. 75-2024 authorizing the City Manager to execute a
Consulting Services Agreement between the City of South San Francisco and Dorman
Associates for architectural design services for the Westborough Preschool Project (Jacob
Gilchrist, Director of Capital Projects).

12. Report regarding Resolution No. 76-2024 authorizing the examination of sales or transactions
and use tax records by HR&A Advisors, Inc. (Tony Rozzi, AICP, Deputy Economic and
Community Development Director)
13. Report regarding Resolution No. 77-2024 authorizing an agreement between the San Mateo
County Library and the South San Francisco Public Library to provide staffing for the Big
Lift Inspiring Summers program in South San Francisco and approving Budget Amendment
Number 24.051 to accept up to $15,500 in reimbursement funding. (Valerie Sommer, Library
Director)
14. Report regarding Resolution No. 78-2024 approving the City of South San Francisco
Community Facilities District No. 2021-01 (Public Facilities and Services) levy of special
taxes for Fiscal Year 2024-25 (Jason Wong, Deputy Finance Director)
15. Report regarding authorization of a letter in support of the Water Emergency Transportation
Authority's (WETA) grant application for the San Francisco Zero Emission Ferry Project:
Investing in Equitable, Healthy, and Connected Bay Area Communities. (Christina Fernandez,

PUBLIC HEARING
16. Report regarding proposed amendments to Title 20 of the South San Francisco Municipal
Code to make minor revisions, corrections, and clarifications; modify and add development
standards to implement Housing Element programs and policies; and update regulations
pertaining to accessory dwelling units, and determination that the proposed Zoning and
General Plan amendments are categorically exempt from the California Environmental
Quality Act (CEQA). (Stephanie Skangos, Senior Planner)
Public hearing opened: 7:48 p.m.
Chief Planner Friedman introduced the item. Senior Planner Skangos presented the report.
Councilmember Nagales asked for clarification regarding the changes to the ordinance, supportive
housing, and Senate Bill 9. Skangos Senior Planner Skangos provided responses and noted
government code requirements. City Attorney Woodruff provided an overview of Senate Bill 9 and
clarified the impact to Charter Cities and not General Law cities.

amending Title 20 of the South San Francisco Municipal Code to make minor revisions, corrections,

ADMINISTRATIVE BUSINESS
17. Report regarding the City of South San Francisco Operating Budget for Fiscal Year 2024-25
(Karen Chang, Director of Finance)
City Manager Ranals provided an overview of the proposed budget and revenue shortfall. She
indicated the City will maintain a 20% reserve and stressed that budget imbalances are occurring
throughout San Mateo County and the State of California.
Finance Director Chang provided a detailed overview of the budget.
The Council engaged in questions and discussions surrounding the Countywide budget shortfall, cost
saving measures, and optimism in budget projections. The Council also thanked staff for their hard
work in balancing the budget. City Manager Ranals stated the item will be brought back for approval
on June 12th.
18. Report regarding the proposed Capital Improvement Program for the fiscal year 2024-25.
(Eunejune Kim, Director of Public Works/City Engineer, and Matthew Ruble, Principal
Engineer)
Principal Engineer Ruble presented the report.
The Council and staff engaged in questions and discussions surrounding proposed CIP projects,
funding requests, dropped projects, and frustration with PG&E's response to proposed projects.
19. Report regarding a Study Session on updating the Business License Tax structure. (Greg
Henry, Financial Services Manager)
Financial Services Manager Henry presented the report along with consultants Joe McDonald and
Alan Pennington with Matrix Consulting Group and Eric Meyers with HDL.
The Council and staff engaged in discussions and questions surrounding outreach to the business
community, alternatives to the proposed models, and timeline for placing the item on the ballot.

20. A report regarding an ordinance amending Title 2 of the South San Francisco Municipal Code
to decrease the potential number of members serving on the Cultural Arts Commission from
eleven members to nine members. (Sky Woodruff, City Attorney; Kimia Mahallati, Assistant
City Attorney)
Assistant City Attorney Mahallati presented the report and Parks and Recreation Deputy Director
Duldulao provided an overview of the commission.
The Council expressed the significance of maintaining balance within the commission and discussed
the expectations of the commission.

Motion — Councilmember Nicolas /Second — Councilmember Nagales: To introduce an Ordinance
amending Title 2 of the South San Francisco Municipal Code to decrease the potential number of
members serving on the Cultural Arts Commission from eleven members to nine members, by roll
call vote: AYES: Councilmember Addiego, Nagales, Nicolas, and Vice Mayor Flores, and Mayor
Coleman; NAYS: None; ABSENT: None; ABSTAIN: None; RECUSED: None;
21. Report regarding introduction of an ordinance amending Chapter 2.12 of the South San
Francisco Municipal Code and providing for a salary increase for the members of the City
Council. (Rich Lee, Assistant City Manager and Sky Woodruff, City Attorney)
City Attorney Woodruff presented the report and indicated state law allows compensation for
members of Council in a city the size of South San Francisco to cap at $1,600 per month. He stated
the ordinance would go into effect after the November 5, 2024, election and after the Council was
sworn in December 2024. Assistant City Manager Lee provided an overview of the monthly
compensation of elected officials throughout the County of San Mateo.
Councilmembers Nicolas and Nagales expressed concern about increasing council salaries given the
proposed citywide budget reduction.
Councilmember Addiego expressed his position on the increase and indicated Council salaries should
be reviewed annually to become a part of the budgeting process.
Vice Mayor Flores and Mayor Coleman expressed their support for an increase, highlighting the
importance of diversity within the Council and involvement beyond Council meetings.
After questions and discussion, Vice Mayor Flores motioned to increase the CounciI's salary to $1,400
per month.

22. Report regarding Resolution No.79-2024 approving the sale of a City -owned Below Market
Rate (BMR) housing unit at 2230 Gellert Boulevard, Unit 3105 (APN 104540050) to a
qualified buyer earning up to 100% of the area median income in accordance with the City's
BMR restrictions, priced at the time marketing begins, and authorizing the City Manager to
execute a Grant Deed, Affordable Housing Resale Restriction Agreement, and any other
documents necessary to effectuate the sale of the BMR unit. (Elia Moreno, Management
Analyst I)
Management Analyst Moreno presented the report.
Motion — Councilmember Nicolas /Second — Councilmember Nagales: To approve Resolution No.79-
2024 approving the sale of a City -owned Below Market Rate (BMR) housing unit at 2230 Gellert
Boulevard, Unit 3105 (APN 104540050) to a qualified buyer earning up to 100% of the area median
