Please follow the street surface seal project on the City's website at ssf.net for any construction updates. •Commissioner Chan asked if maintenance staff could clean the area after themetered spaces are removed. He mentioned a lot of trash and debris builds up atthat location. Dave Bockhaus, Public Works Deputy Director responded, the Code Enforcement Division is working with the business to maintain that area.•Commissioner Chan also extended his gratitude towards the Engineering Divisionfor sending out the notices to the residents. ITEMS FROM THE STAFF: 1.Bike Lanes for the Boulevards (Lawrence Henriquez, Senior Civil Engineer)o Lawrence Henriquez, Senior Civil Engineer went over the Bike Lanes for the Boulevards presentation.o Commissioner Carbone asked why Junipero Serra Boulevard and Hickey Boulevard were not included in the study. Lawrence Henriquez, Senior Civil Engineer responded, the project itself is a big undertaking and that intersection did not come up for this study. Dave Bockhaus, Public Works Deputy Director chimed in and mentioned that intersection was studied years ago. There is already a plan in place, but we are currently lacking funding. Commissioner Carbone requested City staff to provide the plans for this intersection.o Commissioner Abarca raised concerns on the design of the median pedestrian/bike lane.o Commissioner Carbone suggested the Engineering Division reach out to San Mateo on their feedback of the median pedestrian/bike lane. o Vice Chair Yuen asked if the design would require signal modifications. Lawrence Henriquez, Senior Civil Engineer responded we would have to take into consideration signal timing for the pedestrians to the median. Signal lights would have to be changed to accommodate the bicyclists and pedestrians.o Commissioner Carbone asked if there are plans to extend the bike/pedestrian lane to Skyline Boulevard. Lawrence Henriquez, Senior Civil Engineer responded, this design would extend to Skyline Boulevard. o Chair Monzon asked if they had a number of how many bicyclists along Westborough Boulevard from their study. Lawrence Henriquez, Senior Civil Engineer responded they did not capture any foot traffic during the study. Commissioner Carbone mentioned the corridor is not currently accessible to pedestrians or is it safe for bicyclists, so not many people use that route. If it were to become accessible, the numbers would likely increase.o Commissioner Carbone mentioned he doesn't see a purpose if this design doesn't lead to another access point such as Skyline Boulevard or Callan Boulevard. Lawrence Henriquez, Senior Civil Engineer reiterated the fact that all of this is still in the feasible study phase. The plan is to most likely extend the access points to the Westborough Shopping Center and the Plaza on Callan Boulevard. If we try to extend the access point to Skyline Boulevard, the curvature and incline would not be in favor of this type of design. Additionally, there will be at least 3 to 4 alternate designs so the current one in discussion is just an example. o Chair Monzon raised concerns on the overlap of projects. There have been instances where the City has patched potholes and a week later, a utility company would dig up the road for their projects. Lawrence Henriquez, Senior Civil Engineer responded, we will be sending the utility companies a notice of intent ahead of time for them to complete their projects. This will be 2-3 years down the line as we get closer to the construction phase. o Commissioner Carbone asked if the diverging diamond interchange in Manteca, California currently in operation. Lawrence Henriquez, Senior Civil Engineer confirmed this interchange was currently in operation.o Vice Chair Yuen mentioned he had the chance to drive on a diverging diamond interchange in the State of Michigan. He expressed his interest and approved its functionality but had concerns of this conceptual plan in South San Francisco. This is a big capital investment which will impact a lot of construction and right-of-way.o Commissioner Carbone shared his experience driving on a diverging diamond interchange in Reno, Nevada. o Commissioner Carbone asked how long it would take for all of this to be completed. Lawrence Henriquez, Senior Civil Engineer responded, if we continue to get funding, then probably 5 years before we start construction.o Commissioner Carbone asked if the City is pushing for one design over another. Lawrence Henriquez, Senior Civil Engineer responded, nothing is final yet. At the end of this feasibility study, we plan to have at least 3-4 alternatives and that is still evolving. o Vice Chair Yuen asked about the temporary K71 bollards on Junipero Serra Boulevard and what the final plan was. Lawrence Henriquez, Senior Civil Engineer responded the bollards will remain and the plan is to make it a protected class 4 bike lane. Vice Chair Yuen asked if there were plans to add sidewalks. Lawrence Henriquez, Senior Civil Engineer responded the protected bike lane will also act as a pedestrian path.o Commissioner Abara asked if Junipero Serra Boulevard will be converted into one lane to accommodate for the protected bike/pedestrian lane. Lawrence Henriquez, Senior Civil Engineer responded the road is wide enough to accommodate the two vehicular lanes along with the bike/pedestrian lane. o Commissioner Carbone asked if something could be done about the speed limit on Junipero Serra Boulevard. Dave Bockhaus, Public Works Deputy Director responded that the City conducted a speed survey on Junipero Serra Boulevard last year and the 85 percentile was 51-52mph. Since the study showed that the number was slightly over 50 mph and no accidents were reported, there is no justification to change it. This is also a state highway, so we have to abide by highway speed limits. Commissioner Carbone also mentioned adding the additional signal light at Junipero Serra Boulevard and Clay Avenue should help with speed calming.o Commissioner Carbone asked if the City would be coordinating with San Mateo County for the stretch of Camaritas Avenue to Junipero Serra Boulevard. Lawrence Henriquez, Senior Civil Engineer responded, at some point we will have to start the conversation with San Mateo County and Caltrans but again, this is still in the very early stages of the feasibility study.o Secretary Garren reminded the Commission that they can also provide their feedback by clicking on the front-page banner of the City website. •Commission Updates to City Council (Summer 2024) o Secretary Garren reminded the Commissioners that the City Council meeting is tentatively scheduled for late September or early October.o Secretary Garren mentioned the downtown walk combined with the Parking Place Commission is tentatively scheduled for the September meeting. During the August meeting, we will plan a route for the downtown walk. Vice Chair Yuen asked if the downtown walk will be scheduled as the same time as the regular Commission meeting or during the day. Secretary Garren responded that the downtown walk will be a special joint meeting and will begin at 5pm.o Commissioner Carbone suggested the comm1ss1oners introduce themselves, discuss their roles and to limit the presentation to 3 slides per Commission.o Secretary Garren suggested keeping the layout of the slides to be consistent with one another.o Vice Chair Yuen suggested touching on projects that were discussed, goals and role as commissioners.o Chair Monzon suggested coming up with a list to City Council on their recommendations. He mentioned this is an opportunity to speak to City Council about extending their roles and responsibilities.o Chair Monzon also brought up the lack of public comments during the Commission meetings. He would like to see an invitation go out or included in the weekly newsletters. He suggested we bring this up to City Council as a way of promoting the Commission to the public. o Commissioner Carbone brought up his concerns on the time limit of the presentation. He is worried that three minutes is not enough time to make an argument on amending the municipal code on the Commission's roles and responsibilities.o Commissioner Chan reiterated that the talking points of the presentation should be an introduction, current status and bullet points of recommendations. To push for a code amendment, the City Council meeting would not be the place to discuss that subject. The Commission would first need to write a report with direction of City Staff and City Attorney, and then agendized and approved by City Council.o Commissioner Carbone raised concerns that they would not have sufficient time to discuss what they want. Commissioner Chan mentioned we do not have to elaborate our bullet points, nor do they have to talk about all of them.o Secretary Garren went over the City Council presentation layout. This is a quick introduction to City Council and the public on the names that are beyond the City's website. She suggested speaking about the Commissioner's roles and responsibilities as well as a bulleted list of goals. The pictures from the downtown walk should be incorporated in the presentation as well. If the Commissioners wish to speak about anything beyond those points, then she suggested that be agendized for an upcoming commission meeting and write a letter to City Council.o Vice Chair Yuen mentioned this presentation is to introduce the Commissioners to City Council and explain the roles and responsibilities of the Commission. This is to pique the interest of not only City Council but the public as well.o Secretary Garren mentioned City staff will draft a presentation for the next meeting. o Vice Chair Yuen asked when the other Commissions were presenting.Secretary Garren responded, there are currently no other Commissions scheduled.•Review of 2405 Traffic Advisory Committee Minutes from May.o Secretary Garren mentioned these are only the minutes from May as the June minutes were not finalized yet. Moving forward, we will still have the Traffic Advisory Committee (TAC) minutes on the agenda however, she reminded the Commissioners to email [email protected] directly regarding any comments or suggestions they might have on the minutes.o Chair Monzon asked if the TAC minutes were provided on the agenda. Commissioner Chan responded, they are in the link of the agenda. The TAC agenda attachments are a courtesy and available for viewing on the link, but physical copies are not printed for the Commission meeting.o Commissioner Carbone thanked TAC for bolding the font on the action items on the TAC minutes. •Updates & AnnouncementsoChair Monzon reminded the Commissioners and City staff of National Night Out on August 6th and invited the Public Works Department to attend. o Downtown Walk/Special Meeting (September)•Commissioner Carbone asked if anyone else will be attending the downtown walk. Secretary Garren responded, we will be putting out the notice like any other meeting for the public to attend. Commissioner Carbone clarified, he was wondering if another organization such as the Bicycle and Pedestrian Advisory Committee (BPAC) would attend. o Vice Chair Yuen asked what we were looking for specifically on the walk. Secretary Garren responded, the intent of the downtown walk was to look for anything in the downtown area that needs to be addressed or improved. This can be anything related to parking or traffic.
