RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for appointments to
open seats on the Bicycle and Pedestrian Advisory Committee,Cultural Arts Commission,Equity and
Public Safety Commission,Housing Authority,and Parks and Recreation Commission.It is further
recommended that upon completion of interviews,the Council discuss and consider the appointment of
individuals.
BACKGROUND/DISCUSSION
Pursuant to Resolution No.27-2009,the City Council holds biannual recruitment/meetings to consider
appointments to Boards,Commissions,and Committees.On July 03,2024,the City Clerk’s Office issued a
Notice of Recruitment for vacant seats. The recruitment ended on Monday, August 05, 2024.
Summary of Open Seats
·Bicycle and Pedestrian Advisory Committee:One seat is open due to term expiration.Applicant may be
appointed to a term expiring August 27, 2028.
·Cultural Arts Commission:Two seats are open,one due to term limits and one due to term expiration.
Applicants may be appointed to terms expiring August 27, 2028, respectively.
·Equity and Public Safety Commission:One (at-large)seat is open due to term expiration.One
applicant may be appointed to a term expiring August 27,2028.The seat vacant due to resignation was a
council-appointed seat of District 5.Vice Mayor Flores appointed Edith Arias as the representative for
District 5, with a term expiring December 13, 2026.
·Housing Authority:Two seats are open due to term expirations.Applicants may be appointed to terms
expiring August 27, 2028, respectively.
·Housing Authority Tenant Commission:One seat is open due to term expiration.Tenant applicant may
be appointed to a term expiring August 27, 2026.

Summary of Meeting Times, Term Lengths/Limits and Agency Purpose
The Bicycle Pedestrian Advisory Committee meets on the first Wednesday of every other month,at 6:00 p.m.
Commissioners are appointed to four (4)year terms and are limited to three (3)consecutive terms.The purpose
of the Authority is to serve as an advisory committee and make recommendations to the City Council on policy,
programming,improvements,operation,maintenance,accessibility,and usage of bicycle and pedestrian
facilities throughout the City.
The Cultural Arts Commission meets on the fourth Tuesday of every month at 6:30 p.m.Commissioners are
appointed to four (4)year terms and are limited to three (3)consecutive terms.The Commission encourages
and promotes cultural arts activities within the community and acts as an advisory body to the City Council on
matters pertaining to the arts and cultural affairs.
*Note: Effective July 12, 2024, the commission membership was reduced to 9 members*
The Equity and Public Safety Commission meets on the third Monday of every month, at
6:00 p.m.Commissioners are appointed to four (4)year terms and are limited to three (3)consecutive terms.
The purpose of the Commission is to make recommendations regarding policies and procedures that impact
equity,safety,and security across City departments.This Commission bolsters community participation and
decision-making and increases transparency and accountability.The Commission on Equity and Public Safety
focuses on a holistic approach to community safety.It applies an equity lens to advance fair housing,social
services, policing, and other areas.
The Housing Authority meets on the second Monday of the month at 6:00 p.m.at the Housing Authority
complex at 350 C Street.Housing Authority Commissioners are appointed to four (4)year terms and are
limited to four (4)consecutive terms.Housing Authority Tennant Commissioners are appointed to two (2)
year terms and have no term limits but are required to rent their living space in the property governed by the
Authority.The Authority approves the awarding of bids for any work to be done in the Authority (e.g.,painting,
tree trimming, and landscape maintenance) and changes to all policies, lease agreements, and contracts.
*Note-The commissioners do not serve as advisory body members to the City Council.They are appointed to
oversee the needs of the Housing Authority project only with oversight from the Department of Housing and
Urban Development (HUD).*
The Parks and Recreation Commission meets on the third Tuesday of the month at 7:00 p.m.Commissioners
are appointed to four (4)year terms and are limited to three (3)consecutive terms.The Commission advises the
Council on matters pertaining to public recreation,including parks and playgrounds.The Commission also
assists in the planning of a complete recreation program and in the planning of a department budget.

I have always worked to be an active and productive member of society and more specifically
the city of South San Francisco. As a Boards and Commission member I can bring another,
younger perspective to the council. I have a healthy appreciation of the present but believe
and appreciate the past and our traditions. I am often a vocal and passionate team member
and want to be part of the work to bring the next iteration of South City.
Along with having years of various leadership opportunities I currently serve as a member of
the Measure W oversight committee and attend as many events that our city hosts. In
addition, I have a passion and interest in serving this community. In addition, I have done the
research and participated in the Citizen Academy. I understand what I am signing myself up
for. I have roots here and continue to be motivated to live by Ghandi’s words of “be[ing] the

My vision for South San Francisco is keeping and understanding old traditions but building

What is your vision for growth in South San Francisco?
As an avid and regular cyclist and person who prefers walking around South San Francisco,
I feel that I have a very good handle on the needs and concerns of citizens that are both
cyclists and pedestrians. Likewise, I have a vested interest in helping ensure that these
needs and concerns are heard and supported by the city.
I am interested in being civically engaged in my neighborhood and community. As a
member of this community, I want to contribute in whatever way I can to improve the lives of
everyone living in it.
My history is a diverse one that ranges from work as an entrepreneur and business owner in
SSF, to a financial center manager at Bank of America, to currently being an educator and
data scientist. With this leadership experience, I can bring a a unique perspective on issues
that may come up within the Bicycle and Pedestrian Advisory Committee. Likewise, my
significant experience handling clientele and team members make me an ideal choice for
clear communication, negotiating compromise, and/or bringing people together towards a
common goal.
The location of South San Francisco makes it an excellent place to become a model for
efficient and environmentally friendly mobility for the entire Bay Area. I envision South San
Francisco as being a city that is built around an active community of pedestrians and
bicyclists. By focusing on creating pedestrian and bicycle friendly spaces, the city can grow
without all the headaches that come with high density car traffic. Just like everyone else in
the Bay Area, I detest sitting in traffic and attempting to travel via car. Creating a city where
people can congregate and enjoy the outdoors without the aggravation of trying to navigate
would encourage increased engagement and attract people to the city to walk around and
enjoy the various businesses and spaces available here.

A year ago, I sold my car. Ever since I have navigated our roads on my electric bus, ridden
the free shuttle, and taken public transit. Every day, I think about which roads South City
should prioritize to create a vibrant community of people walking, cycling, and taking public
transportation as we achieve our critical housing goals.
In my professional career at Peninsula Clean Energy, I work with leaders in local
government and nonprofits to develop transportation programs that serve our community. I
would use these skills to listen to the transportation needs of South City residents and
improve the effectiveness of our programs.
- I have served as President of Acterra's Young Professionals where we collaborated as a
small steering committee to host events and create professional development opportunities
- I served as President of Peninsula Clean Energy's Remote Work Committee. One person
from each department met to come up with a list of proposed policies for remote work. All
those policies were adopted by Senior Staff.
I would love for South City to be able house people at every income level, and especially
offer robust options for affordable housing. To achieve those goals, transportation is key.
South City would have cheaper and healthier alternatives to driving by having last mile
solutions that let people take advance of our prime location in this transit-rich city.

I'm interested in serving as a Boards and Commissions member for Cultural Arts as I want to
be more involved in my community and through this, I could incorporate both my passion for
community building and art. I feel as if I can contribute with my experiences as a Mexican
American, artist, and volunteer. Bring these qualities and to contribute towards the
innovation and growth of our city. I primarily want to focus on building encouragement about
art and how it benefits our lives through mental health or as a career.
I am qualified for this appointment because I am not only going to be able to bring a fresh new perspective into
the commission but I have a lot of experience in community building In SSF and the arts. During High School,
In the middle college program, I was a member of both the Leadership and yearbook club. This experience
gave me insight on how to engage the community and be able work with other members to coordinate events
for our program. I'm currently getting more involved with SSF events and I strive to be more active within the
city. I have also studied traditional art for about 2 years now while in the animation/ illustration program at San
Jose State. Learning how to use different materials from graphite, charcoal, gouache, acrylic, and digital. I
could bring these learning aspects and experiences to contribute to events for the commission. Furthermore as
a young adult, I want to encourage more demographics to be appreciated through art and thrive to build more
community through the arts.
My vision for the growth in South San Francisco, not only resides to the cultural arts commission but as a whole
community. Being able to represent all its people and my eagerness to be more involved has brought me to be
more attentive to the importance of that. It's about representing the people and inspiring them today as well as
our future generations to hold the prosperity and greatness of our community.
I tie this into bringing motivation to the cultural arts commission because the lack of representation I had
growing up about being involved in the arts made me feel misplaced and I want to contribute to expressing the
greatness of being a part of the growing community. Showcasing the opportunities and growth one can achieve
through expressing themselves in a creative and artistic way.

My diverse background in law enforcement, investigations, and financial analysis uniquely positions me to contribute valuable insights
and skills to the Commission. As a prior SF Deputy Sheriff and current District Attorney Inspector, I have gained firsthand experience in
the challenges and opportunities for promoting positive police-community relations. This experience has provided me with a deep
understanding of law enforcement, enabling me to offer informed perspectives on policies, procedures, and training that can enhance
public safety while ensuring equal treatment for all community members. I can bridge the gap between law enforcement and the
community, promoting mutual understanding and trust. Additionally, my background in auditing and whistleblower investigations has
given me the skills to identify systemic issues, analyze complex data, and develop practical recommendations for improvement.
Throughout my career, I have developed a deep understanding of community needs and concerns, giving me the ability to
communicate effectively with diverse groups, listen to their concerns, and work collaboratively to find solutions. I am committed to
using these skills to support the commission's efforts in promoting positive change and building a more equitable and safe community
for all residents.
My qualifications for this appointment include a unique blend of law enforcement experience, auditing expertise, and
whistleblower investigations. Having worked for three law enforcement agencies, I have firsthand knowledge of effective
and ineffective strategies for building strong community relations and implementing policies. I bring a perspective not
currently represented on the commission. My auditing background, including work at a Big 4 accounting firm and as a
supervisor for San Francisco County, has prepared me in identifying issues, understanding root causes, and creating
realistic measurable recommendations. This coupled with a strong understanding of budgets and financial
considerations, allows me to contribute valuable insights from a quantitative perspective.
Further, my role with San Francisco County's Whistleblower Program, overseeing 32,000 county employees, has given
me extensive experience in investigating public complaints fairly and impartially. I have developed expertise in
conducting and overseeing thorough investigations and formulating actionable recommendations for department
leaders.
My vision for growth in South San Francisco, as it relates to the commission's purview, centers on a community where equity and public safety
are at the forefront of our strategy. I envision a city where positive police and community relations are continuously strengthened through
proactive engagement and innovative policies. This vision includes ensuring our police department has the necessary resources to effectively
prevent and deter crime, building on their recent successes in managing crime trends. Simultaneously, working to implement and support
effective alternatives to criminal prosecution when appropriate, if it serves the best interests of our community as a whole.
A key aspect of my vision also involves protecting our most vulnerable populations, particularly our youth and elders. We would strive to enhance
and supplement existing county resources, if necessary, and identifying and addressing gaps in services to ensure comprehensive support.
Further, our city would focus on providing or referring disadvantaged individuals to resources that can empower them to reach their full potential
and actively contribute to the social and economic prosperity of our community.
In pursuing these goals, I would prioritize efficiency and effectiveness, carefully avoiding the creation of duplicative services already provided by
the county. Instead, my approach would focus on strategic collaboration with county services, filling critical gaps, and enhancing existing
programs to better serve the unique needs of South San Francisco residents. This "whole person" streamlined approach to public safety and

I am interested in serving as a Parks and Recreation Commission member because my
family and I enjoy and frequent the various outdoor parks in our city. It has been exciting to
see the different neighborhood parks get updated and particularly wonderful to see my two
children (ages 2 and 4) get to enjoy these beautiful parks. I am interested in getting involved
to continue the beautification of our city for future generations. I am also interested in
providing a voice to the performing arts community of our city. I was a ballet dancer for many
years, prior to becoming an attorney. I feel that my experience as a dancer, as well as, my
analytical mind as an attorney, would be a great asset and perspective on the Commission.
I have been an attorney for nearly 12 years. I am well versed in reading or listening to issues,
problem solving, and advising and providing recommendations on how to move forward. In
addition, my experience as a dancer can provide insight to the performing arts needs of the
community.
I would love to see South San Francisco become a theatre destination for the vibrant bay
area dance and performing arts community. It would be great to host performing art festivals
to provide opportunities for current local groups to perform, as well as, invite guest artists to
visit our city and collaborate together to create art and experiences for our community.

I am extremely passionate about creating a safe, beautiful, and resilient community where everyone can
thrive. The more I have learned about the responsibilities of the Parks and Recreation Commission, the
more I’ve realized how many aspects of my experience are a match for the role.
My early career in marketing and communications gives me a broad understanding of what it takes to
successfully promote programs and initiatives, and my current career in educational enrichment and early
childhood education can be a major asset to our preschool program. I have also led many volunteer
activities and environmental advocacy efforts throughout the years (details in next section).
More recently, health challenges have given me unique insight into ways disability can impact a person’s

Community Organizations and Events
Over the years, I’ve served on numerous volunteer and planning committees. I’ve also taken a leadership role in all kinds of community activities- including youth groups, volunteer
events, talent shows, art exhibitions, and food drives. By applying marketing principles at each phase of planning, and forming strategic partnerships with key organizations, I was able to
achieve each initiative’s goals without breaking the budget.

Educational Enrichment
My more recent professional experience is particularly relevant when it comes to the preschool program. I have been an enrichment educator for nearly fifteen years, including seven
years teaching preschoolers and kindergartners at a local art school. I absolutely love working with kids, and it was common for parents to specifically request me. Because my classes
were so well-received, the owner asked me to assist with hiring and training new teachers. I went on to develop teaching guides and a comprehensive instructor handbook.
Sadly, my health no longer allows me to regularly work directly with young children. However, I continue to train other teachers, and have also started working with a national educational
enrichment provider to improve and expand their operations.

Environmental Advocacy
Parks are a core element of our city’s growth. Far more than simple open spaces, parks play an increasingly important role in building community, improving public health, and protecting against environmental
destruction. As a commissioner, I would seek new ways to bring residents together in caring for our shared spaces, and champion forward-thinking projects like the Colma Creek restoration. Some more specific
priorities would include:
Increased Community Outreach
Between the activity guide booklets and efforts like the Pine Lot listening session, our Parks and Recreation department does a lot of great work connecting with residents. There are also gaps in our
communication, though, which could be closed with little to no cost to the city. For instance, until July of 2020, the Pine Green Lot and the Cypress & Pine Playground weren't listed on Google Maps. After I added
them, I started getting notifications that my listings had received hundreds, then thousands, then tens of thousands of views. As of today, they have been viewed a combined total of nearly 450,000 times.
As a commissioner, I would apply my background in marketing and communication to help build on existing outreach initiatives and identify and close gaps in our communication to literally and figuratively put our
parks on the map.

Strengthening our Parks System
Our city has wonderful parks and recreational facilities. Unfortunately, they are relatively siloed; pockets of green space tucked amid buildings and parking lots. It’s not particularly easy to get to them without
driving.
As a commissioner, I would work to strengthen our parks as a cohesive system, considering both how people will use each facility and how they will get there. As our city continues to improve bike and
pedestrian infrastructure, parks can become key hubs in that network, encouraging more people to get outside and experience all our city has to offer.
