1. Motion to approve the Minutes for the meeting of April 20, 2021.
Motion – Commissioner Mattusch / Second –Commissioner Zemke: to approve the minutes. The motion
carried unanimously.
2. Presentation on the 2022 Oyster Point Marina Annual Report. (Mike Futrell, City Manager, City
of South San Francisco and James Pruett, General Manager, San Mateo County Harbor District)
City Manager Futrell and San Mateo County Harbor District General Manager Pruett presented the 2022
Oyster Point Marina Annual Report. He stated there was a provision in the Operating Agreement that at
least once a year, the City Manager and the General Manager of the Harbor District would
collaboratively provide a status report to the Harbor District Liaison Standing Committee.
Councilmember Flores inquired about the completion status of the new restrooms at the site. City
Manager Futrell stated that all the waterfront was being delivered within the next 60 to 90 days.

3. Report regarding the status of the Phase 1-C park and landscape improvements at Oyster Point
Marina Park. (Greg Mediati, Director of Parks and Recreation)
Director Mediati presented the report regarding the status of the Phase 1-C park and landscape
improvements at Oyster Point Marina Park. He recommended that the Harbor District Liaison Standing
Committee be apprised of the improved parks and open space amenities at Oyster Point Marina Park.
Commissioner Mattusch inquired whether the pump station in the presentation was the only pump station
at the site. Director Mediati confirmed that it was the only large pump station at the site.
Commissioner Zemke was impressed by the project and was looking forward to the final product.
Councilmember Flores inquired whether the new site was open to the public to walk through or drive in
and park. Director Mediati stated the site was largely open including bay trails and sidewalk areas. He
noted the restroom buildings were currently closed but were on track to open again in June.
Councilmember Flores appreciated the ADA ramps and walkability of various routes and paths.
Councilmember Coleman was glad to see the project coming together and appreciated all the hard work
in creating an open space for residents to enjoy.
4. Update on the SPIT at Oyster Point Marina. (Matthew Ruble, Principal Engineer, Public Works
Department)
Principal Engineer Ruble provided an update on the SPIT at Oyster Point Marina. He discussed the
challenges of the area including conditions of flooding and reviewed the requirements for compliance,
potential ferry service, the enclosure layout, and options and costs for proposed solutions.
The Committee engaged in questions and discussions surrounding the timeline of the project, exploration
of small water taxis, public outreach, and future maintenance costs.
5. Update on the Kilroy Oyster Point Development project. (Jonas Vass, Kilroy Realty)
Jonas Vass provided an overview of the site phases and construction timelines.
6. Update on the Ensemble Hotel Development at Oyster Point Marina. (Ernesto Lucero, Economic
and Community Development)
Acting Deputy Director Lucero provided an update on the status of the future hotel development at
Oyster Point. He reviewed the timeline of the development and indicated construction is scheduled to
begin summer 2025 and end in fall 2027 and is anticipated to open between winter 2027 and summer
2028.
The Committee thanked Deputy Director Lucero for his presentation.

Being no further business, Councilmember Coleman adjourned the meeting at 1:53 p.m.

RECOMMENDATION
It is recommended that the Oyster Point Marina Joint liaison Committee accept the 2024 Oyster Point Marina
Annual Report as required by the 2018 Memorandum of Understanding between the San Mateo County Harbor
District and the City of South San Francisco.
BACKGROUND/DISCUSSION
The 2024 Oyster Point Marina Annual Report is required to be provided to the Oyster Point Marina Join liaison
Committee in accordance with Reference (a),Paragraph 8 of the 2018 Memorandum of Understanding.The report is
drafted in partnership with the City and the District with the understanding that both have a mutual desire to facilitate
improvements,operations,and maintenance of Oyster Point Marina property under the control of both parties for public
benefit.
FISCAL IMPACT
There is no fiscal impact to the City.
RELATIONSHIP TO STRATEGIC PLAN
Acceptance of the 2024 Oyster Point Marina Annual Report meets the City’s strategic goals of maintaining a high quality
of life for the community.
CONCLUSION
It is recommended that the Oyster Point Marina Joint liaison Committee accept the 2024 Oyster Point Marina
Annual Report as required by the 2018 Memorandum of Understanding between the San Mateo County Harbor
District and the City of South San Francisco.

This update on San Mateo County Harbor District activities at Oyster Point Marina is in
addition to and compliments the information provided in the 2024 Oyster Point Marina
Annual Report dated August 20, 2024.
The Oyster Point Marina is a remarkable public facility that provides a valuable service
to the public to include access to the marine environment, public shoreline trails and
picnic areas, affordable boat storage, a public boat launch and public fishing pier. It
also provides a superior location for kite surfing schools, fishing charters, and kayaking.
Its remote location on Oyster Point makes it a great location to see and study
shorebirds.
It is also a hub of ferry activity for the region, being one of the major hubs for the WETA
ferry and several private corporate ferries.
With the improvements provided by the Oyster Point Redevelopment Project and the
District’s efforts to maintain and capitalize on them, the Oyster Point Marina is modern,
clean, and well kept. An inviting place for the public to enjoy the maritime environment.
Update: The Oyster Point
Development raised the west
end area of Oyster Point over
eight feet above existing
elevation. The project did not
include the narrow strip of
land along the Bayshore
where the landing pads for
the entrance ramps for Docks
1 through 6 were located.
(See Exhibit (1)). To provide
access to the floating docks, Exhibit (1): West Basin Oyster Point Marina

the Development project installed ramps from the new elevated Bay Trail down to the
landing pads on the narrow strip of land unimproved by the project. This did not solve
the existing inundation issues associated with landfill subsidence of the landing pads
and flooding during plus or king tides. (See exhibits (2), and (3)).
The flooded ramps are a safety issue for persons accessing docks 1 through6. To
address this safety issue, the Harbor District is moving forward with the Entrance Ramp
Replacement Project. A $3.4 million construction contract is currently being funded by
the Harbor District.
The Harbor District is aware of the current conditions of the floating docks, and all
docksexcept Dock 11, are in need of replacement. But due to the exorbitant cost to
replace the docks, the Harbor District has undertaken a Floating Dock Life Extension
Project. The project includes an inspection of each dock and repairing or replacing deck
board, attachments (i.e. cleats) brackets, cross members, and floatation units. This
project will increase the freeboard, stabilize and firm up, and straighten each dock,
greatly improving the safety and life span.
The existing restrooms on the east end, and new restrooms on the west end have
greatly improved the facilities at Oyster Point Marina. All these improvements have
resulted in increased occupancy at Oyster Point, as well as maintaining the occupancy
rate.
Future Plans: The Harbor District is very interested in increasing the services provided
at Oyster Point Marina to include a return of the bait shop and a fueling station. Several
years ago, the District operated a Bait Shop on the parking island near the public fishing
pier. It was a great resource for the hundreds of fishermen that utilized the fishing pier
as well as the fishermen that launched their vessels from Oyster Point. It is a needed
resource that the District is working on bringing back to the marina.

The lack of fuel for vessels homeported or
launching from Oyster Point is a major distractor
for the marina. For a marina to be successful, it
must have fueling capabilities. The Harbor
District is investigating different options to
include a fixed above ground system (See
Exhibit (4) for an example) or mobile fueling
system (See Exhibit (5) for an example) at the
marina to serve the several hundred boats that
launch from Oyster Point Marina.
Another service requested by boat
owners, who do not want to keep their
vessels in a wet slip, is dry storage. The
District will be investigating the
possibilities of building a limited dry
storage system for private boats that will
allow boat owners to store their boats in a
safe location at the Marina, eliminating the
need to trailer the vessels from their
homes. This project has the potential to
eliminate several hundred round trips on Bay Area freeways to trailer boats to Oyster
Point on an annual basis, improving safety and conserving fuel.
The District is also planning to take advantage of the opportunity to construct a 40,000
sq ft commercial building at Oyster Point Marina as permitted by the 2017 Agreement.
This is a long-term goal based on resource availability, and will require an amendment
to the 2018 Agreement. This could also be an option for the dry boat storage.

Subj: Request to Initiate Discussions to Amend the 2018 Agreement
Recommended Action:
Receive report and approve request to initiate discussions to amend the Oyster Point
Marina 2018 Agreement between South San Francisco and the San Mateo County
Harbor District.
Discussion: This report from the San Mateo County Harbor District is in addition to
and compliments the information provided in the 2024 Oyster Point Marina Annual
Report dated August 20, 2024.
As a public Harbor District for San Mateo County, the District desires to continue
operating and managing the Oyster Point Marina, a publicly owned marina. The Harbor
District is well qualified and experienced in running and maintaining public marinas and
is very well suited to continue operating the marina at Oyster Point.
Issue #1: Today’s environment with respect to the cost of marina maintenance and
construction costs have significantly changed from 2018, the time period in which the
current agreement was discussed and approved. As one example, the replacement of
Docks 12, 13, and 14 were estimated by both the City of San Francisco and Harbor
District to be less then $5 million dollars. In today’s dollars, that same project is
estimated to be $18 million, an increase of 260%. This increase is due, in large part, to
the material and labor shortages caused by the COVID 19 pandemic and resulting
inflation. This increase in cost has prevented the Harbor District from meeting the
requirements in the Agreement to replace Docks 12, 13, and 14 by December 31, 2024.
Likewise, this significant increase has prohibited the District in the replacement of Docks
1 through 6, another requirement of the Agreement. The Harbor District would like to
initiate discussions with the City of South San Francisco to amend the agreement to
reflect the change in economy and establish realistic deadlines for replacement.
Issue #2: The 2018 Agreement did not supersede or replace the 2011 Agreement but
provided the 2011 Agreement would expire as to its own terms. The 2011 Agreement
will expire in 2026. The 2011 Agreement provided authority for the Harbor District to
construct a 40,000 sq ft retail building at Oyster Point. Specifically, the agreement
stated:

The 2011 Agreement expires on November 11, 2026. The District would like to extend
this time period beyond 2026. To extend the time the 2018 Agreement would require an
amendment.
Issue 3: The District is interested in developing new commercial activities at the marina
that will serve the boating and fishing public, this includes a new fueling station (either
fixed or mobile) and a small commercial bait shop. The District would like to amend the
2018 Agreement to allow for these future plans.
Issue 4: The District would like to discuss and clarify the responsibilities associated with
sea level rise and landfill subsidence in the 2018 agreement. The current agreement
states the City is wholly responsible to address issues related to both sea level rise and
landfill subsidence. There is a question between the City and Harbor District as to what
that responsibility includes, i.e. the boat launch ramp, access ramp landing pads?
While both the launch ramp and access ramps are the responsibility of the Harbor
District. Who is responsible for the pads and anchor points that have sank as a result of
landfill subsidence and are inundated with water at plus/king tides? The 2018
agreement requires an amendment to clarify this point.
