NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California, the City Council of the City of South San Francisco and the Planning
Comlnission of the City of South Francisco will hold a Special Joint Meeting on Wednesday, the 30th
day of January 2008, at 6:30 p.m., in the Comlnunity Room of the Municipal Services Building, 33
Arroyo Drive, South San Francisco, California.

JOINT STUDY SESSION: CONSIDERATION OF PRELIMINARY LAND USE
CONCEPTS FOR CHESTNUT A VENUE/EL CAMINO REAL AREA PLAN
RECOMMENDATION
Staff recommends that the City Council conduct a Joint Study Session to introduce and discuss
preliminary land use concepts for Chestnut A venue/EI Camino Real Area Plan.
BACI(GROUND
Location
The Chestnut Avenue/EI Cmnino Real Area (study area) is located near the geographical center of the City,
between the new South San Francisco BART Station and the Downtown. A nUlnber of factors affect the EI
Cmnino Real/Chestnut area: the frag}nented ownership of oddly-shaped parcels in the project area has
li111ited developlnent potential; the area was used for a wide-range oftempormyuses during the construction
of the BART -SFO Extension; the City has recently purchased a significant amount of vacant and/or
underutilized property in the corridor from the San Francisco Public Utilities Commission and others; and,
the proxilnity of the South San Francisco BART Station has raised land values and created developn1ent
pressures in the area. In addition, Chestnut Avenue is one of the City's most congested roads during peak
periods due primarily to traffic from Downtown and Hillside Boulevard traversing to El Camino Real m1d 1-
280.
Comprehensive Land Use Planning Effort
In December 2007, Planning staff put forth a Request for Proposals (RFP) to prepare a cOlnprehensive area
plan within the approximately 50-acre study area located roughly between Chestnut Avenue and the South
San Francisco BART Station. The plan is ailned at building on previous efforts including the General Plan,
the EI Camino Real Redevelopment Plan, the Transit Village Plan, the Grand Boulevard Initiative, the EI
Camino Master Plan, and an initial draft area plan developed in 2003, with the central ailn to develop the
area as a vibrant high density mixed-use neighborhood which allows for improved auto access as well as
attractive and accessible bicycle, pedestrian and open space connections.

DISCUSSION
The purpose of the Joint Study Session is to introduce and discuss long-tenn development opportunities and
potential land use options in an approximately 50-acre study area along the EI Cmnino Real Corridor. The
study area is roughly bordered on the northwest by the SSF Bart Station, Mission Road on the nOliheast, EI
Camino Real on the southwest, and south to A Street. (See Attaclnnents 1 and 2) The study area comprises
several public and privately owned parcels, including the SF-PUC properties, Ron Price Motors, the
Chestnut Shopping Center, the Buri-Buri Shopping Center, Broadmoor Landscape Supply, Kaiser Medical
Center, and the BART Right-Of-Way. City staff will summarize the development opportunities m1d receive
COffilnent froln the City Council and the Planning COlnmission. (See Attaclnnent 3)
The key studies and plans include the following:
South San Francisco General Plan
In October 1999, the City Council adopted the 1999 South San Francisco General Plan Update. The Plan
presents a long-term, comprehensive plan to help the cOlmnunityunderstaI1d the issues and find solutions for
land use, housing, econolnic development, alternative transportation, and conservation needs for the various
neighborhoods that make up our city. The Plan also reflects a pro-active cOlmnunity outreach which
involved cOlnmunity and public meetings held by the City Council, the Planning Commission, other City
Boards and COlnmissions, the Chamber of COlnmerce, and several cOlmnunityorganizations.
Between 1999 and 2002, the City developed four primary goals for land use planning and econOlnic
development within the Study Area: (1) to improve circulation on Chestnut Avenue, (2) to enhance the
viability of existing commercial uses in the area (particularly regional auto sales and supennarket uses) by
reconfiguring and agg}"egating land ownership patterns, (3) to aggregate slnall m1d oddly-shaped parcels into
coherent, viable sites for Inixed-use infill development opportunities, and (4) to outline an ilnplelnentation
strategy which connects public infrastructure improvements vvith private development.
The City has targeted the EI Camino Real/Chestnut Area for severallnajor ilnprovements. The 1999 General
Plan calls for an extension of Oak Avenue to relieve congestion on Chestnut Avenue, as well as a major
extension of Orange Park. The City is currently constructing a linear park and bikepath over the BART-SFO
right-of-way. The City recently purchased 14 acres of vacant land froln the San Francisco Public Utilities
COlnmission and Ron Price Motors (an existing auto dealership) to facilitate the development of the bikepath
and consolidate the lands for potential mixed-use development.

2002 El Camino Real/Chestnut Area Land Use and Urban Design Plan
In 2002, the City hired a consultant temn to prepare the EI Camino Real/Chestnut Area Land Use and Urban
Design Plan. The Plan is in draft form and will provide a strong basis for this land use study.
The Grand Boulevard Initiative
The City, along with neighboring communities within San Mateo and Santa Clara Counties that abut EI
Camino Real is pmiicipating in a task force to rethink the corridor's potential for housing and urban
development. This task force has developed ten guiding principles to direct future develoPlnent in the area,
which were recently approved by the Planning COlnmission and the City Council.
EI Camino Real Master Plan
Last year, the City adopted the EI Camino Real Master Plan, with the goal to "develop EI Camino as a
boulevard that accolmnodates its role as a regional corridor but with streetscape and development that
provides identity to the street." The plan focuses on streetscape improvements (sidewalks, crosswalks,
landscaping, signage, lighting, bus shelters, etc.) as well as costs, phasing, and potential funding sources.
Kaiser Hospital
Kaiser currently has a proposed project pending before the Plamling COlnmission to convert the fonner
Inotel property at 1330 EI Cmnino Real for use as offices, storage and overflow parking. In November 2007,
the proj ect was conceptually reviewed by the Planning COlnmission at a study session. The COffilnissioners
offered a range of COffilnents focusing on the need for an area-wide Im1d use and develoPlnent study since the
project involves rezoning land desig}1ated for Transit-Oriented Developlnent. They noted paIiicular concen1
about fuliher encroacmnents into this zone since, in accordance with state law, hospital buildings must be
completely retrofitted for seislnic safety by 2030. While replacelnent is not anticipated until 2017-2030,
City staff has discussed its strong interest in working with K.aiser early on in the process to encourage a
thoughtful approach to its redevelopment. To the g}"eatest extent possible we are encouraging I(aiser to
intensify its use within its existing acreage, rather than expanding significantly toward EI Cmnino Real.
CONCLUSION
The City has undertaken a number of planning efforts in and around the study area. The Area Plan will
afford the opportunity to SYnthesize these efforts and refine the overall land use and circulation goals as well
as outline strategies/approaches to achieve those goals.
