NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California, the City Council of the City of South San Francisco will hold a Speci~il Meeting
on Monday, the 11th day of February, 2008, at 6:30 p.m., in the City Hall Conference Room, 400
Grand Avenue, South San Francisco, California.
Purpose of the meeting:
1. Call to Order.

A RESOLUTION AMENDING THE CITY COUNCIL
HANDBOOK SECTIONS RELATED TO THE
ABSENTEEISM POLICY GOVERNING SOUTH
SAN FRANCISCO BOARD AND COMMISSION
MEMBERS
WHEREAS, at a special meeting of the City Council held on February 3,
2007, the City Council directed staff to prepare amendments to the City Council
Handbook regarding the procedures and policies for addressing attendance at Board
and Commission meetings.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
South San Francisco that the City Council hereby authorizes the following
amendments to the City Council Handbook:
Paragraph four of the section titled "Procedures for Making Appointments and
Reappointments" on pages 25-26 of the City Council Handbook, is hereby amended
to read as follows:
Vacancies in any board or commission are filled by appointment in the same
manner as original appointment. When a vacancy occurs leaving an
unexpired portion of the term, any appointment is for the unexpired portion of
the term. The interest of the City is served best by actual and regular
participation by Board and Commission members. Thus, upon the second
absence from a regular meeting within any rolling twelve-month period the
Mayor shall have the discretion to either send a written communication
advising of the potential consequences of a third absence within the rolling
twelve month period, or, alternatively, make a telephone call to the member.
Any member of an appointed Board or Commission missing a third scheduled
meeting within any rolling twelve-month period shall have his or her name
automatically placed on the next regularly-scheduled City Council agenda for
consideration of possible removal from the board or commission Members are
also encouraged to give adva~~ced notice of their absence from meetings. This
absentee policy as expressed in the Council Handbook shall be as provided on
the application for membershup on a board or commission and as provided in
the congratulatory letter welcoming new commissioners and members.

SUBJECT: Board and Commission Appointment Process
RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for
appointment to the open seat on the respective Board, Commission or Agency each has applied
for; and that at the February 11, 20013 Special Meeting of the City Council, Council interview
each citizen in accordance with the questions attached hereto. It is further recommended that
upon completion of interviews for the positions, Council move to appoint a Commissioner and
Trustee to respective three-year terms on the parking Place Commission and Library Board,
and that Council move to appoint persons to fill the vacancies on the Planning Commission and
San Mateo County Flood Control District through the remainder of the respective resignee's
term.
BACKGROUND/DISCUSSION
On January 11, 2008, due to expiration. of terms and resignations, the City Clerk's Office initiated
recruitment for the following Boards and Commissions:
a. Parking Commission-Expiration of Term (Irli). The appointee will serve a three year term to
expire December 31, 2010. According to the records maintained by the City Clerk's Office
upon the City Clerk's installation to Office on December 4, 2007, Mrs. Irli has completed two
full terms and is thus eligible to serve two additional three year terms. .
b. Library Board- Expiration of Term (Baldocchi). The appointee will serve a three year term to
expire June 30, 2010. According to the records maintained by the City Clerk's Office upon the
City Clerk's installation to Office on December 4, 2007, Mr. Baldocchi has completed two full
terms and is thus eligible to serve two additional three year terms.
c. San Mateo County Flood Control District- Vacancy (Lorenzini). The appointee will serve the
remainder of Mr. Lorenzini's term to expire March 31, 2009.
d. Planning Commission-Vacancy (Honan). The appointee will serve the remainder of
Commissioner Honan's term to expire December 31, 2008.

The City Clerk's Office posted the attac;hed Notice of Term Expirations and Vacancies on Monday,
January 14, 2007 at City Hall, MSB, City Hall Annex, West Orange Library and the Grand Avenue
Library. A statement announcing the vacancies and identifying the application deadline including a link
to the application has been on the City's website homepage during most of the recruitment period.
Notification was sent to the Agenda Distribution list maintained by the City Clerk's Office as well as to
current Commissioners and Board Members. The Notice was also published in the San Mateo County
Times on Saturday, January 19, 2008 and Thursday, January 31, 2008, and in the San Mateo Daily
Journal on Friday, January 18, 2008 and Tuesday, January 29, 2008. A brief announcement of the term
expirations and vacancies was posted o:n the Community Channel until February 7 at 5:00 p.m. The City
Clerk's Office also sent letters to individuals who had submitted applications to serve on the affected
entity within the past year and a half, but whose applications had expired because they were submitted
more than one year ago.
The City Clerk's Office accepted applications unti15:00 p.m. on Thursday February 7, 2008.
SUMMARY OF AGENCY PURPOSE,. TERM LENGTHS AND MEETING TIMES
The Parking Place Commission meet:> the second Tuesday of the month at 4 p.m. at City Hall and is a
three-year term. Commissioners are limited to four consecutive terms of service. The Parking Place
Commission acquires, administers, maintains, operates, manages and enforces the rules governing
parking spaces and parking lots located. within Parking District No. 1, which encompasses most of the
downtown business district, and exercises powers set forth in the Streets and Highway Code of the State
of California.
The Library Board meets on the fourth Tuesday of every month at 7:00 p.m., at the Main Library and is
a three-year term. Trustees are limited to four consecutive terms of service. The Library Board works in
conjunction with the Library Director to develop a plan of service, evaluate and advise council and staff
on the need for services and programs, and adopt policies as necessary for the administration of the
library.
The Planning Commission meets the first and third Thursdays of the month at 7:30 p.m. at the
Municipal Service Building and is a four-year term. Commissioners are limited to four consecutive
terms of service. The purpose of the Planning Commission is to make recommendations as to the
orderly, physical growth and development of the community in relation to land subdivision, planning
and zoning. It makes recommendations in matters of zoning changes, variances, special use permits,
parcel maps, subdivision maps and other related matters.
The San Mateo County Flood Control District ("SMCFCD") meets quarterly on the second Tuesday
of the last month in the quarter at 3:00 p.m. at South San Francisco City Hall and is a four-year term.
The SMCFCD oversees financing of flood control projects in San Mateo County.

INTERVIEW QUESTIONS
Council's standard interview questions for new applicants and incumbents are attached. 'The City
Clerk has proposed questions for specific Commissions for Council's additional consideration. Thus,
in addition to the standard questions, (council may choose to use none/or any combination of the
proposed questions.
CONCLUSION
Upon review of the applications and completion of interviews, Council may consider and entertain a
motion to appoint applicants to fill the respective positions.

NOTICE
NOTICE is hereby given of vacancies caused by the resignation of
incumbents on the South San Francisco Planning Commission and the San
Mateo County Flood Control District as follows:
South San Francisco Planning Commission: Resignation of
Commissioner Honan.
Time remaining on term: present - 12/31/08.
San Mateo County Flood Control District: Resignation of Robert
Lorenzini.
Time remaining on term: present-March 31, 2009.
The City Council will fill the above identified vacancies upon consideration
of applications filed with the Office of the City Clerk as set forth below.

San Francisco Boards and Commissions:
Library Board: Board 'Trustee Baldocchi, appointed 07/28/2004 term
expired 06/30/07.

The incumbents identified above have applied for re-appointment. The City
Council will consider incumbents' applications along with any others filed

downtown business district. It further exercises powers set forth in the
Streets and Highway Code of the State of California.
REQUIREMENTS
To be considered for appoinl:ment, persons must be registered to vote in the
City of South San Francisco„ Applicants should also be motivated to serve
the public and have sufficier.~t time available to devote to day or evening
meetings and the requisite preparation.
Submission of an application pursuant to the process set forth below and
appearance before the City Council for a public interview at a Special
Meeting on Monday, February 11, 2008 beginning at 6:30 p.m. are also
required.
