1. INTRODUCTION
Genentech, Inc., one of the world's leading biotech companies, is a drug development
company that delivers innovative medicines to patients with serious or life-threatening
medical conditions. Their corporate headquarters and manufacturing facility are located at 1
DNA Way in South San Francisco, California. The site location is shown on Figure 1.
This report presents Genentech's Transportation Demand Management (TDM) Plan and
discusses how the plan satisfies the City of South San Francisco TDM Plan Guidelines. A
Transportation Demand Management (TDM) Plan is a set of strategies, measures and
incentives to encourage employees to walk, bicycle, use public transportation, carpool or use
other alternatives to driving alone. TDM measures produce more mobility while using
existing transportation systems, boost economic efficiency of the current transportation
infrastructure, improve air quality, save energy, and reduce traffic congestion. Genentech's
goal is to have 30 percent of the employees participate in the TDM program.
Convenience and cost are the primary factors that affect a person's choice of transportation
mode. Measures that work well for some people or types of businesses do not work as well
for others. Therefore, an effective TDM Plan provides multiple options and incentives and is
flexible enough to allow customization to meet the varied needs of individual employees.
Genentech is committed to being a good neighbor in the community and understands the
importance of minimizing environmental impacts in South San Francisco. Genentech desires
to offer an attractive, creative, productive, and comfortable environment for its employees.
Genentech's current TDM Program focuses on reductions in congestion and pollution by
providing extensive and innovative alternative methods of commuting.
The transportation facilities serving the site are described in Chapter 2. Chapter 3 presents
the current TDM programs offered to Genentech employees which meet the city's
requirements. A brief summary is presented in Chapter 4.

. 2. EXISTING TRANSPORTATION SYSTEM
The existing transportation facilities that support alternative (non-automobile) mode use
include those that provide transit, bicycle, and pedestrian access to the site. These facilities
are described in detail below.
Transit (Bus and Commuter Rail) Service
San Mateo County Transit District (SamTrans) operates bus service in San Mateo County.
Commuter rail service (CalTrain) is provided from San Francisco to Gilroy by the Peninsula
Corridor Joint Powers Board. The Bay Area Rapid Transit (BART) system provides
commuter rail service throughout the San Francisco Bay Area. The existing transit facilities
near the site are shown on Figure 2 and are described in detail below:
CalTrain provides frequent train service between San Jose and San Francisco seven days a
week. During commute hours, CalTrain provides extended service to Morgan Hill and
Gilroy. The South San Francisco station at Dubuque Avenue and Grand A venue is located in
the vicinity of the Genentech campus. The following CalTrain shuttle buses provide service
to office buildings nearby: Utah-Grand Area Shuttle, Oyster Point Employer and Gateway
Area Shuttle. The Gateway Area Shuttle provides six morning and five afternoon trips
directly to the Genentech campus.
e Bay Area Rapid Transit (BART) provides rail service between the East Bay (Richmond,
Pittsburg, Pleasanton, and Fremont) and San Francisco. The closest station to Genentech, Inc.
is the Glen Park BART station. Three BART shuttles, Utah-Grand Area, Oyster Point Area,
and Gateway Area, run identical routes as the CalTrain shuttles. The Gateway Area shuttle
provides 15 morning and afternoon trips directly to the Genentech campus and other adjacent
Gateway area office buildings.
BART is currently being extended to San Francisco International Airport. The extension is
expected to be completed in early 2003. The new South San Francisco station (located at El
Camino Real and McLellan) and the San Bruno BART station (located near the Tanforan
Shopping Center) will also serve the Genentech campus.
Sam Trans Route 34 provides bus service between Tanforan Shopping Center and Geneva
Avenue in San Francisco. Route 34 operates along Airport Boulevard and stops at Airport
Boulevard/Linden Avenue in the vicinity of the Genentech campus. Route 34 provides three
northbound trips and three southbound trips between 10:00 am and 4:00 pm on weekdays.
No weekend service is provided.
SamTrans Route 292 provides bus service between the Hillsdale Shopping Center and the
Transbay Terminal in downtown San Francisco. This bus route operates along Airport
Boulevard and stops at Airport Boulevard/Baden Avenue in the vicinity of the Genentech

campus. The hours of operation are 5:00 am to 2:00 am on weekdays and weekends.
Commute and midday headways are 30 minutes apart on weekdays and weekends.
Headways are 60 minutes during the evenings.
Existing Pedestrian and Bicycle Facilities
Pedestrian facilities comprise pedestrian paths, sidewalks, crosswalks, and pedestrian signals.
There are numerous pedestrian paths throughout Genentech's campus. Currently, a
pedestrian crossing connects Genentech buildings on both sides of Grandview Avenue in the
middle campus. Sidewalks are located on both sides of Grandview Avenue, DNA Way, and
Forbes Boulevard.
Bicycle facilities comprise bike paths (Class I), bike lanes (Class II), and bike routes (Class
III). Bike paths are paved trails that are separated from roadways. Bike lanes are lanes on
roadways designated for use by bicycles by striping, pavement legends, and signs. Bike
routes are roadways that are designated for bicycle use by signs only and mayor may not
include additional pavement width for cyclists. In the vicinity of Genentech, a bike path is
provided on Forbes Boulevard to DNA Way and bike lanes are provided on East Grand
Avenue and Oyster Point Boulevard. Bicycle facilities in the vicinity of the Genentech
campus are shown on Figure 3.

GENENTECH'S TRANSPORTATION DEMAND MANAGEMENT
PLAN
Genentech operates a Transportation Demand Management (TDM) program aimed at
reducing the use of private cars by their employees. The program addresses daily commute-
to-work trips as well as business-related travel during the day between the various campuses
and downtown South San Francisco. The current program elements emphasize measures that
are transit-oriented, include on-site amenities that encourage the use of alternative modes of
travel, offer flexible hours and telecommuting as options to traveling during peak periods,
and promote ridesharing. Convenience services are provided on campus, such as A TMs,
credit union, barber shop, dental facility, video rentals, film developing, and dry cleaning, to
minimize off-campus trip making.
TDM measures currently offered to Genentech employees include:

· Explanation of the choices of available TDM services and personal consultation
for new employees
· Periodic dissemination of TDM information to all employees
· Carpool/vanpool matching services
· Sale of transit tickets (for BART, CalTrain, Sam Trans, Muni, and Golden Gate
Bridge Transit) at the B I Genenstore
· Payroll deductions for transit passes including free "try-it" promotional transit
tickets and income tax benefit as allowed by law
· Free shuttle buses during commute hours to the Glen Park BART Station in San
Francisco and the South San Francisco CalTrain Station
· Free campus-wide on-site shuttle buses between parking lots and buildings
operating between 8 am and 6 pm and two daily round trip shuttles to
Genentech's Vacaville Campus
· Free mid-day service on the Dasher Shuttle to downtown South San Francisco
(prior booking is required) and the Schroeber's Gym Shuttle
· Vanpool coordination with the V AN RIDES and RIDES organizations
· Flextime and telecommuting options are available to many employees
· Shift-work allows many employees to travel off-peak
· Bike storage lockers are located at numerous buildings and bike racks, showers,
and locker facilities are available at most Genentech buildings
· "Clunker Loaner Blue Bikes" for free use on campus
· An "Emergency Ride Home" program for participants in the transit and vanpool
programs

. The current measures will be incorporated into Genentech's Transportation Demand
Management Plan. The Plan includes appropriate TDM measures that satisfy City of South
San Francisco guidelines. The guidelines contain Required Measures and Additional
Measures. These measures are presented in the Appendix.
The TDM measures in Genentech TDM Plan are described in detail below. First the
Required Measures are presented, divided into Site Design Features (physical attributes of
the campus that support the use of alternatives modes) and TDM Programs. The locations of
the Site Design Features are shown on Figure 4.
REQUIRED MEASURES
Site Design Features
Bicycle Parking
.
Genentech currently provides bike storage lockers and bike racks located at most Genentech
buildings to help promote cycling as an alternative commute option. Genentech also provides
shower and locker facilities within many buildings to help promote cycling. The locations of
the existing bicycle facilities are shown on Figure 4. Secure bicycle parking facilities, i.e.
bike lockers and locked, controlled access areas, will be provided for all new buildings
within 75 feet of the building entrance.
Genentech currently provides free use of "Clunker Loaner Blue Bikes" for use on campus to
reduce internal automobile trips.
Transit Facilities
A shuttle bus shelter is currently provided at the intersection of DNA Way and Forbes
Boulevard. Stops for the CalTrain and BART shuttles plus Genentech's shuttles are provided
throughout the campus, as shown on Figure 4. Pedestrian paths and sidewalk connect the
stops with building entrances. Genentech designates areas for commuter shuttle passenger
loading.
Free Parking for Carpools and Vanoools
Free parking is provided for all employees and visitors using carpools and vanpools.

Passenger loading areas for carpool and vanpool drop-offs are located near building
entrances.
Pedestrian Connections
On-site pedestrian facilities are provided within the Genentech campus, including on-street
sidewalks and lighted paths between buildings. A signalized pedestrian crossing connects
Genentech buildings on both sides of Grandview Avenue in the mid campus.
Shower/Locker Facilities
Genentech provides shower and locker facilities within most buildings to help promote
cycling as an alternative commute option. Their locations are shown on Figure 4.
TDM Programs
TDM Coordinator

Genentech has a designated TDM "point of contact" for the TDM Program and will provide
the City the person's name and telephone number. This TDM Coordinator disseminates
information on commute options and updates information on the information boards/kiosks,
administers the carpool/vanpool matching program, and addresses employee commute
questions, concerns, or transit service problems. In addition, this representative is the contact
for the administration of the annual survey and Triennial report. The TDM Coordinator also
works in conjunction with the Peninsula Congestion Relief Alliance to assist in the
promotion of ridesharing programs and events.
Carpool/Vanpool Matching Services
Carpools are the most popular alternative commute mode. Genentech's in-house matching
service and coordination with V AN RIDES and RIDES organization connects individuals
who reside in the same area and wish to rideshare thus increasing the use of carpools and
vanpools by employees.

Guaranteed Ride Home Program
Genentech offers to its employees the use of the "Guaranteed Ride Home" program, which
allows employees who utilize alternative forms of commuting a free ride home for
emergencies up to four times per year via taxicabs or rental cars.
Information Boards and Kiosks
Genentech's TDM Coordinator has displays for the TDM Program. They include shuttle
maps and schedules, transit maps and schedules, bicycle facility maps, information regarding
carpool and vanpool matching services, and information regarding alternative commute
subsidies provided by Genentech. Flyers for "Ride Your Bike to Work Week" and "Spare the
Air" programs are also posted. This information is also available electronically through
Genentech's internal web site.
Promotional Programs
Genentech's current promotional programs include new employee orientation packets, flyers,
posters, e-mail notices, transportation fairs, trip planning assistance, and an emergency ride
home program. Genentech offers an orientation program to new employees to explain the
importance of trip reduction methods and their benefits to the community. The orientation
addresses Genentech's TDM mission statement and alternative commute options, describes
on-site amenities, provides transit schedules, maps, and offers free ride matching services.
Genentech employees are encouraged to participate in the Bay Area Air Quality Management
District's "Spare the Air" program during unhealthy weather conditions and to not drive to
work alone, but to seek other methods of commuting. Enrollment is via the BAAQMD web
page, and a "Spare the Air Day" notification is sent via e-mail.
Shuttle Bus Service
CalTrain and BART shuttles provide service from the South San Francisco CalTrain station
and Glen Park BART station to the Genentech campus. Genentech participates in these free
employee shuttles and mid-day service on the Dasher Shuttle to downtown South San
Francisco. Genentech also provides on-site shuttle service between campus buildings
between 8 am and 6 pm. In addition, Genentech provides two free daily round trip shuttles to
the Vacaville campus.
Genentech encourages chartering of buses for group activities and off-site meetings.
Services include booking, group discounts, invoicing, and special services, as needed.

TMA Membership
Genentech currently partIcIpates with the local TMA, the Peninsula Congestion Relief
Alliance (Alliance) And the South City Transportation Chamber.
ADDITIONAL MEASURES
Genentech currently provides several of the Additional Measures. They are described below:
Subsidized Transit Passes
Genentech's current transit program provides for on-site sale of transit tickets as well as
payroll pre-tax deductions for transit passes.
Flex- Time and Telecommuting
Genentech currently offers its employees the option of telecommuting or flextime as
alternatives to traveling during peak periods.
Reduced Parking and Motorcycle Parking
Genentech currently meets the City's rate of 1.6 spaces per 1,000 square feet campus wide.
This parking rate provides a sufficient amount of parking for Genentech's employees while
still encouraging the use of alternative modes.
Genentech has designated parking for motorcycles. Motorcycles pollute less, may use
carpool lanes, and cross toll bridges during commute hours for free.
Other On-Site Amenities
The on-site amenities currently provided promote the use of alternative modes by reducing
employee reliance on the single-occupant automobile. Genentech's on-site amenities include
ATMs, credit union, barbershop, dental facility, video rentals, film developing, and dry
cleaning. A concierge service is also available to employees that includes party planning,
running errands, buying gifts, etc. for a nominal charge.

TDM PROGRAM COMPLIANCE WITH CITY GmDELINES
The City of South San Francisco guidelines require that all non-residential developments
achieve a goal of 28 percent alternative mode use. Projects that are built over a base floor-
area-ratio (FAR) must provide a higher percentage mode shift. Genentech currently has a
FAR of 0.53. Therefore, the goal of the TDM plan is to provide an alternative mode shift of
30 percent. Table A-I in the Appendix presents the standard base TDM measures for the City
of South San Francisco and their estimated percent mitigation, or alternative mode use.
Additional TDM measures are presented in Table A-2.
According to the City of South San Francisco Transportation Demand Management Plan
Guidelines, Genentech's current program satisfies the criteria to provide a TDM program that
achieves a goal of 30 percent alternative mode use. Table 1 presents the measures in
Genentech's current plan and the percentage alternative mode use associated with each. As
shown in Table 1, the TDM program provides for an alternative mode use of 36 percent.

4. SUMMARY AND CONCLUSIONS
This report presents the TDM Plan for the Genentech campus located at 1 DNA Way in
South San Francisco, California. Genentech's goal is 30 percent alternative mode use
according to South San Francisco guidelines. The report identifies TDM measures that
provide 36 percent alternative mode use.
The TDM Plan is tailored with measures that are most compatible for the Genentech campus:
Genentech currently provide free shuttle bus service for its employees to the South
San Francisco CalTrain Station and Glen Park BART station. It also has an on-
campus shuttle service. These shuttle services allow employees to use transit as a
commute mode to work.
The on-site amenities currently provided, including A TMs, credit union, and
barbershop, promote the use of alternative modes by reducing employee reliance on
the single-occupant automobile.
Genentech's in-house carpool matching service provides coordination with VAN
RIDES and RIDES organization to encourage carpool and vanpool use.
Genentech's promotional programs include new employee orientation packets, flyers,
posters, e-mail notices, transportation fairs, trip planning assistance, and an
emergency ride home program.
- Genentech' s transit program provides for on-site sale of transit tickets as well as pre-
tax payroll deductions for transit passes.
Genentech's TDM plan meets the specific requirements set forth by the City of South San
Francisco. The TDM Plan as designed should achieve a 36 percent alternative mode use
share, according to City of South San Francisco guidelines.

Required Measures
All non-residential developments shall implement the following measures:
A. Bicycle Parking, Long-Term. The applicant shall determine the appropriate number
of bicycle spaces based on the required alternative mode use and subject to review
and approval by the Chief Planner. Bicycle parking shall be located within 75 feet of
a main entrance to the building and all long-term spaces must be covered. Long-term
bicycle parking shall be achieved by providing one or more of the following
measures:
1. Parking in a locked, controlled access room or area enclosed by a fence with a
locked gate.
2. Lockers.
3. Parking within view or within 100 feet of an attendant or security guard.
4. Parking in an area that is monitored by a security camera
5. Providing fixed stationary objects that allow the bicycle frame and both wheels to
be locked wit a bicycle-locking device or a bicyclist supplying only a lock and
six-foot cable.
B.
Bicycle Parking, Short-Term. The applicant shall determine the appropriate
number of bicycle spaces based on the required alternative mode use and subject to
review and approval by the Chief Planner. If more than 10 short-term spaces are
required at least 50 percent must be covered. Bicycle parking shall be located within
100 feet of a main entrance to the building. Security shall be achieved by using one
or more of the same methods used for securing long-term bicycle parking.
C. Carpool and Vanpool Ridematching Services. The Designated Employer Contact
shall be responsible for matching potential carpoolers and vanpoolers by
administering a carpool/vanpool matching application. The application shall match
employees who may be able to carpool or vanpool.
D. Designated Employer Contact. Each applicant shall designate or require tenants to
designate an employee as the official contact for the TDM program. The City shall
be provided with a current name and phone number of the Designated Employer
Contact. The Designated Employer Contact shall administer carpool and vanpool
ridematching services, the promotional programs, update information on the
information boards/kiosks, and be the official contact for the administration of the
annual survey and Triennial report.

E.
Direct Route to Transit. A well-lighted path or sidewalk shall be provided utilizing
the most direct route to the nearest transit or shuttle stop from the building.
F. Free parking for Carpools and Vanpools. The preferential parking spaces shall be
provided free of charge.
G. Guaranteed Ride Home. Carpool, vanpool and transit riders shall be provided with
a guaranteed rides home in emergency situations. Rides shall be provided either by a
transportation service provider (taxi or rental car) or an informal policy using
company vehicles an/or designated employees.
H. Information Boards/Kiosks. The Designated Employer Contact shall display in a
permanent location the following information: transit routes and schedules;
carpooling and vanpooling information; bicycle lanes, routes and paths and facility
information; and alternative commute subsidy information.
1. Passenger Loading Zones. Passenger loading zones for carpool and vanpool drop-
off shall be located near the main building entrance.
J. Pedestrian Connections_ Safe convenient pedestrian connections shall be provided
from the project to surrounding external streets and, if applicable, trails. Lighting,
landscaping and building orientation should be designed to enhance pedestrian safety.
K.
Preferential Carpool and Vanpool Parking. Ten percent of vehicle spaces shall be
reserved for carpools or vanpools, with a minimum of one space required. Such
spaces shall be provided in premium and convenient locations.
L. Promotional Programs. The following promotional programs shall be promoted
and organized by the Designated Employer Contact: new tenant and employee
orientation packets on transportation alternatives; flyers, posters, brochures, and
emails on commute alternatives; transportation fairs; Spare the Air (June - October);
Rideshare Week (October); trip planning assistance-routes and maps.
M. Showers/Clothes Lockers. Shower and clothes locker facilities shall be provided
free of charge.
N. Shuttle Program. Establish a Shuttle Program or participate in an existing program,
approved by the Chief Planner, and subject to any fees for the existing program.
O. Transportation Management Association (TMA). The applicant shall participate
or require tenant to participate in a local TMA. The Peninsula Congestion Relief
Alliance (Alliance) or a similar organization approved by the Chief Planner, that
provides ongoing support for alternative commute programs.

Additional Measures
The Chief Planner and the Planning Commission shall determine the appropriateness of each
Additional Measure chosen by the applicant.
A. Alternative Commute Subsides/Parking Cash Out. Employees shall be provided
with a subsidy, determined by the applicant and subject to review by the Chief
Planner if they use transit or commute by other alternative modes.
B. Bicycle Connections. If a site is abutting a bicycle path, lane or route, a bicycle
connection shall be provided close to an entrance to the building on the site.
C. Compressed Work Week. The applicant shall allow employees or require their
tenants to allow employees to adjust their work schedule in order to complete the
basic work requirement of five eight-hour workdays by adjusting their schedule to
reduce vehicle trips to the worksite.
D. Flextime. The applicant shall provide or require their tenants to provide employees
with staggered work hours involving a shift in the set work hours of all employees at
the workplace or flexible work hours involving individually determined work hours.
E.
Land Dedication for Transit/Bus Shelter. Where appropriate, land shall be
dedicated for transit or a bus shelter shall be provided based on the proximity to a
transit route.
F. Onsite Amenities. One or more of the following amenities shall be implemented:
A TM, day care, cafeteria, limited food service establishment, dry cleaners, exercise
facilities, convenience retail, post office, on-site transit pass sales.
G. Paid Parking at Prevalent Market Rates. Parking shall be provided at a cost equal
to the prevalent market rate, as determined by the City based on a surveyor parking
in North San Mateo County.
H. Telecommuting. The applicant shall provide or require tenants to provide
opportunities and the ability to work off-site.
1. Reduced Parking. In accordance with General Plan Policy 4.3-I-8, reduced parking,
consistent with projected trip reduction identified in the preliminary TDM plan., may
be permitted subject to approval by the Planning Commission.
J. Other Measures. Additional measures not listed in this Chapter, such as an in-lieu
fee that would be negotiated in a Development Agreement with the City, may be
implemented as determined by the Chief Planner and approved by the Planning
Commission. Once the Planning Commission approves the Preliminary TDM Plan,

the Chief Planner may recommend additional measures either as part of the Final
TDM Plan or as part of the Triennial Review process.
