HomeMy WebLinkAboutReso 22-2008 RESOLUTION NO. 22-2008 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION IN SUPPORT OF A ONE-EIGHTH CENT RETAIL TRANSACTIONS AND USE TAX FOR PARKS AND RECREATION PURPOSES IN SAN MATEO COUNTY WHEREAS, in 2004 representatives from the County of San Mateo ("County") and its respective cities began discussions on alternatives to increase funding for the operation, improvement, and maintenance of parks in all areas of the County; and WHEREAS, a Steering Committee consisting of county and city representatives and public advocates determined that one-eighth (1/8) cent sales tax would provide approximately $16 million per year, in today's dollars, for parks in San Mateo County; and WHEREAS, the effort has bel~n referred to as Parks for the Future; and WHEREAS, in November 2006 a measure was submitted to a vote of the electorate but failed to get the 2/3 vote needed to pass; and WHEREAS, the Steering Committee believes that there is continued support for a measure to support parks and recreation activity within the County; and WHEREAS, the San Mateo County Board of Supervisors has approved placing the measure on the June 3, 2008 ballot; and WHEREAS, the measure would be in effect for a period of 25 years, and could be further extended by a vote of the electorate; and WHEREAS, allocation of net tax revenues, after deduction of administrative expenses, would be: 42% to the County, 6% to the three park districts operating in the County, and 52% to the cities, with the allocation to the cities to be distributed based on population; and WHEREAS, any growth in sales tax revenues exceeding 4% from one year to the next will be shared by the cities and districts only; and WHEREAS, net tax revenues must be used to support parks and recreation services, including maintaining and improving park bathrooms, picnic areas and athletic facilities, repairing and upgrading playgrounds and play structures, improving access to parks and playgrounds for the disabled, preserving open spaces, and maintaining hiking and biking trails; and WHEREAS, each city will have budget discretion in the use of the funds, and may elect to use them for land acquisition, capital improvements, ongoing maintenance, or programs; WHEREAS, the City/County Association of Governments (C/CAG) will oversee the allocation of funds, periodically audit the distribution and use of the funds, and report on the status of the distribution and use of the funds at a public meeting; and WHEREAS, if passed by the electorate, collection of the sales tax will begin in October 2008 and once these costs have been covered, and a full year of tax is collected, it is projected that South San Francisco's per capita share of the revenue would be approximately $650,000 each year. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby supports the passage of a one-eighth retail transactions and use tax for parks and recreation purposes in San Mateo County and encourages County voters to approve this ordinance on June 3, 2008. * * * * * I hereby certify that the foregoing Resolution was regularly introduced and adoFted by the City Council of the City of South San Francisco at a regular meeting held on the 2i day of February 2008 by the following vote: AYES: Councilmembers Mark N.
