No. 68-2001RESOLUTION NO. 68-2001 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO A RESOLUTION AUTHORIZING A LETTER TO THE CALIFORNIA ENERGY COMMISSION OPPOSING THE POWER PLANT FACILITY PROPOSED BY AES, INC. ON THE EAST JAMIE COURT PROPERTY LOCATED WITHIN THE CITY OF SOUTH SAN FRANCISCO AND FURTHER AUTHORIZING THE CITY TO INTERVENE IN THE PROCEEDINGS WHEREAS, AES Corporation (AES) has proposed to construct and operate a natural gas fired, electricity generation plant in the City of South San Francisco; and, WHEREAS, California is in the midst of an energy crisis, and one of the potential solutions to the crisis is to construct new electrical generation facilities in the state; and, WHEREAS, the California Energy Commission (CEC) has ultimate approval authority over the siting of thermal power plants over 50 megawatts, such as that proposed by AES; and, WHEREAS, AES has proposed to construct a 550 megawatt electricity generation facility on property on East Jamie Court in South San Francisco. Location of such a facility would be inconsistent with the existing land uses permitted on the East Jamie Court site; and, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. The City opposes the proposed AES energy facility at the East Jamie Court Site. 2. City staff is directed to submit a letter on behalf of the City Council articulating the City's opposition. 3. Staff is authorized to intervene in any proceeding before the CEC concerning a proposed energy plant at the East Jamie Court Site and to participate in any such proceedings at the CEC, including, but not limited to, the filing of pleadings, comments, and participation in hearings. 4. Staff shall also advise the CEC that the City Council is considering alternative sites within the City for the possible location of an electricity generating facility and that staff will advise the CEC of any final decision.
