Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for public comments (Gov. Code sec. 54954.3(b)(1).). American Disability Act: The City Clerk will provide materials in appropriate alternative formats to comply with the Americans with Disabilities Act. Principal Planner Wooley-Ousdahl shared that, also during the March 5, 2025 meeting, she will provide an update from the February 3, 2025 Grand Boulevard Initiative Working Group Meeting. Items from Staff Members: Staff Update on the Proposed In-N-Out Burger Restaurant at 932 and 972 El Camino Real (Adena Friedman, Chief Planner) Chief Planner Friedman gave a presentation on the proposed In-N-Out Burger Restaurant at 932 and 972 El Camino Real. The presentation provided an overview of the development proposal, including the circulation plan and landscape improvements, and the required entitlements. She responded to questions from the Committee. The following are comments from individual Committee members: • Chair Yip stated that he would prefer that the City does not allow drive-throughs. The following is a summary of BPAC’s comments on this item: 5 • Support for planting native, fire-resistant plants on the site. • BPAC interested in a connection from the Centennial Way Trail to In-N-Out. • General concerns about too much traffic in this area and concerns about this project adding additional traffic. • Concern about motorists making a left turn from Chestnut Avenue onto El Camino Real – this traffic blocks the intersection. • Questions about the signal timing on El Camino Real onto streets such as Chestnut Avenue and Westborough Avenue. • Concerns about motorists making a U-turn from 1st / Southwood to get to In-N-Out, and concerns about pedestrian safety in this area. Staff Update on the Grant Application for SafeTREC’s 2025 Complete Streets Safety Assessment and Safe Speed Limits Assessments (Megan Wooley-Ousdahl, Principal Planner) Principal Planner Wooley-Ousdahl provided an update that the City has submitted an application for this grant, and anticipates hearing back on the possible grand award in late February / early March 2025. • Committee Member Guzman asked if Public Works is conducting Safe Routes to School audits. 2024 Collision Statistics – 4th Quarter Report (Megan Wooley-Ousdahl, Principal Planner) The Committee discussed the 4th Quarter (October – December 2024) collision report that was prepared by the Police Department. The Committee also discussed a map of the 4th Quarter collisions which can be found here: www.tinyurl.com/SSFcollisionstats • Committee Member McAuley shared that, in Ireland and Europe, right-turns on red are not allowed. • Chair Yip observed that, regarding the collision near Appian Way, when turning from Gellert Boulevard onto Appian Way, there is no STOP sign. He said this is the case on other streets too. Public Comment: None CONSENT CALENDAR - Voting Key: (yes, no, abstain) 1. Approval of the Regular Meeting Minutes for December 4, 2024 Approved 3-0-0: Committee Member McAuley motioned, Committee Member Guzman seconded. ADMINISTRATIVE BUSINESS 2. Complete Street Checklist Review for the Metropolitan Transportation Commission’s Complete Streets Active Transportation Technical Assistance Round 2 Program Grant Application – Checklist #1: City of South San Francisco (Audriana Hossfeld, Senior Civil Engineer, City of South San Francisco) Checklist #2: Town of Colma (Abdulkader Hashem, Principal Project Manager, Town of Colma) – Note: C/CAG’s BPAC reviewed the Town of Colma’s grant checklist during their BPAC meeting; therefore, the South San Francisco BPAC did not need to provide comments on the grant checklist. 6 Senior Civil Engineer Hossfeld gave a presentation on the City of South San Francisco’s grant application for the Metropolitan Transportation Commission’s Complete Streets Active Transportation Technical Assistance Round 2 Program. This project will construct a Class I shared- use path on the western side of El Camino Real. The City is applying for funds to be used for design of the project. The shared-use path in South San Francisco will connect to Class IV separated bicycle lanes at the Town of Colma limits. The following is a summary of BPAC comments on the Complete Streets Checklist: The City of South San Francisco’s Bicycle & Pedestrian Advisory Committee (“BPAC”) reviewed the Complete Streets Checklist for the City’s grant application for the Metropolitan Transportation Commission’s Complete Streets Active Transportation Technical Assistance Round 2 Program during a Special Meeting on January 28, 2025. The BPAC strongly supports this grant application. The BPAC stated that the proposed shared-use path on El Camino Real between the City limits with the Town of Colma to Hickey Boulevard is a much-needed connection. The Committee views this as a critical connection between South San Francisco and Colma and on to Daly City. The BPAC supported the proposed shared-use path as a way to serve both bicyclists and pedestrians in a constrained space. The BPAC shared that their hopes that this project serve as a precedent for collaboration between the City of South San Francisco and Caltrans for the rest of the El Camino Real corridor. The following are comments from individual Committee members: • Committee Member McAuley asked how bicyclists will connect to the shared-use path at the Hickey Boulevard intersection. Will the City install a barricade that directs bicyclists and pedestrians to the shared-use path? • Senior Civil Engineer Hossfeld shared that the bus stop will be relocated to the far side of the El Camino Real / Hickey Boulevard intersection. Committee Member McAuley shared that a barricade would need to be installed beyond the bus stop. • Chair Yip shared that this project sets a positive precedent for working with Caltrans on El Camino Real, and the other Committee members agreed. Approval of comments on the Complete Streets Checklist 3-0-0: Committee Member McAuley motioned, Chair Yip seconded. COMMITTEE COMMENTS • Chair Yip shared that he appreciates the work that LAZ Parking is doing regarding parking enforcement. He would appreciate a presentation by the Police Department regarding updates on LAZ Parking’s efforts. • Chair Yip shared that the City of San Francisco will be installing speed cameras as part of a pilot program. The next Regular Meeting of the BPAC is scheduled for Wednesday, March 5, 2025 at 6:00pm. MEETING ADJOURNED: 7:19pm.
