CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNL~
A RESOLUTION APPROVING THE DOWNTOWN
IMPROVEMENT PROGRAM AND AUTHORIZING FUNDING
FOR IMPLEMENTATION OF FAZE 1 FOR $75,000 FROM THE
2007-2008 REDEVELOPMENT AGENCY OPERATING
BUDGET
WHEREAS, on July 12, 1989, the City Council adopted Ordinance No. 1056-89,
approving the Downtown/Central Redevelopment Plan including the South San Francisco
Downtown Project Area ("Project Area"); and
WHEREAS, pursuant to California Community Redevelopment Law (Health and
Safety Code Section 33000 et. seq.) (the "Redevelopment Law"), the Redevelopment Agency
("Agency") is authorized to engage in redevelopment activities that alleviate blighting
conditions within the Project Area and that primarily benefit the Project Area, within the
territorial jurisdiction of the .Agency; and
WHEREAS, at a study session on September 7, 2007, the City Council considered
long-term development strategies and urban design ideas for the Project Area; and
WHEREAS, pursuant to Redevelopment Law Section 33445, a redevelopment
agency may, with the consent of the legislative body, pay for the cost of the construction of
improvements that are publicly owned if the legislative body determines all of the following:
1. That the improvements are of benefit to the prof ect area or the immediate neighborhood
in which the project is located; and
2. That no other reasonable means of financing the improvements is available to the
community; and
3. That the payment of funds for the cost of improvements will assist in the elimination of
one or more blighting conditions inside the project area, and will be consistent with the
implementation plan adopted by the redevelopment agency; and
WHEREAS, the costs of the Project were approved in the Agency's current FY
budget; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the C ty of South
San Francisco as follows:
Section 1. The City Council hereby finds that (i) the expenditure of tax increment funds
to undertake the Project as set forth in this Resolution and. the implementation plan
heretofore adopted by the Agency for the Project Area (the "Implementation Plan") will be of
benefit to the Project Area, (ii) no other reasonable means of financing the Project is
reasonably available, (iii) completion of the Proj ect will eliminate blighting conditions in the
Project Area; and (iv) completion of the Proj ect is consistent with the Implementation Plan.
Section 2. The City Council hereby authorizes the Agency to expend tax increment funds
in an amount not to exceed $75,000 for Phase I, and authorizes the Agency to execute and
implement the Program.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a regular meeting held on the 14th clay of May
2008 by the following vote:
