CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO
STATE OF CALIFORNIA
A RESOLUTION ADOPTING NEGATIVE DECLARATION ND-01-022
RELATED TO AMENDMENTS TO THE GENENTECH RESEARCH
AND DEVELOPMENT OVERLAY DISTRICT (CHAPTER 20.40) AND
APPROVING TENTATIVE PARCEL MAP PM-01-022 LOCATED IN
THE EAST OF 101 AREA
WHEREAS, Genentech, Inc. has submitted a request to the City of South San Francisco
to Amend the Zoning Map to rezone five parcels that contain Buildings B56 and B57, Building
B58, 1776 Grandview Drive, and 353 Pt. San Bruno from Planned Industrial to the Genentech
Research & Development Overlay District; and
WHEREAS, Genentech, Inc. has submitted a request to the City of South San Francisco
to amend the Zoning Ordinance, Chapter 20.40 "Genentech Research and Development Overlay
District Regulations"; and
WHEREAS, Genentech, Inc. has submitted a request to the City of South San Francisco
for approval of two tentative parcel maps; and
WHEREAS, an environmental initial study which considered the impacts of the proposed
modification to the Zoning Map, amendment to the Zoning Ordinance, and tentative parcel maps
has been processed in accordance with the California Environmental Quality Act; and
WHEREAS, based on the initial study and other information including, but not limited to,
the South San Francisco General Plan Environmental Impact Report, Negative Declaration ND-
01-022 was prepared and noticed on March 22,2001; and
WHEREAS, the City of South San Francisco Planning Commission held a duly noticed
public hearing April 19, 2001 on the adequacy of the proposed Negative Declaration ND-01-022;
and tentative parcel map and recommended approval of same; and
WHEREAS, as required by the "Minor Subdivision Procedures" (SSFMC Section 19.48)
the following findings are made in support of the Tentative Parcel Map PM-01-022 to merge the
two parcels containing buildings B56 and B57 into a single parcel and merge the parcels
containing buildings B20, B21, B24, B25, B26, B55, and B58 into at single parcel, based on
materials submitted to the City of South San Francisco Planning Commission which include, but
are not limited to: "Tentative Parcel Map 0()-" (Parcel One 22.429 acres) dated September 2000
and "Tentative Parcel Map 00-" (Parcel One 9.99 acres) dated September 2000, prepared by
Wilsey Ham and testimony and materials submitted to the City Council on May 23, 2001.
The proposed tentative parcel maps are consistent with the standards and
requirements of the City's Zoning Ordinance and the policies of the City's
General Plan. The proposed parcels exceed the minimum lot size and dimension
requirements for all commercial and industrial districts within the City.
The tentative parcel maps comply with the requirements of SSFMC Title 19
(Subdivision Ordinance) and with the requirements of the State Subdivision Map
Act.

The design and improvements of the tentative parcel maps are not in conflict with
any existing public easement.
WHEREAS, on April 19, 2001, the Planning Commission took public testimony and
considered the information contained in the staff report, orally presented by City staff and
recommended approval of the Negative Declaration;
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of South San
Francisco that:

Approve Tentative Parcel Map PM-01-022 subject to the Conditions of Approval
in Exhibit A.
I hereby certify that the foregoing resolution was adopted by the City Council of the City
of South San Francisco at the regular meeting held on the 23 day of May 2001, by the following

A. Planning Division Requirements shall be as follows:
The Final Parcel Maps shall be substantially consistent with the Tentative Parcel Maps entitled
"Tentative Parcel Map 00-" (Parcel One 22.429 acres) dated September 2000 and"Tentative
Parcel Map 00-" (Parcel One 9.99 acres) dated September 2000, both prepared by Wilsey
Ham.
The Final Parcel Map shall comply with all applicable requirements of SSFMC Title 20
(Zoning Ordinance)

B. Engineering Division Requirements shall be as follows:
1. The applicant shall comply with the requirements of the Engineering Division's "Standard _
Conditions for Tentative parcel Maps" section of the "Standard Conditions for Subdivisions
and Private Development" booklet dated January 1998.
2. The applicant shall pay the City's actual plan check costs to retain a land surveyor to plan
check the preliminary map(s) and to sign the parcel map(s).
