AGENDA REVIEW No changes. LEVINE ACT DISCLOSURES (SB 1181) Following an inquiry, there were no conflicts of interest stated by the members of the City Council. ANNOUNCEMENTS FROM STAFF Executive Assistant Patea informed the community of the following events: • Cafecito with Mayor Eddie and Vice Mayor Addiego on March 15, 2025, 10:00-11:15 a.m. at Starbucks, 100 McClellan Dr. • Holi - Festival of Colors Celebration on March 16. 2025. 10:00-12:00 p.m. at the Library Parks and Recreation Building, Banquet Room. • Neighborhood Town Hall Meeting hosted by District 2 Councilmember Nagales on March 19, 2025, 6:30-8:00 p.m. at the Alice Bulos Community Center. • Special City Council Meetings on April 1, 2025, to discuss Homelessness and RV and April 29, 2025, to discuss the Municipal Services Building. Capital Project Deputy Director Vitale invited the community to submit responses to be included in the updated Veterans Memorial coming to Orange Memorial Park in Spring of 2026. PRESENTATIONS 1. Certificate of Recognition honoring Ray Reyes, Wrestling Coach at El Camino High School and PAL Director for being named 2024-25 CCS Honor Coach. (Eddie Flores, Mayor) Mayor Flores presented a Certificate of Recognition to Coach Reyes. Coach Reyes expressed his gratitude to the Council and thanked all who had been involved in his journey. 2. Proclamation recognizing March as Women's History Month. (Eddie Flores, Mayor) Mayor Flores recognized March as Women's History Month and honored Planning Commissioners Sarah Funes-Ozark and Aysha Pamukcu. They thanked the City and recognized the importance of empowering women in leadership. 3. Proclamation celebrating March as Irish Heritage Month. (Eddie Flores, Mayor) Councilmember Nicolas recognized March as Irish Heritage Month and presented a proclamation to Frank McAuley. Frank thanked the Council for the recognition and invited the community to attend the San Francisco St. Patrick's Day Parade on March 15, 2025. 4. Proclamation recognizing March as National Nutrition Month. (Eddie Flores, Mayor) Councilmember Nagales recognized March as National Nutrition Month and presented a proclamation to SSFUSD Nutrition Director Robert Chan. Director Chan thanked the Council for the recognition and discussed the success of the nutrition program. COUNCIL COMMENTS/REQUESTS Councilmember Coleman congratulated Edith Arias for her appointment on the San Mateo County Board of Education. He also reported on the success and productivity of the School District Liaison meeting that occurred on March 5, 2025. Councilmember Nicolas apprised the community of the events attended to include the U.S. Army Corps of Engineers/City of South San Francisco Project Partnership Agreement Signing Ceremony and National League of Congressional City Conference. She requested to adjourn the meeting in memory of Irene Marcelo Cruz. Councilmember Nagales thanked Parks and Recreation staff for the success of the Youth Baseball Parade. He shared that he attended the SSF Police Association St. Partrick's Day Dinner and reminded the community his Town Hall hosting on March 19, 2025. He congratulated Devin Flannery on his appointment to Deputy Fire Chief. Vice Mayor Addiego highlighted the success of the Project Partnership Agreement and Signing Ceremony. He provided an update from his attendance at the Colma Creek Advisory Committee REGULAR CITY COUNCIL MEETING MARCH 12, 2025 MINUTES PAGE 2 meeting. He shared he would be attending the ribbon cutting to celebrate Bay Area Sister Cities. Lastly, he shared he attended a dinner sponsored by the Italian Catholic Federation and noted they would be hosting an event in October at the Basque Cultural Center. Mayor Flores thanked all who attended and contributed to the success and support of the Preferred Concept Open House for Linden Park. He welcomed Baden Coin Laundry back and noted the grand opening of Brew Cha. He apprised the Council of the events attended including Genentech's Taste of SSF and Youth Baseball Parade. Lastly, he congratulated Deputy Fire Chief Devun Flannery and San Mateo County Board of Education member Edith Arias on their appointments. PUBLIC COMMENTS — NON -AGENDA AND CONSENT CALENDAR ITEMS The following individuals addressed the City Council: • Olga Perez • Sam Chetcuti • Patricia Althaus CONSENT CALENDAR The Assistant City Clerk duly read the Consent Calendar, after which the Council voted. 5. Motion to approve the Minutes of February 8, 2025, and February 26, 2025. (Rosa Govea Acosta, City Clerk) 6. Report regarding Resolution No. 31-2025 authorizing the acceptance of $127,000 in grant funding from the County of San Mateo for the Big Lift Little Steps Preschool at the Gene Mullin Community Learning Center and amending the Parks and Recreation Department's Fiscal Year 2024-25 Operating Budget pursuant to Budget Amendment Number 25.044. (Angela Duldulao, Deputy Director of Parks and Recreation) Motion — Councilmember Nagales /Second — Councilmember Coleman: To approve Consent Calendar items 5-6 by roll call vote: AYES: Councilmembers Coleman, Nagales, Nicolas, Vice Mayor Addiego, and Mayor Flores; NAYS: None; ABSENT: None; ABSTAIN: None. ADMINISTRATIVE BUSINESS 7. Report regarding an ordinance establishing a local preference for deed restricted affordable housing units that gives preference to applicants who live, have lived, or work within the City of South San Francisco. (Pierce Abrahamson, Management Analyst II) Management Analyst Abrahamson presented the report. The Council engaged in questions and discussion surrounding the requirements, vetting, and methodology utilized for eligibility. ITEMS FROM COUNCIL — COMMITTEE REPORTS AND ANNOUNCEMENTS Mayor Flores highlighted the School District Liaisons support in providing Know Your Rights workshops.
