Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for public comments (Gov. Code sec. 54954.3(b)(1).). American Disability Act: The City Clerk will provide materials in appropriate alternative formats to comply with the Americans with Disabilities Act. Items from Staff Members: New Committee Member Mark Kim was welcomed to BPAC. All members and staff introduced themselves. Principal Planner Wooley-Ousdahl gave an update that a Safe Routes to School travel fellowship effort has begun for Westborough Middle School. The purpose of this effort is to identify safe and comfortable ways for students to walk, bicycle, roll, and take transit to school. The final deliverable will be a Safe Routes to Schools Plan. Committee Member Guzman is participating as well as Associate Engineer John Wilson, Senior Engineer Jeff Chou, Westborough Vice Principal Jimmy Cappels, and Principal Planner Wooley- Ousdahl. The City received a grant from the San Mateo County Office of Education for this effort. The walk audit will be conducted in the spring, and Principal Planner Wooley-Ousdahl will invite BPAC members to join. Currently, the project team is working to identify additional entry points that students can use to walk or bike to the school. Most students arrive by car; some students arrive by bus, and many get off at the bus stop outside the 7-11 on Callan Boulevard. The project team is going to look at ways to make the Westborough Boulevard / Callan Boulevard intersection more visible and identify opportunities to improve safety and comfort along routes to the school. Committee Member Guzman requested an update from Senior Engineer Jeff Chou regarding the Safe Routes to School Plans for other schools. Committee Member McAuley asked if Safe Routes to Schools Plans will be created for the three high schools. 6 Public Comment: South San Francisco resident Mark shared that he commutes via bicycle to Brisbane on Bayshore Boulevard. He said that the intersection with the freeway off-ramp is very stressful for bicyclists. He understood that there was a plan to move the bicycle lane to reduce the conflict and requested an update on this. Figure 1 shows the bikeway at this location. This location is in the City of Brisbane; however, City of South San Francisco staff will follow-up on this. Figure 1. Approval of Special Meeting Minutes for January 28, 2025 Approved 3-0-4: Committee Member McAuley motioned, Committee Member Guzman seconded. ADMINISTRATIVE BUSINESS 2. BPAC Reorganization Dylan Hingey was nominated as Chair, and Philip Hollenback was nominated as Vice Chair. They both accepted the nominations. 7 Approved 7-0-0: Committee Member McAuley motioned, Committee Member Guzman seconded. 3. Silicon Valley Bicycle Coalition Presentation (Matt Jones, Director of Advocacy) Matt Jones, the Director of Advocacy at the Silicon Valley Bicycle Coalition (SVBC), presented to the BPAC. Below is an overview of the presentation. • Thursday, May 15th is Bike to Work Day. Organizations will be hosting energizer stations at transit stations around the Bay Area. • Friday, May 16th and Saturday, May 17th are Bike to Wherever Days. • For Bike to Work Day, Silicon Valley Bicycle Coalition is hosting an energizer station in downtown San Jose. They are looking at opportunities to sponsor and partner with organizations and municipalities. • On Saturday, May 17th, they are holding the fifth annual El Camino Real bicycle ride. The ride will be from Santa Clara to Menlo Park, approximately 17 miles and anticipated to be about 3 ½ hours. • On March 19th, SVBC is holding a Biketivist Forum to share information about bicycle boulevards and slow streets. They are hoping to collaborate with cities to construct slow streets or bike boulevards. • SVBC is organizing Quarterly Ride Leader Trainings to train people to lead group rides in their communities. • The annual Bike Summit is tentatively scheduled for late August. • Next year, they will hold their first League Certified Instructor (LCI) seminar. This is an accreditation program through the League of American Bicyclists. If anyone is interested in being a part of this program, contact John Hahn at SVBC. • If you are interested in participating and advocating, the local team for South San Francisco is the North San Mateo County team which covers SSF to Millbrae. Committee Member Moreno asked about the status of the project at the Centennial Way Trail in San Bruno where there is a two-way cycle track. COMMITTEE COMMENTS • Committee Member Guzman shared that the City has a free tree program where participants can get a free tree planted in their yard. The City will dig the hole and plant the tree for participants. Learn more at Free Tree Program - City of South San Francisco • Vice Chair Hingey asked for an updates on the ReConnecting Communities project, SMCTA’s Active 101 project, and shared concerns about the Sister Cities Blvd and Airport Blvd intersection. • Committee Member Moreno mentioned the construction currently happening at the San Mateo County Wellness Center and asked about bicycle and pedestrian connections across the site and across Mission Road to the Centennial Way Trail. • Committee Member Hollenback asked if there are any proposed pedestrian or bicycle improvements at the following projects: 7 S. Linden Avenue, 124 Airport Blvd, and 100 Produce Avenue • Committee Member McAuley requested that construction fences be installed six feet behind the sidewalk. He has noticed there are some fences in the industrial area that fall over and block the sidewalk. 8 The next Regular Meeting of the BPAC is scheduled for Wednesday, April 2, 2025 at 6:00pm.
