August 22, 2023 Grand Avenue Library
CALL TO ORDER
The meeting was called to order at 6:00 P.M. in Grand Avenue Library.
ROLL CALL
Library Trustees present: Hector Camacho, Liru Chin, Mary Giusti, Diane Huddleston and Claire
Ramsey. Library Staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant
Library Director; and Elia Moreno, Administrative Assistant II.
AGENDA REVIEW

3. Library | Parks & Recreation Center Update
All library books and boxes have been moved to the new building. Contractors continue to work
on bolting down the library bookcases. Staff hope to reshelve all circulation items in the new
building by Friday, August 25. Training for the new AMH is scheduled for Wednesday, August
23. Library staff have now moved into their new workstations and are able to work from the new
Library’s administration area. The Cultural Arts Commissioners will be selecting an artist for an
opening day art display; Han-Ching Wong is the selection committee. The grand opening of the
Library | Parks & Recreation Center is scheduled for Saturday, October 28, 2023.
4. Library Policy Status
Library Director, Valerie Sommer, mentioned updates to Library policies still pending. Further
updates will be provided in future meetings.
MATTERS FOR CONSIDERATION
5. Review and Approval of Draft Minutes from the June 27, 2023 Library Board Meeting
Motion to approve the minutes as presented from the June 27, 2023, meeting was made by Library
Board Member, Diane Huddleston, and seconded by Claire Ramsey, Secretary. All members in
attendance were in favor.

6. Discussion and Motion to Move the Location of the Library Board of Trustees meetings
for September and October to Grand Avenue Library.
Motion to move the location of the Library Board of Trustees meetings for September and October
to Grand Avenue Library was made by Library Board Member, Diane Huddleston, and seconded
by Liru Chin, Vice President. All members in attendance were in favor.
ITEMS FROM BOARD MEMBERS
LIBRARY ANNOUNCEMENTS
The Library Board of Trustees reviewed the Library Announcements. Elia Moreno, Administrative
Assistant II, informed the board members of a correction for item number three; the Cunamacué
program will be held on Saturday, September 9, 2023 at the Grand Avenue Library.
NEXT MEETING DATE AND AGENDA BUILDING
The next meeting of the Library Board of Trustees will be held on Tuesday, September 26, 2023
at 6:00 PM in the Grand Avenue Library Meeting Room.

LIBRARY -USE POLICY DRAFT UPDATE July 2023

A.The following behaviors are not allowed in the library facilities and/or are
prohibited by law:
OR: PROHIBITED BEHAVIORS INCLUDE, BUT ARE NOT LIMITED TO THE
FOLLOWING:[1][2]
1.Damage, destruction, or theft of library City property, tampering with computer
hardware and/or software, and other illegal activities including (but notlimitedto)
graffiti, vandalism, smoking (including e-cigarettes or vaping), carrying of
firearms, weapons, stun guns and tasers, or circumvention of security systems.
2.Alcohol use and/or open bottles of alcohol, unless authorized as part of a
library program.
3.Use of abusive and/or cursing language, gestures, activities.
4.Engaging in or threatening physical assault or abuse; threatening or harassing
other patrons or Library City staff, including, but not limited to: following,
stalking, leering, staring, lurking, offensive touching, obscene acts such as
indecent exposure, bullying.
5.Obstructing entrances or exits or interfering with the ability of patrons the public
or City staff to freely enter or exit the City library facilitiesy.
5.6.Soliciting, panhandling, or attempting to sell items for fundraising or other
commercial purposes within City library facilities not part of an approved City
program or City-sponsoredinitiated nonprofit such as Friends of the Library,
South San Francisco Public Library Foundation or Friends of Parks and
Recreation.[3]
6.Solicitations within Library/Community Learning Center buildings (excluding
those of the Library and/or Friends of the Library).
7.Disruptive behavior (including running and jumping) such as loud conversations
It is the goal of the Library Board of Trustees and staff of South San Francisco Public
Library for all visitors to enjoy a positive and safe experience when using the library.This
policy is designed to ensure Library facilities serve their primary purposes, including the
provision of a quiet and orderly environment in which people may read, study, use library
materials and equipment, and contemplate. The rules may regulate disruptive behavior,
noise, offensive odors, health and sanitation hazards, and bringing possessions,
materials, or objects into the Library which are likely to interfere with its use by others.

12.14.Having bare feet, and/or being shirtless, or being pantless or not fully
clothed[7][8].
13.15.Leaving personal belongings unattended. Please keep all personal items
with you at all times.
14.16.Moving furniture or fixtures into pathways and/or equipment such as computers
or other hardware.
15.17.Using skateboards, roller blades, rolling shoes, etc. in the City library Library
facilityies or on Library City property in a manner that disrupts access to or use of
the Libraryfacilitiesy; bringing bicycles or rolling containers used for storage, such
as shopping carts, luggage and strollers, into the facilityies;if they don’t fit
comfortably under the chair or table of occupant these must be left or secured
outside.
16.18.Bringing animals or pets into City buildingslibrary facilities. However, licensed
and certified service animals are permitted to enter library facilities. A handler will be
told to remove a service animal from a library facility if the service animal is not under
control of their handler and the animal's handler does not take effective action to
control it, or the animal is not housebroken. (28 CFR §35.136(a) and (b).) A service

animal must have a harness, leash, or other tether, unless either the handler is
unable because of a disability or other tether would interfere with the service animal's
safe, effective performance of work or tasks, in which case the service animal must
be otherwise under the handler's control (e.g.,voice control, signals, or other
effective means).

personal devices.
18.21.Unauthorized presence in City staff-designated areas; unauthorized
entering or remaining inside library facilities before or after posted hours of
operation.
19.22.Failure to comply with City Library staff requests and guidelines relating to
a local public health emergency: You may be asked to leave the library facility if
a localpublic healthemergency has been declared and you exhibit any symptoms
of the related illness, or if the Library City has instituted use guidelines in
response to a public health emergency and you fail to comply with the guidelines
20.23.All other items actions in violation of other library policies, including the
Internet and Computer Use Policy.
B.Unattended Children
–Parents are responsible for the behavior and safety of their children using the
Library. Children under the age of ten years must be closely accompanied at all times
by a parent or responsible adult caregiver. The police may be called when children
are left unattended.
C. Youth Library (Unattended Children Policy).
The Children’s AreaYouth Library is limited to persons under age 18 or through high
school (hereinafter “Children and Teen”) and their accompanying parent, caregiver,
or teacher, and those using the Children’s and Teen collections.For safety,
computers in the Children’s AreaYouth Library may only be used by Cchildren and
Tteens; their accompanying parent, caregiver or teacher may assist them.
The Main Library Teen Area is limited to persons under age 18 or through high school
after 2:30 pm or adults using the Teen collection.The Grand Library meeting room
is reserved for Cchildren and
Tteen reading and study, Monday through Friday, during school year operating days,
from 2:00 p.m. to 6:00 p.m.
Courtesy Reminder: The Library encourages requires a scent free environment.

When a patron behaves in a manner that violates this policy, LibraryStaff may ask apatron
to leave the Library facilitiesCity library facility with or without warning, may contact law

enforcement if necessary, and/or may suspend the patron from use of the City Llibrary
facilities, in accordance with the Suspension of Library Privileges Policy and
accompanying Suspension of Library Privileges Policy for Appeals Procedure.

MAIN LIBRARY GROUP STUDY ROOM USE POLICY DRAFT
This policy is designed to ensure Library facilities serve their primary purposes,
including the provision of a quiet and orderly environment in which people may read,
study, use library materials and equipment, and contemplate. The rules may regulate
disruptive behavior, noise, offensive odors, health and sanitation hazards, and bringing
possessions, materials, or objects into the Library which are likely to interfere with its
use by others. The rules may not unreasonably or unfairly restrict access to libraries by
any person or group.
The South San Francisco Public Library provides two group study rooms reserved for
Teens on the second floor, two group study rooms reserved for children and
accompanying adult(s) on the second floor, two group study/meetingrooms onthe third
floor and two tutoring rooms on the third floor library reserved for Library Literacy
Services. All rooms have wireless internet access.
The second floor study rooms can each accommodate 6 persons; the third floor study
rooms can each accommodate 10 persons; the Library Literacy Services tutoring rooms
can each accommodate 4 persons. The study rooms may be used by individuals when
not booked for larger groups. Registered Library Literacy Services participants may
reserve the tutoring rooms via Project Read staff. Library and City services and
programs have priority for use of the rooms. The Library reserves the right to modify or
cancel reservations based on the operational needs of the Library.
Group study rooms can be reserved for a maximum of two hours per day per group.
Reservations can be done online or via library staff at the service desk on each floor.
Bookings are accepted up to three days in advance.
RESERVATIONS: Online via www.ssf.net/rec-catalog or via library staff
USING THE GROUP STUDY OR MEETINGS ROOMS:
x The rooms must be occupied continuously during the scheduled booking
x A group using a room may stay beyond their reservation until another group
arrives to use the room
x Library staff have the authority to make accommodations regarding use of the
rooms, groups staying longer than the maximum time, and when to vacate for the
next group
x Equitable use of library facilities are prioritized; no one group can monopolize
reservation of rooms on an ongoing basis
x Light refreshments are allowed; drinks must be in closed containers; each group
is responsible for keeping the space clean
x All participants must exit the room prior to the library’s closing
RESPONSIBILITY:

x Each group is responsible for leaving the room in a clean and orderly condition.
Users must pay the cost of repair for any damage. The library is not responsible
for materials or equipment left in the room by users.
PUBLIC HEALTH ORDERS: Public health orders from the San Mateo County Health
Department must be complied with and local City and Library requirements and
procedures must be followed.
PROHIBITIONS:The name, address, and phone number of the South San Francisco
Public Library MAY NOT be used as the official address or headquarters of any group
using the auditorium. The use of the Community Room shall not be publicized in such a
way as to imply library sponsorship of the group's activities. Smoking, vaping, and
alcohol are not allowed in the Library and on Library property. Open flames are not
allowed in the Library and on Library property. All participants must comply with the
Library Use Policy, as posted in the auditorium and available on the Library’s website.
Granting permission to use the auditorium does not constitute an endorsement of the
users and/or their beliefs by the Library staff, Library Board of Trustees or the City of
SSF.

FEATURED ANNOUNCEMENTS
1. Holiday Closure: All Library facilities will be closed Sunday, October 8, 2023, and Monday, October 9,
2023 in observance of Indigenous Peoples’ Day.
2. Celebrate Indigenous Peoples’ Day on Wednesday, October 4, 2023, 2:30 PM at the Grand Avenue
Library. Learn about the traditional craft of basket weaving and weave your own basket to take home

3. The SSF Public Library Book Club meets virtually via Zoom on the third Tuesday of each month at
6:00 PM. The October 2023 Book Club selection is The Song of the Cell by Siddhartha Mukherjee.

4. Happy Baby Signs Storytime is back at SSFPL! Parents and caregivers with children from 0 - 6 years
are welcome. Children will have fun laughing, singing, and signing with Teacher Bill. The series will
begin on Wednesday, October 18, 2023, at the Grand Avenue Library beginning at 10:30 AM.
5. The Library | Parks & Recreation Center Grand Opening will be held on Saturday, October 28, 2023.
Opening remarks will begin at 10:00 AM followed by the ribbon cutting, and programs and activities
for all ages.
