COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER
Under the Public Comment section of the agenda, members of the public may speak on any item not listed
on the Agenda. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is
listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct
staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears
to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for
public comments (Gov. Code sec. 54954.3(b)(1).).

September 26, 2023 Grand Avenue Library
CALL TO ORDER
The meeting was called to order at 6:00 P.M. in the Grand Avenue Library.
ROLL CALL
Library Trustees present: Hector Camacho, Mary Giusti, Diane Huddleston and Claire Ramsey.
Library Staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant Library
Director; and Elia Moreno, Administrative Assistant II. Guests: Han-Ching Wong, Library
Program Manager, Robert Turnberg, and Catherine Abalos.

3. Library | Parks & Recreation Center Update
The New Library is looking great; staff has worked extremely hard to get everything into place.
Finishing touches like book ends and collections signage are being ordered. Contractors are
currently in the process of finishing electrical work. The council chambers continue to be an active
construction zone, requiring hard hats in the area. Assistant Library Director, Adam Elsholz, has
coordinated safety training sessions and has led staff throughout the building to learn of emergency
exits, fire extinguishers, etc. The Emergency Action Plan is currently in progress, as well. The
final punch list has not been scheduled, yet. A donor reception will be held on Wednesday, October
25, 2023, to celebrate the generosity of all our Library | Parks & Recreation donors.
4. Library | Parks & Recreation Center Opening Day, October 28, 2023 Update.
The Grand Opening of the Library | Parks & Recreation Center (LPR) will be Saturday, October
28, 2023. Opening remarks will begin at 11:00 AM. Staff will be stationed throughout all areas of
the library to welcome patrons, issue library cards, and promote library programs and resources.
Activities throughout the day will include staff giveaways, Concert in the (LPR) Park, food trucks,
storytimes, and Makerspace demonstrations. Amgen will be sponsoring a Library partnership with
Mission Science Workshop for an exhibit of the Blood Vessels that will be installed in the
Community Room. Library opening day collection, including books and A/V, will also be ready
for patrons to browse and checkout. Activities and programs will end at 4:00 PM; the building will
remain open until 5:00 PM.

MATTERS FOR CONSIDERATION
5. Review and Approval of Draft Minutes from the August 22, 2023 Library Board Meeting
Motion to approve the minutes as presented from the August 22, 2023, meeting was made by
Library Board Member, Diane Huddleston, and seconded by Hector Camacho, Library Board
Member. All members in attendance were in favor.
6. Discussion and Motion to Close Grand Avenue Library on Saturday, October 28, 2023 to
Support Opening Day of the New Library | Parks and Recreation Center.
Motion to close the Grand Avenue Library on Saturday, October 28,2023 support opening day of
the New Library | Parks and Recreation Center was made by Library Board Member, Diane
Huddleston, and seconded by Claire Ramsey, Secretary. All members in attendance were in favor.
7. Review of Draft Library Use Policy
The Library Board of Trustees reviewed the draft Library Use Policy. It will be presented to the
Library Board of Trustees for further discussion and consideration at a forthcoming meeting

MAIN LIBRARY GROUP STUDY AND MEETING ROOM USE POLICY
DRAFT
It is the goal of the Library Board of Trustees and staff of South San Francisco Public
Library for all visitors to enjoy an accessible, positive, and safe experience when using
the library. This policy is designed to ensure Library facilities serve their primary
purposes, including the provision of a quiet and orderly environment in which people
may read, study, use library materials and equipment, and contemplate. The rules may
regulate disruptive behavior, noise, offensive odors, health and sanitation hazards, and
bringing possessions, materials, or objects into the Library which are likely to interfere
with its use by others. The rules may not unreasonably or unfairly restrict access to
libraries by any person or group.
The South San Francisco Public Library provides two group study rooms reserved for
Teens on the second floor, two group study rooms reserved for children and
accompanying adult(s) on the second floor, two group study/meeting rooms on the third
floor and two tutoring rooms on the third floor library reserved for Library Literacy
Services. All rooms have wireless internet access.
The second floor study rooms can each accommodate 6 persons; the third floor
study/meeting rooms can each accommodate 10 persons; the Library Literacy Services
tutoring rooms can each accommodate 4 persons. The rooms may be used by
individuals when not booked for larger groups. Registered Library Literacy Services
participants may reserve the tutoring rooms via Project Read staff. Library and City
services and programs have priority for use of the rooms. The Library reserves the right
to modify or cancel reservations based on the operational needs of the Library and the
City.
Group study/meeting rooms can be reserved for a maximum of two hours, two times per
week per group. Bookings are accepted up to 30 days in advance.
RESERVATIONS: Via library staff on each floor or telephone (650) 829-3860 or
online via www.ssf.net/rec-catalog .
USING THE GROUP STUDY OR MEETING ROOMS:
The rooms must be occupied continuously during the scheduled booking
A group using a room may stay beyond their reservation until another group
arrives to use the room
Staff have the authority to make accommodations regarding use of the rooms,
groups staying longer than the maximum time, and when to vacate for the next
group
Equitable use of library facilities are prioritized; no one group may monopolize
reservation of rooms on an ongoing basis
No fees, dues, or donations may be charged or solicited by the user, nor may
any item or service be sold or advertised

Light refreshments are allowed; drinks must be in closed containers; each group
is responsible for keeping the space clean
All participants must exit the room 15 minutes prior to the library’s closing
RESPONSIBILITY:
Each group is responsible for leaving the room in a clean and orderly condition.
Users must pay the cost of repair for any damage. The Library is not responsible
for materials or equipment left in the room by users.
PUBLIC HEALTH ORDERS: Public health orders from the San Mateo County Health
Department must be complied with and local City and Library requirements and
procedures must be followed.
PROHIBITIONS: The name, address, and phone number of the South San Francisco
Public Library MAY NOT be used as the official address or headquarters of any group
using the auditorium. The use of the group study or meeting rooms shall not be
publicized in such a way as to imply library sponsorship of the group's activities.
Smoking, vaping, and alcohol are not allowed in the Library and on Library property.
Open flames are not allowed in the Library and on Library property. All participants
must comply with the Library Use Policy, as posted and available on the Library’s
website. Granting permission to use the rooms does not constitute an endorsement of
the users and/or their beliefs by the Library staff, Library Board of Trustees or the City of
SSF.

SOUTH SAN FRANCISCO PUBLIC LIBRARY LIBRARY USE POLICY
The following behaviors are not allowed in the library and/or are prohibited by law:
1. Damage, destruction, or theft of library property, tampering with computer hardware and/or software, and other illegal activities including (but not limited to) graffiti, vandalism, smoking (including e-cigarettes or vaping), carrying of firearms, weapons, stun guns and tasers, or circumvention of security systems.
2. Alcohol use and/or open bottles of alcohol, unless authorized as part of a library program. 3. Use of abusive and/or cursing language, gestures, activities. 4. Engaging in or threatening physical assault or abuse; threatening or harassing other patrons or Library staff, including, but not limited to: following, stalking, leering, staring, lurking, offensive touching, obscene acts such as indecent
exposure, bullying. 5. Obstructing entrances or exits or interfering with the ability of patrons or staff to freely enter or exit the library.
6. Solicitations within Library/Community Learning Center buildings (excluding those of the Library and/or Friends of the Library). 7. Disruptive behavior (including running and jumping) such as loud conversations
on cell phones or in person or other noise and loitering in groups for any unlawful
purpose. 8. Obstructing pathways, stairways, seating or access to resources with belongings and/or by sitting or lying on the floor.
9. Drinking beverages or eating in the buildings (except when offered as part of a library program). Beverages in closed containers are acceptable.
10. Using restrooms as bathing or laundering facilities.
11. Strong odors including those caused by fragrance products and/or lack of personal hygiene. 12. Having bare feet and/or being shirtless.

13. Leaving personal belongings unattended. Please keep all personal items with
you at all times.
14. Moving furniture or fixtures into pathways and/or equipment such as computers or other hardware.
15. Using skateboards, roller blades, rolling shoes, etc. in the Library or on Library property in a manner that disrupts access to or use of the Library; bringing bicycles or rolling containers used for storage, such as shopping carts and strollers, into the facility; if they don’t fit comfortably under the chair or table of occupant these must be secured outside.
16. Bringing animals or pets into buildings. However, licensed and certified service animals are permitted to enter library facilities. A handler will be told to remove a service animal from a library facility if the service animal is not under control of their handler and the animal's handler does not take effective action to control it, or the
animal is not housebroken. (28 CFR §35.136(a) and (b).) A service animal must have
a harness, leash, or other tether, unless either the handler is unable because of a disability or other tether would interfere with the service animal's safe, effective performance of work or tasks, in which case the service animal must be otherwise under the handler's control (e.g., voice control, signals, or other effective means).
17. Use of open flames. 18. Unauthorized presence in staff-designated areas; unauthorized entering or remaining inside library facilities before or after posted hours of operation.
19. Failure to comply with Library requests and guidelines relating to a local public health emergency: You may be asked to leave the library if a local public health emergency has been declared and you exhibit any symptoms of the related
illness, or if the Library has instituted use guidelines in response to a public health
emergency and you fail to comply with the guidelines 20. All other items in violation of other library policies, including the Internet and Computer Use Policy.
Unattended Children – Parents are responsible for the behavior and safety of their children using the Library. Children under the age of ten years must be closely accompanied at all times by a parent or responsible adult caregiver. The police may be
called when children are left unattended. (Unattended Children Policy).
The Children’s Area is limited to persons under age 18 or through high school and their accompanying parent, caregiver, or teacher, and those using the Children’s collection. For safety, computers in the Children’s Area may only be used by children; their accompanying
parent, caregiver or teacher may assist them. The Main Library Teen Area is limited to
persons under age 18 or through high school after 2:30 pm or adults using the Teen collection. The Grand Library meeting room is reserved for children andteen reading and study, Monday through Friday, during school year operating days, from 2:00 p.m. to 6:00 p.m.

When a patron behaves in a manner that violates this policy, Library Staff may ask a patron to leave the Library facilities with or without warning, may contact law enforcement if
necessary, and/or may suspend the patron from use of the Library facilities, in accordance
with the Suspension of Library Privileges Policy and accompanying Suspension of Library

2. Alcohol use and/or open bottles of alcohol, unless authorized as part of a
library program.
3. Use of abusive and/or cursing language, gestures, activities.
4. Engaging in or threatening physical assault or abuse; threatening or harassing
other patrons or City staff, including, but not limited to: following, stalking,
leering, staring, lurking, offensive touching, obscene acts such as indecent
exposure, bullying.
5. Obstructing entrances or exits or interfering with the ability of the public or City
staff to freely enter or exit City library facilities.
6. Soliciting, panhandling, or attempting to sell items for fundraising or other
commercial purposes within City library facilities not part of an approved City
program or City-initiated nonprofit such as Friends of the Library, South San
Francisco Public Library Foundation or Friends of Parks and Recreation.
7. Disruptive behavior (including running and jumping) such as loud conversations
on cell phones or in person, operating any electronic device used for sound without
an earphone(s), or other noise and loitering in groups for any unlawful purpose.
8. Obstructing pathways, stairways, seating or access to resources with belongings
and/or by sitting or lying on the floor; backpacks and other personal items must fit
under tables or chairs.
It is the goal of the Library Board of Trustees and staff of South San Francisco Public
Library for all visitors to enjoy an accessible, positive and safe experience when using
the library. This policy is designed to ensure Library facilities serve their primary
purposes, including the provision of a quiet and orderly environment in which people
may read, study, use library materials and equipment, and contemplate. The rules may
regulate disruptive behavior, noise, offensive odors, health and sanitation hazards, and
bringing possessions, materials, or objects into the Library which are likely to interfere
with its use by others. The rules may not unreasonably or unfairly restrict access to
libraries by any person or group.

9. Bringing personal items into City library facilities that pose a health or safety risk
to the public and to City staff, including but not limited to mattresses, bedrolls,
trash bags as storage for excess personal items, garbage, or recycling
10. Drinking beverages or eating in the buildings (except when offered as part of a
City library program or event). Beverages in closed containers are acceptable.
11. Sleeping, bathing, shaving, washing hair, washing clothes, placing feet or footwear
on furniture.
12. Strong odors including those caused by fragrance products and/or lack of
personal hygiene.
13. Having bare feet, being shirtless, or being pant-less.
14. Leaving personal belongings unattended. Please keep all personal items with
you at all times.
15. Moving furniture or fixtures into pathways and/or equipment such as computers or
other hardware.
16. Using skateboards, roller blades, rolling shoes, etc. in the City library facilities or
on City property in a manner that disrupts access to or use of the facilities; bringing
bicycles or rolling containers used for storage, such as shopping carts, luggage
and strollers, into the facilities; if they don’t fit comfortably under the chair or table
of occupant these must be left or secured outside.
17. Bringing animals or pets into City library facilities. However, licensed and certified
service animals are permitted to enter library facilities. A handler will be told to
remove a service animal from a library facility if the service animal is not under control
of their handler and the animal's handler does not take effective action to control it,
or the animal is not housebroken. (28 CFR §35.136(a) and (b).) A service animal
must have a harness, leash, or other tether, unless either the handler is unable
because of a disability or other tether would interfere with the service animal's safe,
effective performance of work or tasks, in which case the service animal must be
otherwise under the handler's control (e.g., voice control, signals, or other effective
means).
18. Use of open flames.
19. Viewing or displaying obscene content on computers or personal devices.
20. Unauthorized presence in City staff-designated areas; unauthorized
entering or remaining inside facilities before or after posted hours of
operation.
21. Failure to comply with City staff requests and guidelines relating to a local public
health emergency: You may be asked to leave the facility if a local public health
emergency has been declared and you exhibit any symptoms of the related

illness, or if the City has instituted use guidelines in response to a public health
emergency and you fail to comply with the guidelines
22. All other actions in violation of other library policies, including the Internet and
Computer Use Policy.
B. Unattended Children
Parents are responsible for the behavior and safety of their children using the Library.
Children under the age of ten years must be closely accompanied at all times by a
parent or responsible adult caregiver. The police may be called when children are left
unattended.
C. Youth Library
The Youth Library is limited to persons under age 18 or through high school
(hereinafter “Children and Teen”) and their accompanying parent, caregiver, or
teacher, and those using the Children’s and Teen collections. For safety, computers
in the Youth Library may only be used by Children and Teens; their accompanying
parent, caregiver or teacher may assist them.
The Grand Library meeting room is reserved for Children and Teen reading and
study, Monday through Friday, during school year operating days, from 2:00 p.m. to
6:00 p.m.
When a patron behaves in a manner that violates this policy, Library Staff may ask patron
to leave the City library facility with or without warning, may contact law enforcement if
necessary, and/or may suspend the patron from use of the City library facilities, in
accordance with the Suspension of Library Privileges Policy and accompanying
Suspension of Library Privileges Policy for Appeals Procedure.

MAIN LIBRARY AUDITORIUM USE POLICY
This policy is designed to ensure Library facilities serve their primary purposes,
including the provision of a quiet and orderly environment in which people may read,
study, use library materials and equipment, and contemplate. The rules may regulate
disruptive behavior, noise, offensive odors, health and sanitation hazards, and bringing
possessions, materials, or objects into the Library which are likely to interfere with its
use by others. The rules may not unreasonably or unfairly restrict access to libraries by
any person or group.
Use of the auditorium is available – on a limited basis – for booking by local non-profit
groups serving South San Francisco (SSF), including neighborhood associations,
schools, or public agencies. Bookings must be for meetings or programs open to the
public. Due to limited parking, groups of more than 25 adults will not be accommodated.
No fees, dues, or donations may be charged or solicited by the user, nor may any item
or service be sold or advertised. In addition, commercial use of the auditorium by
private groups for purpose of sales is prohibited.
This policy does not apply to use of the auditorium for programs sponsored by the
Library, City, government agencies, or Friends of the Library.
AVAILABILITY: The auditorium is regularly used for public events. However, there is
some availability for reservation of the auditorium during the following hours.
Occasionally, additional afternoon and evening hours may be available.
Tuesday 12:00 noon to 5:00 p.m.
Wednesday 12:00 noon to 5:00 p.m.
Thursday 12:00 noon to 5:00 p.m.
Friday 12:00 noon to 5:00 p.m.
Reservations must include setup and cleanup time for your meeting or event. All
participants must exit the building prior to the library’s closing.
BOOKING: Requests to book the auditorium may be accepted from persons 18 years
and older, up to two (2) months in advance, by calling 650-829-3878, Monday through
Friday between 9 a.m. and 4 p.m. Because the auditorium is used by a wide variety of
public, library, and City of South San Francisco departments, advance reservations are
required and must be made at least two (2) weeks prior to the date. A telephone
reservation is tentative only. The written application, the Main Library Auditorium Use
Application form, must be received within 48 hours of the telephone reservation. The
application may be submitted online at www.ssf.net/library. “Reserve a Space.”
Depending upon the nature of the program, proof of personal and property liability
insurance may be required. Applications will be accepted from the same organization up
to six (6) times in a calendar year.

PRIORITY: Library and City programs have first priority. While the utmost care will be
taken to schedule Library and City programs in advance, there may be times when a
reservation will be cancelled.
BUILDING ACCESS: For safety reasons, entrance to the lower level of the Library is
limited to Project Read patrons and persons attending programs or meetings in the
auditorium and adjacent rooms. ADA access to the auditorium is via the elevator on the
main floor of the library. Restrooms and a drinking fountain are located down the hall.
ADA accessible restrooms are available on the main floor.
SETUP: The auditorium includes tables and chairs, permanently mounted projector
and screen, and a small stage. With a library card, a Windows laptop computer, with
HDMI cable, can be borrowed for the event. Users can bring their own laptop and other
audio visual equipment and supplies. Testing audio visual connections prior to the
event is highly recommended.
KITCHEN/CLEANUP: The kitchen adjacent to the auditorium is for library use only.
Food may not be prepared on the premises. Each group is responsible for leaving the
room in a clean and orderly condition. Users must pay the cost of repair for any
damage. The library is not responsible for materials or equipment left in the building by
users.
CHILDREN: In order to ensure proper supervision and safety, groups involving children
must have adults present in a ratio of one (1) adult for every ten (10) children.
Noise: Keep noise to a minimum as loud meetings and programs can disrupt the staff
working environment and interfere with adjacent meetings and patron usage.
PROHIBITIONS: The name, address, and phone number of the South San Francisco
Public Library MAY NOT be used as the official address or headquarters of any group
using the auditorium. The use of the auditorium shall not be publicized in such a way as
to imply library sponsorship of the group's activities. Smoking, vaping, and alcohol are
not allowed in the Library and on Library property. Open flames are not allowed in the
Library and on Library property. All participants must comply with the Library Use
Policy, as posted in the auditorium and available on the Library’s website. Granting
permission to use the auditorium does not constitute an endorsement of the users
and/or their beliefs by the Library staff, Library Board of Trustees or the City of SSF.
