Members of the public are encouraged to submit public comments in writing in advance of the meeting by

How to provide Public Comment during the Meeting:
COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER
Under the Public Comment section of the agenda, members of the public may speak on any item not listed
on the Agenda. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is
listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct
staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears
to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for
public comments (Gov. Code sec. 54954.3(b)(1).).
American Disability Act:
The City Clerk will provide materials in appropriate alternative formats to comply with the Americans with
Disabilities Act. Please send a written request to City Clerk Rosa Govea Acosta at 400 Grand Avenue, South
San Francisco, CA 94080, or email at [email protected]. Include your name, address, phone number, a brief
description of the requested materials, and preferred alternative format service at least 24-hours before the
meeting.

Meeting Minutes: Monday, October 7, 2024

Call to Order:
Meeting called to order at 6:35 PM
Roll Call:
Committee Members: Vivek Narratom, Ally Tunque, Alejandra Ramirez, Alex Lau, Edward Tian, Nataly
Quinteros, Julia Tsuei.
Staff Members: Adam Elsholz, Assistant Library Director; Erika Madriz, Administrative Assistant.
Absent: Aaron Adriano, Claudia Miller, Nika Mariano, Jiancarlo Ray.
Public Comments:
No public comments were made.
Agenda Review:
No changes to the agenda.
Items from Staff Members:
Review and approval of Draft Minutes from August 5, 2024 Youth Commission Meeting.
Alex Lau called motion to approve August 5, 2024 minutes, seconded by Nataly Quinteros. All
commissioners were in favor. Motion was approved.
Review and approval of Draft Minutes from September 9, 2024 Youth Commission Meeting.
Alejandra Ramirez called motion to approve September 9, 2024 minutes, seconded by Alex Lau. All
commissioners were in favor. Motion was approved.
Social Media Guidelines
The Social Media Guidelines were included in the agenda packet for commissioners’ review. Adam Elsholz
reviewed the Social Media Ordinance. Commissioners were informed they could establish a Social Media
subcommittee to draft guidelines, create posts, and report back to the commission.
Matters for Consideration
Renewal of Youth Commissioners
Adam Elsholz shared updates. Commissioners Jasmine Ho and Sara Vides have recently resigned and have
submitted their written resignations. Commissioners Aaron Adriano, Claudia Miller, and Nataly Quinteros
have terms that expired on September 20, 2024. If interested in reappointment, they can send written
notice to the City Clerk’s office. Aaron Adriano may have reached the age limit for participation in Youth
Commission- Adam will look into this. Nataly Quinteros confirmed she has submitted her written notice
for reappointment to the City Clerk.

Election of Officers
Adam Elsholz reviewed the subsection of the by-laws regarding the election of officers with
commissioners. Nominations were made, followed by the election of officers. The following officers were
elected:
Chairperson: Julia Tsuei
Vice Chairperson: Ally Tunque
Items from Commissioners
Draft Youth Commission Guidelines
Adam Elsholz reviewed the Youth Commission Ordinance regarding Social Media. Youth Commission can
have their own social media account with their own consensus views. A Social Media subcommittee can
discuss topics for posts in advance. The process can be added to the Youth Commission’s Social Media
Guidelines. Julia Tsuei and Ally Tunque will review the Ordinance to draft guidelines.
Amending By-laws
Adam Elsholz reviewed the subsection of the by-laws regarding amending by-laws. Commissioners were
reminded they can discuss amending by-laws at meetings.
Remote attendance is not an option for commissioners, but they can write a recommendation to City
Council to adopt rules arounds remote meetings, or they can amend the by-laws, which would go through
the City Attorney. Commissioners will continue to meet in person but can look into options in the future.
Updates from Subcommittees
Voter Registration and Social Media subcommittees were formed at the August meeting. No current
updates due to resignations. The commission reviewed the subsection of the by-laws regarding
subcommittees.
