Under the Public Comment section of the agenda, members of the public may speak on any item not listed
on the Agenda. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is
listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct
staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears
to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for
public comments (Gov. Code sec. 54954.3(b)(1).).

November 28, 2023 Main Library
CALL TO ORDER
The meeting was called to order at 6:00 P.M. in the Main Library 2nd Floor Community Room in
the Library I Parks and Recreation Center.
ROLL CALL
Library Trustees present: Hector Camacho, Liru Chin, Mary Giusti, Diane Huddleston and Claire
Ramsey. Library Staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant
Library Director. Guest: Catherine Abalos.

ITEMS FROM STAFF MEMBERS
1. November 2023 Library Director’s Report
In response to a positive comment about the Baby Sign Language (BSL) program, Director
Sommer noted that this is the second BSL series. Comments regarding the Director’s Report
summary of opening day were moved to Item #3, below.

3. Library | Parks and Recreation Center Update
The Library has continued to be busy after the extremely well-attended grand opening. We had
a lot of people signing up for library cards on opening day. Circulation statistics for the full
months of November and December will be included in the January Library Board meeting
packet. Looking at the shelves, which were packed before opening day and quite roomy now,
we know that our circulation is strong, especially in the Youth Library. Director Sommer noted
many of the popular programs and events that took place on opening day, most notably the
Immersive Blood Vessel Exhibit from the Mission Science Workshop, Slime in the
Makerspace, Amgen blood typing program in the Makerspace, the Mayor’s story time, the
outdoor concert and more. Board member Chin noted CERT was on site on opening day to
help with directions and crowds and received great feedback on the new building.
A question was asked about whether people pay attention to the Short Term Parking sign.
Director Sommer and Assistant Director Elsholz did not believe so on a consistent basis, nor
are the set-asides for low emission vehicles being totally observed. Tickets are not being issued
at this time. Director Sommer observed that there are available parking spaces throughout the
day and patrons picking up reserves are selecting slower times. Board member Huddleston
said that 2 PM is usually a good time for parking. She asked if we are closing early for the CC

Reorganization due to anticipated large numbers of attendees; Director Sommer said we will
be open and helping with self-guided tours before the meeting. Several suggestions covered
additional parking in the area, such as the County Building on Mission Road and the apartment
building at El Camino/Chestnut with the large parking sign (although availability/access is not
confirmed).
With the increase in Library visitors and usage, and the growing usage of the Library from
families and individuals visiting the playground, taking classes, attending programs and events,
and “hanging out” in the building, Sommer and Elsholz identified two “wish list” items for
upcoming budget discussions: extending Sunday open hours from 2 PM – 5 PM to at least
12 PM – 5 PM and extending Thursday open hours from 12 PM – 8 PM to 10 AM – 8 PM.
This would be more aligned with P & R and building hours and would better meet patron
expectations to access the library during more hours when the building is open. This would be
a budget request; Board member Camacho inquired about data supporting this request to
present to Council. Sommer and Elsholz spoke to the extension of Sunday hours, which in past
surveys showed that circulation and usage per hour during the Sunday schedule was the highest
during the week. We will provide circulation and “gate count” statistics. The counters are on
the security gates at the entrance of the second and third floor libraries. Although they double
count folks entering on both floors, it counts groups entering together, such as families, as
“one,” so it may be close to evening out. There was also mention of survey our patrons/the
community on schedule changes. The Board agreed that the “biggest bang for our buck would
be Sundays.”
Board member Ramsey asked about usage of the study/meeting rooms. Assistant Director
Elsholz relayed that the rooms are now reservable online; when not reserved, it is first-come.
A/V is still not available in the rooms; they are being used by teens, patrons needed a quiet
place for a meeting, working, interviews, etc.
Director Sommer pointed out that the far right panel of the donor wall now lists upcoming
events and meetings. Previously, for the first few weeks after opening, donors of less than
$1,000 were listed on that panel.
4. Recruitment Update
Many new p/t hourly staff members have been hired to provide library and customer services
on all three floors of the new building. New staff is training on joint programs and services of
Library and Parks and Recreation. Turnover, sick calls, college exams and class conflicts affect
daily staffing levels. There is a shared Management Analyst position pending; that person will
supervise lobby staff and joint promotion in the building. The Library currently has five f/t
openings due to staff moving from the area, accepting opportunities in other local libraries;
and promotions within the City and Library:
Librarian, Adult Services – offer has been made
Librarian, Youth Services – offer has been made
Librarian, Youth Services- interviews will be scheduled
Library Assistant II – new staff member on boarding is scheduled
Administrative Assistant II – interviews will be scheduled

MATTERS FOR CONSIDERATION
Review and Approval of Draft Minutes from the October24, 2023 Library Board Meeting
Motion to approve the minutes as presented from the October 24, 2023 meeting was made by
Board Member Diane Huddleston, and seconded by Board Member Liru Chin. All members were
in favor.
ITEMS FROM BOARD MEMBERS
Discussion and Motion to Approve the 2024 Holiday Schedule
After a comment by Board Member Ramsey that this is the same listing as usual, with Board
Member Huddleston acknowledging that Juneteenth has been added, a Motion to approve the 2024
Holiday Schedule was made by Library Board Member Diane Huddleston, and seconded by Board
Member Liru Chin. All members were in favor.
LIBRARY ANNOUNCEMENTS
The Library Board of Trustees reviewed the Library Announcements.
Board Member Chin announced she will be leaving the Library Board due to personal
commitments but would remain active in any role we need her in. She expressed appreciation for
the Board and the Library and is grateful to have served. She will inform City Council that this
will be her last meeting.

The next meeting of the Library Board of Trustees will be held on Tuesday, January 24, 2024 at

MAIN LIBRARY GROUP STUDY AND MEETING ROOM USE POLICY
DRAFT REVISION for January 30, 2024 meeting
It is the goal of the Library Board of Trustees and staff of South San Francisco Public
Library for all visitors to enjoy an accessible, positive, and safe experience when using
the library. This policy is designed to ensure Library facilities serve their primary
purposes, including the provision of a quiet and orderly environment in which people
may read, study, use library materials and equipment, and contemplate. The rules may
regulate disruptive behavior, noise, offensive odors, health and sanitation hazards, and
bringing possessions, materials, or objects into the Library which are likely to interfere
with its use by others. The rules may not unreasonably or unfairly restrict access to
libraries by any person or group.
The South San Francisco Public Library provides two group study rooms reserved for
tTeens on the second floor, two group study rooms reserved for children and
accompanying adult(s) on the second floor, two group study/meeting rooms on the third
floor and two tutoring rooms on the third floor library reserved for Library Literacy
Services. All rooms have wireless internet access. Room usage is free.
The second floorsecond-floor study rooms can each accommodate 6 persons. These
rooms are located in the Youth Library. The teen study rooms are reserved for ages 12
– 17. The children’s study rooms are reserved for ages 17 and under; adults reserving
these spaces must be accompanied by a child or teen;
the The third floor study/meeting rooms can each accommodate 10 persons; the Library
Literacy Services tutoring rooms can each accommodate 4 persons. The rooms may
be used by individuals when not booked for larger groups. Registered Library Literacy
Services participants may reserve the tutoring rooms via Project Read staff. Library and
City services and programs have priority for use of the rooms. The Library reserves the
right to modify or cancel reservations based on the operational needs of the Library and
the City.
Group study/meeting rooms can be reserved for a maximum of two hours, two times per
week per group. Bookings are accepted up to 30 days in advance. Groups more than
15 minutes late may lose their reservation if other people are waiting to use the room.

online via www.ssf.net/rec-catalog .
USING THE GROUP STUDY OR MEETING ROOMS:
The rooms must be occupied continuously during the scheduled booking
Groups must adhere to the maximum occupancy numbers as noted above
A group using a room may stay beyond their reservation until another group
arrives to use the room

Staff have the authority to make accommodations regarding use of the rooms,
groups staying longer than the maximum time, and when to vacate for the next
group
Equitable use of library facilities are prioritized; no one group may monopolize
reservation of rooms on an ongoing basis
No fees, dues, or donations may be charged or solicited by the user, nor may
any item or service be sold or advertised
Light refreshments are allowed; drinks must be in closed containers; each group
is responsible for keeping the space clean and throwing garbage out in the
library’s trash receptacles
All participants must exit the room 15 minutes prior to the library’s closing
RESPONSIBILITY:
Each group is responsible for leaving the room in a clean and orderly condition.
Users must pay the cost of repair for any damage. The Library is not responsible
for materials or equipment left in the room by users.
PUBLIC HEALTH ORDERS: Public health orders from the San Mateo County Health
Department must be complied with and local City and Library requirements and
procedures must be followed.
PROHIBITIONS: The name, address, and phone number of the South San Francisco
Public Library MAY NOT be used as the official address or headquarters of any group
using the auditorium. The use of the group study or meeting rooms shall not be
publicized in such a way as to imply library sponsorship of the group's activities.
Smoking, vaping, and alcohol are not allowed in the Library and on Library property.
Open flames are not allowed in the Library and on Library property. All participants
must comply with the Library Use Policy, as posted and available on the Library’s
website. Granting permission to use the rooms does not constitute an endorsement of
the users and/or their beliefs by the Library staff, Library Board of Trustees or the City of
SSF.
