Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your

COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER
Under the Public Comment section of the agenda, members of the public may speak on any item not listed
on the Agenda. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is
listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct
staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears
to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for
public comments (Gov. Code sec. 54954.3(b)(1).).

·Holiday closure: The Library will be closed on Easter Sunday, March 31, 2024.
·Join the SSF Public Library us as we kick-off our four-part STEM Series with
Pulitzer Prize-winner Journalist and Author of The Exceptions:Nancy Hopkins, MIT,
and the Fight for Women in Science, Kate Zernike on April 11, 2024 at 6:00pm in the
Council Chambers of Library | Parks and Recreation Building
·The SSF Public Library Book Club meets every third Tuesday in the Community
Room on the 2nd floor in the new Library | Parks and Recreation Center. On April
16th at 6:00 pm we will be meeting to discuss Lessons in Chemistry by Bonnie
Garmus. You are not required to read the book but be prepared for spoilers! Email
[email protected]

information on how to participate! No registration is required.
·Have a broken household item? Bring it to the Fix It Clinic and learn how to
disassemble, repair and provide maintenance to your items on April 20, 2024 from
11:00am - 2:00 pm in the Makerspace Room on the 2nd floor of the new Library |
Parks and Recreation Center. Fixit Coaches (and helpful neighbors) will be available
for consultation on broken items: we'll provide workspace, specialty tools, and
guidance to help you disassemble and troubleshoot your item. The Fix It Clinic is a
community-based workshop led by volunteer neighbors and friends and supported by
a grant from Genentech, a member of the Roche Group.
·In celebration of Día de los Niños/Children's Day
<https://www.ala.org/alsc/initiatives/dia> , the Grand Avenue Library will be hosting s
a set of children's programs on Saturday, April 27. Mariela's Music Time will headline
the day, with an educational, energetic, and interactive bilingual performance for
children and their families. We will also host a craft and book reading program
designed around inclusivity for neurodivergent children.

CALL TO ORDER
The meeting was called to order at 6:01 P.M. in the Main Library, 3rd Floor Collaboration Room
#2 in the Library I Parks and Recreation Center.
ROLL CALL
Library Trustees present: Catherine Abalos, Hector Camacho, Mary Giusti, and Claire Ramsey.
Library Staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant Library
Director; and Anita Palafox, Administrative Assistant II; Brittany Austin, Library Program
Manager; Karla Bourdon, Literacy Services Manager. Guests: John Baker, Leslie Fong, Raul
Gomez from San Bruno Community Foundation

Presentation of check from the San Bruno Community Foundation
Raul Gomez from the San Bruno Community Foundation presented a check in the amount of
$6,000 to Project Read Learning Wheels.

The Board members reviewed the Communications and Statistics.
Library | Parks and Recreation Center Update
There are fewer outstanding punch list items and updates this month. AV systems in several spaces
are still awaiting delivery of parts and equipment for the final installations.. This week,
photographers via the Architect will be taking additional pictures of the exterior and interior of the
building. Kitchell staff is still onsite, providing project management and oversight of the
remaining items for project completion.
MATTERS FOR CONSIDERATION
Review and Approval of Draft Minutes from the January 30, 2023 Library Board Meeting
Motion to approve the minutes as presented from the January 30, 2023 meeting was made by Board
Member Mary Giusti, and seconded by Vice President Hector Camacho. All members in
attendance were in favor.

Discussion and Motion to Amend the Suspension of Library Privileges Policy
The Board reviewed and had minor changes regarding updating the policy with the library’s new
address. A motion was made by Board Member Catherine Abalos and seconded by Board Member
Mary Giusti to approve the Suspension of Library Privileges Policy with changes. All members in
attendance were in favor.
Introduction of New Library Board Member
Catherine Abalos was introduced as the new Library Board Member. She is excited to be part of
the Library Board.
Project Read – Trivia Challenge 2023 Recap
Karla Bourdon, Literacy Services Manager shared results of the 30th Trivia Challenge held on
December 8, 2023. Approximately 300 guests attended including members of local organizations,
libraries, community members, elected officials, and more. The event was supported by sponsors,
donations, and team registrations with a profit of $35,733.
Save the date for our upcoming Trivia Challenge on December 15, 2024 at the SSF Conference
Center.
E-Book Usage Statistics Summary
Brittany Austin, Reference & Technical Services Program Manager gave an overview of e-Books
and e-Audiobook collections. There are a variety of lending modules, such as through the
Peninsula Library System’s shared collections via Overdrive/Libby, Overdrive Advantage
purchases to fill local SSF patron demand, access to library collections in the MarinNet library
system, and more. Usage of e-Books, e-Magazines and e-Audio has grown. Kanopy, a part of
Overdrive is a module for movie streaming providing access to classics and diverse titles. Kanopy
usage is growing, especially now that it is part of the Overdrive collection.
LIBRARY ANNOUNCEMENTS
The Library Board of Trustees reviewed the Library Announcements.

The next meeting of the Library Board of Trustees will be held on Tuesday, March 26, 2024, at

OUT-OF-COUNTY INTER-LIBRARY LOAN POLICY
South San Francisco Public Library offers out-of-county inter-library loan services (ILL)
to our library patrons. The goal of the South San Francisco Public Library Inter-
libraryLibrary Loan Service is to provide patrons with access to books/materials at
libraries nationwide that cooperate with us. The success of this program depends on
prompt return of items borrowed. However, because of staff constraints and the costs
involved, the following guidelines must be observed.
1. There is a non-refundable processing fee per item requested. The current fee is
$3.00 per item for South San Francisco residents and $5.00 per item for non-
residents can be found in the City of South San Francisco’s Master Fee
Schedule. Not all interlibrary loan requests are successful due to availability of
the item, willingness of owning libraries to loan, etc. Interlibrary loan requests will
be accepted for lending libraries in the continental United States plus Hawaii.
2. Patrons must have a current Peninsula Library System (PLS) library card in good
standing.
3. If a number of requests are submitted at the same time, there may be a delay in
processing them. Please limit your request to three items at a time.
4. South San Francisco residents may request a maximum of twenty items in a
calendar year and non-residents may request a maximum of twelve items.
5. Each volume of a title, each reel of microfilm, etc. constitutes one item request
and should be submitted on a separate request form. If we are unable to fill your
request on the first search and you would like us to try again in the future, the fee
will be charged again.
6. If an item is owned by a Peninsula Library System (PLS) library, we must try to
obtain it from that library before going out of system/county. If the item exists as
reference use only in PLS, we will refer patron to owning library.
7. Patrons should provide accurate bibliographic information (author, title, year of
publication, etc.) for items requested.
8. Patrons are responsible for any fees or charges imposed by the lending library.
South San Francisco will try to borrow materials from sources that do not charge
fees; however, if there are fees or charges imposed by the lending library,
including special shipping fees, SSF Library staff will contact the patron for
approval before proceeding with the loan request.

9. Items borrowed by SSF Public Library on ILL are subject to loan periods and
other restrictions, i.e. library use only. Please note: microfilm reels must be
viewed in the library.

10. Items borrowed through out-of-county ILL must be picked up and returned to
SSF South San Francisco Public Library.
11. Renewals are allowed per lending library policies and approvals and only at
South San Francisco Public Library. Please call South San Francisco Public
Library , 650-829-3860, at least five days before the due date of the item to
request a renewal.
12. AV materials (except for microfilm) are not available through out-of-county ILL.
Due to the difficulty in locating libraries that will loan microfilm reels, patrons may
be responsible for identifying lending institutions.

13. We will search for journal articles on our online ILL service. If we cannot locate
them online, the patron is responsible for locating lending libraries.
14. In addition to the above constraints, the library will not search for:
a) Items SSF Public Library has previously borrowed several times for the
same person
b) Items SSF Public Library has unsuccessfully tried twice to borrow within
the last year
c) Circulating items owned by a PLS library
d) Items that cannot be verified
e) Books likely to be designated “reference only” and, therefore, not loanable
f) Items published within the current and previous year
g) Textbooks
15. LOST OR DAMAGED MATERIALS
Patron is responsible for entire amount charged by lending library if an item is
lost or damaged while checked out to them, plus this library’s processing charge
for lost/damaged items. Patron is also responsible for paying overdue fines
charged by the lending library and this library.

USE POLICY DRAFT REVISION MARCH 2024
A. The following behaviors are not allowed in library facilities , including lobby,
hallway and restroom areas, and/or are prohibited by law:
1. Damage, destruction, or theft of City property, tampering with computer hardware
and/or software, and other illegal activities including graffiti, vandalism, smoking
(including e-cigarettes or vaping), carrying of firearms, weapons, stun guns and
tasers, or circumvention of security systems.
2. Alcohol use and/or open bottles of alcohol, unless authorized as part of a
library program.
3. Use of abusive and/or cursing language, gestures, activities.
4. Engaging in or threatening physical assault or abuse; threatening or harassing
other patrons or City staff, including, but not limited to: following, stalking,
leering, staring, lurking, offensive touching, obscene acts such as indecent
exposure, bullying.
5. Obstructing entrances or exits or interfering with the ability of the public or City
staff to freely enter or exit City library facilities.
6. Soliciting, panhandling, or attempting to sell items for fundraising or other
commercial purposes within City library facilities not part of an approved City
program or City-initiated nonprofit such as Friends of the Library, South San
Francisco Public Library Foundation or Friends of Parks and Recreation.
7. Disruptive behavior (including running and jumping) such as loud conversations
on cell phones or in person, operating any electronic device used for sound without
an earphone(s), or other noise and loitering in groups for any unlawful purpose.
8. Obstructing pathways, stairways, seating or access to resources with belongings
and/or by sitting or lying on the floor; backpacks and other personal items must fit
under tables or chairs.
9. Bringing personal items into City library facilities that pose a health or safety risk
to the public and to City staff, including but not limited to mattresses, bedrolls,
trash bags as storage for excess personal items, garbage, or recycling
It is the goal of the Library Board of Trustees and staff of South San Francisco Public
Library for all visitors to enjoy an accessible, positive and safe experience when using
the library. This policy is designed to ensure Library facilities serve their primary
purposes, including the provision of a quiet and orderly environment in which people
may read, study, use library materials and equipment, and contemplate. The rules may
regulate disruptive behavior, noise, offensive odors, health and sanitation hazards, and
bringing possessions, materials, or objects into the Library which are likely to interfere
with its use by others. The rules may not unreasonably or unfairly restrict access to
libraries by any person or group.

10. Drinking beverages or eating in the buildingsLibrary collection and computer
spaces, with the exception of food served as part of a City or library program or
event. (except when offered as part of a City library program or event).
Beverages in closed containers are acceptable. Snacks are allowed in library
meeting rooms and facility lobby areas and must be disposed of in the proper
trash receptacles.
11. Sleeping, bathing, shaving, washing hair, washing clothes, placing feet or footwear
on furniture.
12. Strong odors including those caused by fragrance products and/or lack of
personal hygiene.
13. Having bare feet, being shirtless, or being pant-less.
14. Leaving personal belongings unattended. Please keep all personal items with
you at all times.
15. Moving furniture or fixtures into pathways and/or equipment such as computers or
other hardware.
16. Using skateboards, roller blades, rolling shoes, etc. in the City library facilities or
on City property in a manner that disrupts access to or use of the facilities; bringing
bicycles or rolling containers used for storage, such as shopping carts, luggage
and strollers, into the facilities; if they don’t fit comfortably under the chair or table
of occupant these must be left or secured outside.
17. Bringing animals or pets into City library facilities. However, licensed and certified
service animals are permitted to enter library facilities. A handler will be told to
remove a service animal from a library facility if the service animal is not under control
of their handler and the animal's handler does not take effective action to control it,
or the animal is not housebroken. (28 CFR §35.136(a) and (b).) A service animal
must have a harness, leash, or other tether, unless either the handler is unable
because of a disability or other tether would interfere with the service animal's safe,
effective performance of work or tasks, in which case the service animal must be
otherwise under the handler's control (e.g., voice control, signals, or other effective
means).
18. Use of open flames.
19. Viewing or displaying obscene content on computers or personal devices.
20. Unauthorized presence in City staff-designated areas; unauthorized
entering or remaining inside facilities before or after posted hours of
operation.
21. Failure to comply with City staff requests and guidelines relating to a local public
health emergency: You may be asked to leave the facility if a local public health
emergency has been declared and you exhibit any symptoms of the related
illness, or if the City has instituted use guidelines in response to a public health
emergency and you fail to comply with the guidelines

22. All other actions in violation of other library policies, including the Internet and
Computer Use Policy.
B. Unattended Children
Parents are responsible for the behavior and safety of their children using the Library.
Children under the age of ten years must be closely accompanied at all times by a
parent or responsible adult caregiver. The police may be called when children are left
unattended.
C. Youth Library
The Youth Library is limited to persons under age 18 or through high school
(hereinafter “Children and Teen”) and their accompanying parent, caregiver, or
teacher, and those using the Children’s and Teen collections. For safety, computers
in the Youth Library may only be used by Children and Teens; their accompanying
parent, caregiver or teacher may assist them.
The Grand Library meeting room is reserved for Children and Teen reading and
study, Monday through Friday, during school year operating days, from 2:00 p.m. to
6:00 p.m.
When a patron behaves in a manner that violates this policy, Library Staff may ask patron
to leave the City library facility with or without warning, may contact law enforcement if
necessary, and/or may suspend the patron from use of the City library facilities, in
accordance with the Suspension of Library Privileges Policy and accompanying
Suspension of Library Privileges Policy for Appeals Procedure.

2024 LEGISLATIVE PRIORITIES
The California Library Association —through its members and advocates —works to make a difference
for all Californians by providing adequately funded libraries,which transform lives through their programs
and services.
At the state level,CLA actively advocates for the following:
1.Protection of 2021-22 and 2022-23 State Budget Augmentations in Light of a
Challenging 2024-25 Budget year
During the 2021-22 and 2022-23 Budget years,the legislature and the Governor
made a series of historic funding commitments to public library programs under
the jurisdiction of the California State Library.This funding allowed public libraries
to address much needed health and safety construction-related deficiencies,fed
children at the library in need of a meal during the summer,provided books to
homebound seniors,and much more.As such,the California Library Association
respectfully requests that the legislature and Governor protect the valuable
investments made in the areas of:
*The California Library Services Act (CLSA)that fosters resource sharing among
libraries,particularly in rural areas where funding challenges persist.
a.*Lunch at the Library,which provides 300,000+free and nutritious lunches and
literacy-rich programs annually at hundreds of libraries across the state during the
summer months.
b.*Zip books,a program which supports the diverse informational needs of people in rural
and underserved populations who cannot get to a physical library.
c.*Library infrastructure grants through the Building Forward Library Improvement Grant
Program,which is providing critically important construction dollars to public libraries
throughout the state for health and safety facility upgrades,ADA compliance,essential
library building expansions and more.
2.New and Ongoing Funding Requests (2024-25 State Budget)
a.$3 million in one-time funding grants to assist public libraries in offsetting costs
associated with the implementation of SB 321-Ashby,Statutes of 2023 (library
cards for third graders).
b.$10 million in funding to support online job training and workforce development.
c.$5 million in ongoing funding for the training of library staff and hiring of social workers to
support the de-escalation of behavioral trends in libraries.
3.Equitable Access to Critical Library and Information Services
a.Broadband equity and digital literacy for unserved and underserved communities.
b.Support the freedom to read and access to material with diverse points of view.
c.Support libraries as a safe haven for all community members.
d.Accessible buildings,including upgrades to critical infrastructure and support in times of
disaster,such as wildfires and extreme heat.
e.Early literacy,school readiness,adult literacy,career development,vocational support,42
and assistance to vulnerable populations.
f.Mandate credentialed Teacher Librarians in all California Public Schools and support the
creation of a Library Lead position in the Statewide System of Support .
g.Support for libraries to purchase digital content including eBooks and eAudiobooks at
the same price as consumers.
h.Support for California’s law libraries.
CLA supports positive action in key areas,including,but not limited to
●Equity,Inclusion and Anti-Racism
●Intellectual Freedom
●Privacy
●Net Neutrality
CLA also monitors all state legislation that may impact items on the above list or that are identified ashavinganimpactonlibraries,library funding and/or library staff.

State Library Parks PassProgram
Brainfuse HelpNow
Not every family can afford a private tutor.
With the Brainfuse HelpNow program,
every Californian can access free online
tutoring. HelpNow tutors are available to
assist learners of all ages, starting from
Kindergarten, in building thinking and
problem-solving skills.
CAreer Pathways
CAreer Pathways allows Californians to
pursue lifelong learning and career
development goals using eight digital
resources: Coursera, GetSetUp, Job & Career
Accelerator, LearningExpress Library
Complete, LinkedIn Learning, Northstar,
Skillshare, and VetNow.
State Parks passes are available to checkout
at all public libraries in California. With these
passes, library cardholders can access over
200 parks, lakes, beaches and monuments in
the State Parks system for free. The goal of
these passes is to remove barriers for people
to access state parks and to enjoy the
benefits of the great outdoors.

of the new Library |Parks and Recreation Center.Fixit Coaches (and helpful neighbors)will be available for
consultation on broken items:we'll provide workspace,specialty tools,and guidance to help you disassemble and
troubleshoot your item.The Fix It Clinic is a community-based workshop led by volunteer neighbors and friends
and supported by a grant from Genentech, a member of the Roche Group.
·In celebration of Día de los Niños/Children's Day <https://www.ala.org/alsc/initiatives/dia> , the Grand Avenue
Library will be hosting s a set of children's programs on Saturday, April 27. Mariela's Music Time will headline
the day, with an educational, energetic, and interactive bilingual performance for children and their families. We
will also host a craft and book reading program designed around inclusivity for neurodivergent children.
