The meeting was called to order at 6:00 P.M. in the Main Library

Library Director’s Report - March 2024
The Board reviewed the Director’s Report. Asked for an update on the Kate Zernike event. The
Board members continue to enjoy the pictures in the report, it gives more description of programs.
Communications and Statistics
The Board members reviewed the Communications and Statistics. They noted the increase in the
usage numbers.
MATTERS FOR CONSIDERATION
Review and Approval of Draft Minutes from the March 26, 2024, Library Board Meeting
Motion to approve the minutes as presented from the February 27, 2024, meeting was made by
Board Member Mary Giusti, and seconded by Vice President Hector Camacho. All members were
in favor.
Library Board Update to City Council
The City Council has requested a presentation of various City Boards and Commissions to give an
update on goals, interests, progress, etc. President Claire Ramsey will give a presentation of the
Library Board of Trustees to City Council with Library Director Valerie Sommer. Will plan on
presenting at a future meeting.
Fiscal Year 2024-2025 Library Budget Discussion
City Council has asked City Departments for a 5-10% discretionary reduction in the upcoming
fiscal year. Library Director Valerie Sommer and Assistant Library Director Adam Elsholz worked
on a plan with a little over 5% in reductions from personnel and supplies.

Governor’s May Revision “Cut List” –
Harmful reductions to Lunch at the Library and
California Library Services Act proposed
Last Friday when the Governor issued his May Revision of the 2024-25 State
Budget, legislators and lobbyists felt that the Revision document was somewhat
incomplete and wondered if there was more to come. The Governor’s Director of
Finance then announced that there would be a supplemental cut list issued that would
highlight hundreds of additional proposed reductions to wide-ranging programs in the
Budget, spanning all state agencies and departments, including the State Library. As
you will recall from my report to the field on Friday, the Governor is attempting to tackle
a projected remaining deficit of $27.6 billion and has suggested a package of reductions
totaling $15.2 billion for 2024-25. Contained on the “cut list” are several very
concerning, proposed reductions to public library programs:
A proposal to essentially zero out the Lunch at the Library program by reducing
the ongoing funding by $5.5 million.
A proposal to cut the California Library Services Act by 50%. (A $1.8 million
reduction.)
A proposal to take $4.4 million that is remaining in the library infrastructure grant
program and use it to balance the State Budget. (You may recall that the
Governor’s January Budget wanted to take $131 million in
unused/unencumbered library infrastructure grants from the State Library to
balance the budget. However, the Governor’s Department of Finance later
learned that most of that grant money had been pledged to library projects and
checks had already been issued. Thus, the DOF is scaling back their estimate,
noting that now only $4.4 million remains in the unspent account.)
A proposal to cut $40 million of the remaining $59 million in the Dolly Parton
Imagination Library program.
CLA has submitted a letter to the Assembly and Senate Budget Subcommittees
indicating that the Association is strongly opposed to the Governor’s proposed May
Revision cuts for the Lunch at the Library and the California Library Services Act. CLA

is respectfully requesting that the Budget subcommittees reject the Governor’s
reductions for these two issues, as they will dismantle the programs. CLA notes that
instead of balancing the Budget on the backs of low-income children and teens seeking
a summer meal at the library, or significantly hampering the ability of the regional
systems to provide valuable subscriptions like LINK+ and other essential community
resources, the legislature and the Governor should draw down the State Reserves in an
amount sufficient to save these and other critical services.
CLA encourages the Systems, individual libraries, and Friends groups to take a minute
today to write the two Chairs of the Budget Subcommittees that have purview over
these issues and note how these cuts will affect library programs in your area. Their
contact information is listed below. Also, if you are represented by any of the Senators
or Assemblymembers on the list below, it is essential that you reach out to them, as it is
important for legislators to hear directly from their constituents.
While the legislature has until June 15th to send a balanced Budget to the Governor, the
negotiation process moves fast during this time of year. Budget subcommittees have
begun examining the Governor’s May Revision and will debate the merits of adopting or
rejecting the Governor’s proposals. The subcommittees may close out their
recommendations by the end of next week, so it is important to act now.

California Library Services Act (CLSA) Funding
The California Library Services Act is defined in Title 5 of the California Code of Regulations,
sections 20100 – 20265. The distribution and oversight of the funds is done by the California
Library Services Board.
Nine library cooperatives throughout the state were formed as part of the California Library
Services Act to support resource sharing. Only cooperatives can receive CLSA funds – an
individual library may not directly receive them.
Beginning in FY 2011/12, funding for CLSA began to shrink, with the loss of a central System
Reference and reimbursement for Transaction Based Reimbursement (TBR). In FY 2011/12,
there was no funding for CLSA, and much hard work was done by several stakeholders and the
CLA Lobbyists to restore funding, with the annual total amount of CLSA funds to be shared
among systems was approximately $3,630,000 annually.
In FY 2020/21, due to the pandemic, the amount was reduced by 50%, to $1,880,000 to be
shared among all the nine cooperative systems. In FY 2021/22, the governor’s preliminary
budget included the 50% reduction of $1,880,000, and with significant advocacy, it was
restored to $3,630,000.
Fast Fact of CLSA funds
Per California Law, the funds must be used to support resource sharing between 3 or more
libraries. Library cannot use the funds for their individual needs.
The highest uses of CLSA funds include:
Support delivery service between libraries to share over 5 million items annually, at 18
cents per item. None of these funds support collection purchases, and the funding
ensures that materials reach rural and isolated populations.
Purchase shared eCollections (eBooks, eMagazines) which are used nearly 2 million
times annually.
Support Link+ sharing of physical materials statewide of over 2 million items.
Providing funding to support the sharing of physical materials ensures that people without
access to the internet can remain engaged and informed.

Libraries are Accountable for their Use of CLSA Funds
Although the law provides a framework for allowable expenses, it is up to each of the nine
cooperative systems to determine the best way to allocate their funds. No two systems
allocate them exactly the same. Each cooperative must submit an annual budget and
expenditure report, which is reviewed and approved by the California Library Service Board.

When we see people one of the first things, we notice is gender. We tend to categorize
people as male or female. But what if the characteristics we used to categorize were fluid,
and not rigidly defined? What if there were no gender distinctions? Ambiguous and
gender fluid depictions have existed in Asian art for thousands of years. The belief in non-
duality contributes to these purposely ambivalent portrayals. Explore some of the
fascinating ways various Asian cultures have represented people and deities as male,
female, and non-binary. The Asian Art Museum Docent Program is generously supported
by the Dhanam Foundation and Society for Asian Art.
